BOAT LAUNCH FACILITY IMPROVEMENT

Recommendations
1. Approve Contract Change Order No. 1 to Fiber Docks in the amount of
$27,973.88
2. Approve final contract change order to Reyes Construction for $49,771.00
3. Authorize the use of available unallocated revenue funds in the amount of
$26,752.76
4. File the Notice of Completion with the County Recorder
5. Release all retention monies 35 days after the filing of the Notice of
Completion
Background
The California Department of Boating & Waterways (DBAW) awarded the City a
$3,000,000 grant to construct the La Laguna Resort & Boat Launch Facility Project. On
March 8, 2011 the City Council approved the purchase of the precast concrete
components, boat dock components and the purchase of rip -rap (rock slope protection)
in the amount of $513,968.70. On March 22, 2011 City Council approved the Haul
Route Application for the transport of 170,000 cubic yards of imported fill from a 40 acre
borrow site located at the east end of Lake Elsinore at the terminus of Malaga Road.
On May 24, 2011 the City Council approved the Environmental Services Agreement
with HDR Engineering, Inc. to perform the required biological pre- disturbance activities,
biological resources monitoring during construction activities and the Pechanga Band of
Luiseno Indians performed archaeological monitoring during any ground disturbance

activities. On June 28, 2011 the City Council approved the award of the construction
contract to Reyes Construction, Inc.
Discussion
All construction for the boat launch has been completed and the City has beneficial use
of the project. There were two change orders processed to the docks themselves, the
first was a change order issued to Fiber Docks to add High Density Poly Ethylene
(HDPE) and cleats to the outside of the docks. This improvement added flexibility to
utilize the outside of the docks for mooring and provides protection from boat impacts.
In addition, change order number one also added security gates to the end of one set of
docks to secure an area for the police patrol boats. In early June, the City requested
change order number two, overtime compensation for the manufacturer to insure the
installation of the docks before the boat launch grand opening scheduled for July, 4,
2012. These change orders was in the amount of $27,973.88
On January 24, 2012 the City Council awarded Reyes Construction, Inc., a contract
change order to perform earthwork for the wetlands enhancement project to promote an
ecological approach to restoring the beneficial uses of the Lake which is part of the
environmental mitigation requirements of the boat launch. A subsequent change order
in the amount of $49,771.00 was issued due to the soft and saturated bottom conditions
which altered the contractor's methods to perform the required work.
On June 29, 2012 Reyes Construction, Inc. completed the boat launch improvements
according to the approved plans and specifications.
Fiscal Impact
The project budget is $8,607,455.00 and the funding sources are shown below:

The construction shortfall of $26,752.76 was a result of changes to the project scope to
include the environmental mitigation, extension of the wading barrier and changes to the
fiber docks.
