2. Update on the Public Outreach Town Hall meetinq plan for2009
Recommendation: Discuss public outreach plan and set proposed event date(s)
Information/Communications Manager Dennis provided a follow-up to the
Commission regarding the public outreach, He advised the Commission the first
public outreach activity is on Tuesday, February 24, 2009 at 6:00 p.m. at the Canyon U.
Hills Clubhouse, located at 31989 Hollyhock Street in Lake Elsinore. He indicated
the ultimate goal is to get out into the community and take full advantage of
opportunities, such as homeowner meetings and the Children's Fair.
Information/Communications Manager Dennis also discussed that having all the
Commissioners attend the meeting should not conflict with the Brown Act.
Assistant City Attorney Mann suggested posting a notice of the meeting in order to
avoid any conflict with the Brown Act.
Chairman Norkin expressed to the Commission that he would like to have enough
time to engage in the dialogue with the homeowners and to have the ability to
answer any questions they may have.
Commissioner Dailey concurred with Chairman Norkin and asked if the homeowners
would have the opportunity to ask the Commission any questions and suggested
providing a questionnaire to the homeowners prior to the meeting in 'order to
expedite the handling of the questions.
Information/Communications Manager Dennis concurred with Commissioner Dailey
and suggested having the questionnaire posted on the City's new Web site.
Commissioner Dailey suggested providing a packet to the homeowners that explains U
what the responsibilities are of the Public Safety Advisory Commission.

3. Goals and Obiectives for Year 2009
Recommendation: Discuss and update the Goals 'andObjectivesfrom prior year for
proposed 2009 PSAC Goals and Objectives joint study session with City Council.
Information/Communications Manager Dennis provided the Commission with the
summary and status of the - goals and objectives that were used for 2008. He
indicated this year's joint study session with City Council is tentatively scheduled for
March 10,2009.
. Information/Communications Manager Dennis indicated that the purpose of tonight's
discussion is to review goals and objectives for 2009 such as:
. Lake and Shoreline Safety
· Animal Control Services Public Safety Assessment
. Municipal Code and Ordinance Analysis
· Emergency Preparedness (City and Community Training) -
. Traffic Safety Monitoring .
· Graffiti Ordinance Enforcement and Outreach Program

Information/Communications Manager Dennis indicated the most notable
. accomplishments from the last period included the Shoreline Safety Plan
implementation which provided safety signage and explored the inspections that are
ongoing at the launch dock. He stated the Commission has also dealt with water
quality issues and put up notices that informed the public of any potential bacterial

contamination, implemented the high speed zone signage along the lake and other
associated public information. . U
Chairman Norkin noted the items that were accomplished in 2008, however, felt that
the Lakeshore Overlay District Committee met in 2007 and indicated that he felt it is
the Planning Commission's domain and until they decide to bring that subcommittee
back to PSAC, he did not feel it would be appropriate for the Commission to send to
the City Council as a PSAC goal, as it is out of their control.
Information/Communications Manager Dennis expressed the purpose of the study
session with City Council is to update the 2009 goals and could either cross off or
carry forward any goals that have be accomplished or were not necessary.
Information/Communications Manager Dennis spoke of the Animal Control Service.
He mentioned the construction ofthe new animal shelter and indicated the level of
service should increase due to the new facility.
Information/Communications Manager Dennis then addressed Municipal Code and
Ordinance Analysis. He stated most of the goals were accomplished~ He noted the
Emergency Preparedness has a subcommittee known as the Citizen Corps and is
tasked with the development for a community safety volunteer program. He spoke
of the Traffic Safety Monitoring and how the City has participation with the School
District, however, the traffic effort and needs are ongoing. Lastly he spoke of the'
Graffiti Ordinance and how the plan was approved at the City Council meeting last U
Tuesday. ,He noted that one of the tasks would be streamlining the budget.
Chairman Norkin opened the discussion for Commissioner's comments.
Commissioner Stewart suggested removing the Lakeshore Overlay. District Code
Revisions.
Chairman Norkin concurred with Commissioner Stewart. He stated the
subcommittee is inactive and has not been given the direction from the Planning
Commission to move forward.
Commissioner Dailey suggested having it deferred, .
Information/Communications Manager Dennis noted the dock. standards status
should remain for discussion.
Vice-Chairman Bhutta inquired of the fencing.
Information/Communications Manager Dennis suggested having the Commission
present to the City Council what has been resolved. He noted that fencing is in the
same category as docks. He stated that construction standards also meant ramps
and p~rmanent slabs. . . -. u

