HomeMy WebLinkAboutItem No. 35CITY OF LAKE ELSINORE REPORT TO CITY COUNCIL TO: MAYOR AND CITY COUNCIL FROM: RON MOLENDYK, CITY MANAGER DATE: MAY 25, 1993 SUBJECT: OKTOBERFEST '93 BACKGROUND The Lake Elsinore Valley Chamber of Commerce has been approached by O'Connor Foods for utilization of the Rodeo Grounds to stage a yearly German Oktoberfest'. The event will include a circus style -tent with 1,800 person capacity, tables, chairs, stage /dancing area, food stands, beer stands, and entertainment /merchandise booth areas. An Om Pa Pa band direct from Germany will provide the main entertainment. O'Connor Foods has been presenting Oktoberfest events for the past six years in Torrance, Huntington Beach, and Big Bear Lake. O'Connor Foods stages the events in their entirety meeting all codes, conditions, and security requests as mandated by each city. DISCUSSION The Chamber of Commerce has extended an invitation to the City to be involved in the event as a cosponsor as .a "good neighbor" gesture and will split, the Chamber's guaranteed 6% of the gross receipts with the City. The event will be held every Thursday,.Friday, and Saturday night from 6:00. p.m. to 1:00 a.m. -beginning Thursday, September 30th through Saturday, October 30, 1993. O'Connor Foods has projected between 15,000 - 27,000 people will attend this event over the fifteen day period. The Chamber would like to have the City share the cost in providing some local advertising of this event. FISCAL IMPACT Unknown at this time. Staff would see no more than $1,000 being utilized to promote the event locally. It is recommended the Mayor and the City Council accept the Chamber invitation as a cosponsor of the event, share in some advertising cost with the Chamber, and direct staff to sit down with the Chamber to establish an advertising budget for the event that is sensitive to the City's current budget status and limitations. All security staff members are provided with communications and clearly, identifiable clothing. If f-a security activity occurs, four security staff members are dispatched to swax-m. the area. One of our off -duty Police officers is also dispatched to supervise the activity and to make the proper disposition discussion. One of our major concerns is the need for a disignated driver program. We will be working with local hotels. to i shuttle patrons to and from the event. He will promote the f. A quick response from the Chamber is neccessary for O'Connor Foods to secure the band from Germany which is the major draw of the event.
