DATE: May 25, 1993 SUBJECT: Boat Launch Acceptance and Consideration of Expanding Parking BACKGROUND With the heavy rains this winter, the Launch Facility was rendered, inoperable. under water. State - Parks public Boat It is seventeen plus feet The newly filled lake created a high level of expectation to open the lake for use and the local community was anxious to promote the tourist trade to stimulate the local economy. With the City Councils interest and direction to promote the lake and City as a tourist destination, the City staff in cooperation with the California Department of Parks and Recreation proceeded to evaluate sites and install a temporary, one to two years, boat launch facility. The facility has been installed and in now operable, with great success. In fact, with the success of the Boat Launch Facility staff has evaluated the possibility of grading additional portions of the parking lot parcel, Lakeshore and Spring, to eliminate the congestion created with the overflow traffic, traveling from the launch facility through town to the overflow lot behind the Lake Community Center. FISCAL IMPACT The Boat Launch Facility was funded with a loan from the Redevelopment Agency to be paid back with the funds, $1.5 million being transferred to the City with acceptance of the Lake Elsinore State Parks property. If we were to expand the temporary parking lot, grading and mag- chloride for dust, we would be looking at additional estimated costs of $8,000. The revenues anticipated to be returned to the City, beginning July 1st with the acceptance of the State Park by the City are $200,000 plus off the Boat Launch Facility (day use plus launching). This represents only 18,181 boat launches and does not include the other facilities. AGENDA ITEM NO. 3- PAGE.L OF RECOMMENDATION It is recommended the Mayor and City Council and Redevelopment Agency Chair and Boardmembers accept the completion of the Boat Launch Facility and authorize staff to proceed with the additional grading and dust control for the balance of the Boat Trailer Parking Lot, not to exceed $8,000-..