Chairman Norkin asked the. Commission if they had any suggestions regarding
Animal Control.
Commissioner Stewart asked how often the contract is renewed with the Animal
Friends of the Valley. .
Information/Communications Manager Dennis replied, "I don't know the term, it's a
multi-year contract and I think it is annual." He stated it is now tiea to the timetable
for the financing authority that the City is participating in.
Assistant City Attorney Mann confirmed that it is a multi-year 'contract and it ,has
been extended and is tied into the animal shelter that is currently being constructed.
Commissioner Lyons noticed under Animal Control it states weekend coverage:
. Information/Communications Manager Dennis indicated he would look into that
issue.
Chairman Norkin asked the Commission if they had any revisions to the Municipal
Code and Ordinance Analysis:
Commissioner Dailey suggested adding panhandling to the goals for 2009. She
requested to' have life. vests added to Lake and Shoreline Safety and would like to
(\ have it accomplished.
. Chairman Norkin asked if there were any suggestions for Emergency Preparedness.
He noted that the Citizen Corps subcommittee has had a huge amount of progress
with the CERT Training and stated that he felt no changes were necessary. .
: Commissioner Dailey suggested' changing from subcommittee to Citizen Corps
promotion outreach or in general Citizen Corps.
Chairman Norkin requested suggestions from the Traffic Safety Monitoring. He
. noted that Traffic Engineer Ed Basubas has been working on with the School
District, as well as with the Town Hall meeting.
There being no further comments on the Traffic Safety Monitoring, he moved on to
the last topic of Graffiti Ordinance. ' .
Information/Communications Manager Dennis 'noted the Graffiti Ordinance was
passed by a unanimous vote at the last City Council meeting. He prepared a hand-
out for the Commission to present to the City Council, a schedule of the budget and
report back in thirty (30) days.
Vice-Chairman Bhutta asked if the Commission could see a demonstration on the
(1 Graffiti Tracker and how it works.

Information/Communications Manager Dennis stated that he could make it part of U'
the thirty (30) day report and possibly have it put on the agenda for March 11th. He
stated that the City Council directed staff to double the efforts to evaluate the budget
including the costs. for the Graffiti Tracker and the surveillaricecameras. He
indicated that this would carry through to the next budget review which would take
place at the end of June.
Chairman. Norkin asked if staff has looked into other alternatives other than an
expensive surveillance camera.
Information/Communications Manager Dennis responded' that City 'Council 'would
like to research other cameras that are just as effective but at a' lower cost. He
indicated the next Graffiti Task Force meeting is scheduled for February 19th at
10:00 a.m. at the City Hall in Conference Room A.
. Chairman Norkin indicated he would prefer to wait on surveillance cameras and
concentrate on educating the businesses to lock up the spray paint and the
consequences of getting caught in the act.

Chairman Norkin asked the Commission if they would like to add any new
information or requests to the goals and objectives for 2009.
. Commissioner Dailey suggested having a subcommittee for the Graffiti Task Force
such as a business owner or someone from the Chamber of Commerce or School U
District to help get the message across. She suggested they could meet monthly
and report back to PSAC. '
She also suggested reviewing any Code Enforcement issues that may be safety-
related. She noted with all the foreclosures, safety may be an issue and may be
looked at by a. Commissioner. She also suggested an emergency communication
system for the City.
. Public Works Manager Payne noted that the County has an alert system that is used
when necessary. He indicated that it would be 'available to the City should an
ongoing emergency occur.
Information/Communications' Manager Dennis also noted the City's new Web site
has the capability to add interested citizens' phone numbers and email addresses to
the data base. He indicated the public would receive announcements, public notices
or emergency alerts through their phones or internet service.
Commissioner Stewart asked if the goals and objectives must be finalized by the
end of the meeting.
Information/Communications Manager. Dennis stated that the Commission would
meet with the City Council to go over everything. U

Chairman Norkin suggested having an emergency evacuation plan that may fali'
under search purview. He also suggested developing a better 911 system as
currently the wait time to. get through is about twenty to thirty minutes. He suggested
having the City draft a letter to the Sheriffs Department.
Commissioner Dailey would also like to add the Community Outreach and Town Hall
Meeting to the list of accomplishments for 2009. '
There being no further discussion, Chairman Norkin called for a motion.

update and make additions, deletions and'changesto the 2009 goal and objectives
in preparation for the March 10th joint Study Session with the City Council.

