SUBJECT: COMMERCIAL PROJECT NO. 92 -1, "LARE ELSINORE PLAZA ", LOCATED ON THE NORTHERN PORTION OF THE CITY, MORE SPECIFICALLY AT THE INTERSECTION OF COLLIER AND CENTRAL AVENUES. BACKGROUND At its regular meeting of May 5, 1993, the Planning Commission recommended approval of Commercial Project No. 92 -1 (Staff Report, Minutes and Exhibit "I" enclosed), The - proposed project entails the construction of a commercial shopping center, associated infrastructure and landscaping improvements. The Center will include a 54,698 square feet super market (Food for Less); 127,600 square feet of retail stores, 14,000 square feet of restaurants, a gasoline /mini mart with a carwash; a`25,810 square feet theater; and a total of 1,284 parking spaces. (Exhibit "I") DISCUSSION Items of discussion dealt -with - the - project's proximity to the' Freeway, more specifically with fencing along the Cal -Trans right - of-way,.the project's roof mechanical equipment, and the loading - areas. The Planning Commission conditioned the project to construct an..eight (81) foot wall consistent with the project's design. With respect to the roof mechanical equipment, the project was conditioned to conceal all equipment from public view. - The rear portion of the main building will be densely landscaped to screen the loading doors from public right -of -way. Since the project main tenant has potential to employ 100 or more, staff has deemed it necessary to add a condition of approval as follows. 34. Any tenant within this development that can potentially employ 100 people or more shall be subject to the requirements of Ordinance No. 941 adopted October 27, 1992. This Ordinance requires all applicants that exceed the 100 threshold to develop trip reduction plans to reduce work related trips generated from the development of the project to 12% based on the Trip Generation Handbook published by the Institute of Traffic engineers (ITE).(Ordinance No. 941 enclosed) ANALYSIS As proposed and conditioned, the project meets all applicable commercial development requirements of the Zoning Ordinance. In terms of aesthetics, the project exhibits a pleasing mission architectural style with a well balance use of colors. RECOMMENDATION It is recommended that the City Council adopt Negative Declaration No 93 -5, and approved Commercial Project No. 92 -1 based on Exhibits I, the following Findings and subject to the attached Condition of Approval. FINDINGS 1. Subject to the attached Conditions of Approval and the Mitigation Measures contained in the Mitigated Negative Declaration, the proposed project is not anticipated to result in any significant adverse environmental impacts. The project, as approved complies with the Goals, Objectives and Policies of the General Plan and the Zoning District in which it is located. 3. This project complies with the design directives contained in Chapter 17.82.060 and all other applicable provisions of the Lake Elsinore Municipal Code. 4. Conditions and safeguards pursuant to Chapter 17.82.070, including guarantees and evidence of compliance with conditions, have been incorporated into the approval of the subject project to ensure development of the property in accordance with the Objectives of Chapter 17.82 and the planning district in which the site is located.
