EVANS, INTERIM CITY MANAGER DATE: OCTOBER 23, 2012 SUBJECT: LAKE ELSINORE VETERANS MEMORIAL — SUPPLEMENTAL REPORT Recommendations It is recommended that the City Council approve the budget, location, design, and layout of the proposed Lake Elsinore Veteran's Memorial to be located at Diamond Stadium; and to award the sole source contract to Sun City Granite for construction of the memorial. Discussion The Lake Elsinore Ad -hoc Design Committee, consisting of Mayor Tisdale and Joyce Hodenadl of the Lake Elsinore Historical Society, as well as various veteran affiliated groups in the Community (i.e. Veterans of Foreign Wars, American Legion, etc.) held a final design meeting on Friday, October 19, 2012. It was determined at this meeting that the final proposal to be presented to the Council at the Tuesday, October 23, 2012 regular meeting shall include a request to authorize sole source award to Sun City Granite for the construction of the memorial. Sun City Granite is the same company that prepared the design and price quote. Fiscal Impact Fifty- thousand dollars ($50,000) was budgeted for a Lake Elsinore veteran's memorial for fiscal year 2012 -2013. Prepared by: Justin Carlson Management Analyst Approved by: Thomas P. EVANS, INTERIM CITY MANAGER DATE: OCTOBER 23, 2012 SUBJECT: LAKE ELSINORE VETERANS MEMORIAL Recommendations It is recommended that the City Council approve the revised budget, location, design, and layout of the proposed Lake Elsinore veteran's memorial to be located at Diamond Stadium Background At the regularly scheduled City Council meeting of June 26, 2012, the City Council unanimously voted to move forward with the creation of a memorial located at the entrance of Diamond Stadium and consisting of jet -black granite. Furthermore, the Council also authorized the formation of an ad -hoc design Committee, consisting of Mayor Tisdale and Joyce Hodenadl of the Lake Elsinore Historical Society, as well as various veteran affiliated groups in the Community (i.e. Veterans of Foreign Wars, American Legion, etc.). The ad -hoc design Committee has held three (3) separate meetings on August 3, 2012, September 7, 2012, and October 5, 2012. During these meetings, the Committee elicited the services of Sun City Granite to formulate a design based on the Committee's design ideas, features, and selected site location. Discussion Please see attachment 1 for the City of Lake Elsinore's veteran's memorial ad -hoc design committee's recommendation regarding the design and location of a veteran's memorial. Said attachment will be distributed following the final design meeting scheduled for October 19, 2012. Main Street, Lake Elsinore; CA 92530 PROPOSAL TOTAL $46,172.30 Scope of Work PROPOSAL October 16, 2012 ❖ Premium Black Granite custom shaped all polished monument 34 x 8 x 54" set on two Premimum Black Granite custom shaped sub -bases sized 48 x 18 x 8" (upper base) and 60 x 24 x 8" (lower base). Includes engraving of custom design on front. Text and design will be engraved over Laser Etched flag image 30 x 32" (see illustration) ■ Includes installation of granite features (with crane). Cement foundation and all three granite pieces will be drilled with three 1.5" core holes. Granite will be secured by 1.25" stainless steel rods running through all granite pieces and into concrete. Granite pieces will be secured together and to concrete foundation with construction grade epoxy. ❖ Five Premium Black Granite custom shaped pedestals 22 x 18 x 24" (see illustration). • Includes engraving of one Military Branch Emblem on each pedestal (Air Force, Army, Coast Guard, Marines, Navy). • Includes installation of granite features. Cement foundation and each granite piece will be drilled with two I" core holes. Granite will be secured by .75" stainless steel rods and fastened to concrete with construction grade epoxy. Construction of 10' Concrete circle, 14" high. • Grey Wash finish top and sides. 3,000 psi pump mix, forming, grading and finishing. • Includes 44 rebar 12" on center as re- enforcement for weight of granite monument. • Includes excavation of soft soil and adding road base with compaction. Includes demolition and disposal of existing landscape and material and capping of existing irrigation. 25' Cast Aluminum Flagpole and 5 x 8' Flag. Includes supporting construction of 36" concrete base and footing per specs. Demo existing concrete area to accommodate for flagpole footing and finish to match 10' concrete pad. Clean (sandblast) surrounding bricks on ground Payment: For special ordergranitepieces, a 33% deposit is required to place granite order. Approximate production time for special order granite is 120 -150 days. An additional 33% will be required to commence construction work. Balance will be due at time of installation.