· She concurred with Pubic Works Manager Payne on how well the Citizen Corps
meeting went and indicated she appreciates all the hard work that was
accomplished in order to achieve such a success.

· He spoke of the outstanding job that the City's Code Enforcement Department is U
doing, particularly around the Lake Terrace area. He expressed his concerns
with property owners leaving their trash cans and inquired what could help
resolve this. Assistant City Attorney Mann replied that he would look into the
matter and would follow up with the Commission.
Chairman Norkin commented on the followinq:
· He spoke of his attendance at Elsinore High School and participated in a peer
counseling program and how he was very impressed on the maturity of the
students.

Backaround

Speeding on Palomar Road is the subject of a renewed request by concerned residents
of the neighboring Serenity and KB housing tracts. Engineering staff will present
findings from a traffic analysis of Palomar Road traffic issues and is prepared to discuss
traffic calming options, in addition to traffic enforcement. .
Discussion

In April and again in June of2007, Mr. John Treese, who resides on Cape Cod Drive,
lake Elsinore, addressed the PSAC about the problem of speeding on Palomar Road.
Recently, Mr. Treese contacted PSAC and City officials about the need for more
effective traffic calming measures on Palomar Road (see Attachment 'A').

Palomar Road fronts Serenity Park and acts as a residential thoroughfare between
Corydon Road and Grand Avenue via Ontario Way. Commuters also use it to shortcut
the Grand and Corydon intersection. LEPD traffic enforcement in the area has been
increased, but speeding continues to be a problem. A list of traffic citations for the past
year is summarized in a report provided by the LEPD (see Attachment '8').
To date, in response to Palomar Road speeding, the City has:
. Installed 25 mph speed limit signs
· Increased traffic patrol enforcement
· Randomly deployed LEPD's speed radar trailer
· Performed traffic analysis by an engineering consultant
Throughout the City, speed limit values are periodically raised or lowered according to
traffic engineering standards and speed zone study surveys: Increasing the speed limit
on Palomar Road to 35 mph was recommended by the traffic consultant, but the City
did not implement this recommendation, setting a 25 mph speed limit, instead. .

n The desired outcome is to identify a responsive solution to continued speeding on
Palomar Road that is also warranted and consistent with. traffic safety standards
throughout the City.
Fiscal Impact
. Ariy modification to speed limit or warning signage and/or to the .surface of Palomar
Road could range from a few thousand dollars in cost to a project cost of several
thousand dollars. While cost is a factor, established traffic safety principals, or warrants,
determine which safety measures are most appropriate.
Recommendation
Presentation and discussion about traffic safety analysis and options.

. Speeding on Palomar Road

Ladies and Gentlemen:
I have brought the issue of speeding on Palomar to this board and several people within the City before. For those who
may not be aware of the situation, Palomar Road was opened as a through road from Corydon to Grand through the
Serenity and Reflection neighborhoods. Ever since the opening speeding has been an issue. When LEPD Traffic Patrols
have been present the speeds are temporarily curtailed. After a week or two of no presence the speeding is back. I have
done several speed studies at different times and have clocked individuals driving as fast as 91mph in a 25mph zone. The
average speed is typically in the mid-40 mph. Palomar is along an open park, no fencing or barriers, and no off street
parking. Evening Soccer and football games are common. The Police do what they can and do send over officers in
waves and it is greatly appreciated. I am attaching several suggestions to help alleviate the issue.
As a side note, one individual representing the City made the comment "those are your neighbors". We took that to
heart and we were going to let our neighbors know who was speeding. In a very simple study we found that roughly 70%
of the fastest cars are using Palomar as a cut through from Corydon to Grand or Vis-a Versa depending on the time of
day. We accomplished this by stationing a spotter in the park recording the fastest speeders and calling vehicle
information to another spotter at Ontairo and Grand. Compiling the data showed our biggest issue are the people trying
to shave a few seconds off their drive. In actuality if they were to drive the speed limit on both routes and stop at every
sign or light it would be faster for them to stay on Corydon and Grand and forget the cut through.

I live in the Serenity neighborhood and have spoken with many of my neighbors on this issue. We share the same
concerns and fears. Would look forward to working with you on this issue. I travel to many cities in the greater LA area
and have seen the below solutions and even talked to people who live in areas where these have been tried. Each
suggestion has its own pro, con and effectiveness but as a whole the residence of Serenity favor speed humps and
flashing lights on the speed limit signs.

