HomeMy WebLinkAboutItem No. 37CITY OF LAKE ELSINORE REPORT TO THE CITY COUNCIL TO: Mayor and City Council FROM: Ron Molendyk, City Manager DATE: May 25, 1993 SUBJECT: Pass =Thru of Increased Refuse Tipping Fees SACICCFROUND .. - - _ A contract was awarded to CR &.R Inc. in June of 1992 to collect and dispose of all refuse generated in the City of Lake Elsinore. The contract specifies that rate increases shall be authorized every April in the amount of the Consumer Price Index, and every July to cover the increase in Riverside County Landfill Fees. CR & R, however, offered to delay the, CPI increase to July in order to combine both rate adjustments into one. The contract further specifies that the subject rate-increases may be authorized by the City Manager. They are being brought to the City Council for review and confirmation. DISCUSSION The Consumer Price Index for Los Angeles - Riverside- Anaheim areas has been calculated at 3.5 percent for All Urban Consumers. This percentage of increase is applied to all operations of CR.& R. To calculate the amount, the City's 50 cent recycling fee is first subtracted as well as the total existing. landfill fee. The CPI percentage is applied to $ 9.61 of the existing $12.82 residential rate. The CPI increase amounts to 34 cents per month. The County landfill rate increase of $ 3.00 per ton is applied after similar deductions are made, except that the percentage of refuse being recycled must be also be deducted because recyclables and compostables do not go to the landfill. During February and March approximately 19.88 percent of all residential refuse was recycled (During the same period Canyon Lake produced 13.88 percent and Temecula produced 19.90 percent). The landfill increase in residential rates amounts to 63 cents, with 12 cents deducted for recycling. Total increase to residential rates amounts to 34 cents for CPI plus 51 cents for landfill. Total is 85 cents per month. Rates for commercial and Industrial refuse bins increase similarly after the 25 cent City recycling fee is deducted. However, at this time, no commercial or industrial refuse is being recycled so no deduction is made. Once the Material Recovery Facility is in place and operating, approximately a 25 percent reduction will be applied to the bin rates. The commercial and industrial rates increase by $ 4.62 per month, per pick up. All other increases for additional barrels, special pick -ups, temporary bins and 40 yard roll -offs increase proportionately. A copy of the new contract "Exhibit C" Schedule of Rates (effective July 1, 1993)" is attached. FISCAL IMPACT The contract specifies that 10.1 percent of the Grantee's gross revenues, less landfill fees, shall be payable to the City at the close of each quarter of the fiscal year.
