SUBJECT: [TENTATIVE PARCEL MAP 27659
4. Elsinore Valley Municipal Water District (EVMWD) has
determined that the discharge of waste from the proposed
subdivision into the existing sewer system will not result in
a violation of the requirements as set out in Section 13000 et
seq' of the California Water :Code. (Government Code Section
66474.6)

SUBJECT: TENTATIVE PARCEL MAP 27659 - OAK GROVE
EQUITIES
REQUESTED USE
This request is to approve a subdivision of 49.2 acres into nine
commercial lots within the Elsinore City Center Specific Plan area.
The lots as proposed range in size from 20,913 to 814,748 square
feet.
At its May 5, 1993 meeting Planning Commission recommended that
City Council approve Tentative Map 27659 by a 3 -0 vote (minutes and
staff report attached).
DISCUSSION
No project concerns were expressed by either the Planning
Commission or the applicant and each concurred with the proposed
conditions of approval.
Under Section 15182 of the California Environmental Quality Act
(CEQA) Guidelines this project has been declared exempt from
further environmental clearance. It has been determined that this
project is consistent with an approved Specific Plan and a
certified EIR prepared for this site.
It is recommended City Council approve Tentative Parcel Map 27659
based on the Findings and subject to the attached Conditions of
Approval.
It is recommended that the Redevelopment Agency concur with Council
action.
FINDINGS - TENTATIVE TRACT MAP 27659
1. The proposed subdivision, together with the provisions for its
design and improvement, is consistent with the General Plan.
The proposed subdivision is compatible with the objectives,
policies, general land uses and programs specified in the
General Plan and the Elsinore City Center Specific Plan.
(Government Code Section 66473.5)
2. The effects this project is likely to have upon the housing
needs of the region and needs against the public service of
its residents and available fiscal and environmental resources
have been considered and balanced.
3. The design of the subdivision provides to the extent feasible,
for future passive or natural heating or cooling opportunities
in the subdivision. (Governmental Code Section 66412.3)