Suggestions
Step 1 - Relatively inexpensive actions.
Flashing lights on the speed limit signs to draw the attention of drivers. Some drivers claim they are not aware that the
speed limit is 25mph. Even one was a city employee that I flagged down and had a discussion with.
More frequent use of the speed monitoring trailer. Most effective when deployed between the hours of 7 and 9am and
5 and 9pm. We own why not us it?
Sign at Grand and Ontario and Palomar and Corydon, No Cut Through, Local Traffic Only. Banner on a wall or fence U
"Speed through our neighborhood and save a few seconds, hit a child and lose years behind bars"
More presence of Lake Elsinore Traffic Officers
At least one annual blitz by LEPD. One was done in late 2007 with numerous tickets, arrests and impounds made!

Step 2 - Slightly more expensive
Permanent speed monitoring, speed limit signs

( 't this issue. They create noise 24 hours a day whenever a car drives over them)
Large rumble bumps down the center divider in the bend near the playground equipment to keep cars from going over
. the double yellow because of their speed. Could this create an even more dangerous issue with cars going too fast and
running up on the curb?
Step 3 - More expensive
Speed humps, not speed bumps, with cut outs for emergency vehicles. This is the best solution and is used by numerous
cities in the LA Basin. They apparently have solved the issue of creating a more dangerous issue. The cut"outs provide for
unimpeded emergency vehicle access.
Three-way stop sign at Cape Cod and Palomar. A solution that after further review does not seem like a good idea. Cars
"taking-off' from the stop will create noise day and night. Drivers already drive through the stop sign at Skylark so it
would have a limited effect.

This item is to reschedule a proposed FY 2009-2010 Goals and Objectives joint study
session with the City Council to 4:30 p.m. on Tuesday, April 14, 2009.
Discussion
In February, the PSAC proposed a joint study session with the City Council on March
10, which was postponed to March 24 by the Mayor. The new date conflicts with
schedules of both the PSAC Chairman and Vice-Chairman.
The Mayor has suggested rescheduling the study session on the afternoon of Tuesday,
April 14, 2009, at 4:30 p.m., in the Cultural Center.

This item is to enable the PSAC to review the results of its first community outreach
meeting in 2009, held on February 24 with the Cottonwood Canyon Hills Homeowners
Association. One of the roles .of PSAC is to act as a conduit for community interaction
regarding public safety issues.
Discussion
The PSAC has a stated goal of increasing community outreach in 2009. Meeting with
homeowners associations was approved by the PSAC earlier this year as an outreach
strategy.
The LEUSD Assistant Superintendent of Facilities, City Traffic Engineer, Information/'
Communications Manager and three PSAC Commissioners met with an audience of
seven HOA Board members and staff.
The first PSAC outreach meeting with the Cottonwood Canyon Hills HOA provided an
opportunity to hear and discuss several community concerns, including these highest
areas of importance:
. School traffic safety and control

Staff has received positive feedback from the HOA. In particular, the HOA has been
complimentary of the responsiveness of Code Enforcement and Building & Safety
Abandon Homes program staff. Also, the HOA indicated that as a result of the PSAC's
outreach efforts, they will send a representative to attend regular PSAC meetings.
The next PSAC outreach event is scheduled on Thursday, April 16, 2009 at 7:00 p.m. in
the Tuscany Hills clubhouse. The event is sponsored by the lake Elsinore Citizen's
Committee. The organizer has also requested that a police representative attend to
answer questions about crime.
The desired outcome from this series of outreach meetings is to:
· Increase community awareness of the PSAC;
· Demonstrate responsiveness to community public safety concerns;
· Encourage volunteer participation, such as through Citizen Corps

SCHOOL ACKNOWLEDGEMENT
The City received an e-mail thank you from the Principal of Railroad Canyon
Elementary School following completion of the new crosswalk and safety signs.
In October 2008, Ms. Jeri Peterson, Principal of Railroad Canyon Elementary,
asked the City to consider placing a school crosswalk at the intersection of Mill
Street and Avenue 9, following the accidental injury of a student, who was hit by
a car while crossing the intersection.
In November, City Engineering and Public Works staff met with Ms. Peterson and
the School District's Manager of Transportation to act on the request, which was
subsequently approved by the City's Traffic Engineer and LEUSD Assistant
Superintendent of Facilities.
The safety crosswalk and pedestrian crossing signs were installed by City's
Public Works staff earlier this month.

LAKE ELSINORE: Safety commissioners to meet in Canyon Hills

LAKE ELSINORE ---- The Public Safety Advisory Commission is scheduled to meet Tuesday
in Canyon Hills in the first of a series of gatherings aimed at educating neighborhoods about
the group.
The event is scheduled from 6 to 7 p.m. at Canyon Hills Clubhouse, 31989 Hollyhock S1. The
meeting coincides with the February business meeting of the Cottonwood Canyon Hills
Homeowners Association.
The commissioners are'expected to talk about the group's function in reviewing public safety
and school safety issues, as well as disc,uss the city's volunteer Citizens Corps.

Canyon Hills has a problem -- traffic safety around the Lake Elsinore neighborhood's two schools.

Members of the neighborhood homeowners association expressed the concern to the Lake Elsinore Public
Advisory Commission at the first of its four town hall-style sessions.
"It's horrific," association member Harry Johnson said. "It has turned... into a racetrack out here."

Johnson and association member Kevin Goetsch told the commissioners and a Lake Elsinore Unified School
District official that the problem could be fixed with an increased police presence when school is dismissed.
In recent months the police presence seems to have waned, Goetsch said.
"It doesn't seem to be the way it used to be," he said.
Parents at other local schools have complained about the peril their children face as they leave school, Lake
Elsinore Assistant Superintendent Gregory Bowers told the association members.
The school district is studying the issue, Bowers said.
Officials told the association members they would tell the City Council about their concerns.
"1 guarantee you we have a council that takes public safety seriously," Commission Chairman Mike Norkin
said. "lfwe come back and tell the council that we have talked to four communities who said they don't see
police officers at their schools, 1 am certain they will take action."
The commission's tour is to raise public awareness of the Public Safety Advisory Commission and its
function as a steward of the community's public safety concerns and its recent accomplishments.

Lake Elsinore's two-year offensive on graffiti vandalism reaches a milestone today when the council is expected to
adopt a lO-point graffiti-action plan. . . -- .

graffiti ordinance it passed in 2007, which is one of the region's strictest set of anti-graffiti laws.

One of the main obstacles with enforcement was that staff from some city departments would remove graffiti
before it could be.documented, city officials said.

"The whole'point of the ordinance was not just to clean it up, but to also enforce it," Norkin said. "That way, we
could keep track of where the graffiti is occurring, determine if there are patterns and ultimately go after the
perpetrators. "
As a result of the action plan, the city'will create a singular database accessible by all 'city departments where
graffiti will be recorded, tracked and information shared.
The city is already, taking many of the steps in the action plan, such as having online graffitiCreportingforms
available on itsWeb site. Approval today would authorize city staff to use $35,000 to purchase a graffiti-tracking
software program and two digital cameras equipped, with global,positionirg system and im uplink to the software
program. . .
In the future, the city hopes to. install digital cameras at graffiti, "hot spots" in an efforttodocument vandals in the

cameras for $3,000, and as many as five surveillance cameras at about $7,000 each.
(\ The tracking system and GPS cameras would enable the city to record tagging locations and
trends in a computerized database, analyze that data and compare it with information
compiled by neighboring cities, Dennis said.
The task force is proposing a pilot study using the surveillance cameras, which could be
moved around to graffiti hot spots with the goal of identifying perpetrators and catching them.
The reason for recommending a pilot study, Dennis said, is a lack of information on whether
these cameras have been successful.
"I'd like to see more definitive results before we spend that much money," Melendez said.
"There is a cost that extends beyond just purchasing the cameras. There's maintenance and
relocation of the cameras, and I didn't see that in the analysis. There's a lot more to it."
While voicing strong support for the education and outreach parts of the proposal, the council
members also said they want to bring down the costs for those aspects of the plan.
While city leaders grapple with the expense, there is no wavering in their conviction that
forceful measures are needed.
The city's graffiti crew removed an average of 117 tags per week in the year that ended June
30, 2008, and 97 per week this fiscal year through the end of January. However, the
responses spiked in January to a recent high of 186 in the last week. Statistics indicate and
('city officials say that surge is typical for January.
Now that the action plan is official, the immediate tasks for the city are to get its automated
graffiti hotline and response system fully operational and send out informational letters to
businesses and households.
While requesting cooperation in attempting to keep graffiti materials out of the culprits' hands,
the letters also are intended to inform the public of the city's anti-graffiti ordinance, which
increases penalties for taggers as well as the amount of restitution parents are required to
pay. The ordinance requires businesses to limit public access to potential graffiti materials
and also authorizes a $1,000 reward for information leading to the conviction of a tagger.
''''Deterrence is a big part of our game plan," Dennis said. "If we can prevent it, that's the
ultimate goaL"
