SUBJECT: COMMERCIAL PROJECT NO. 92 -1, "LAKE ELSINORE PLAZA ",
LOCATED ON THE NORTHERN PORTION OF THE CITY, MORE
SPECIFICALLY AT THE INTERSECTION OF COLLIER AND
CENTRAL AVENUES.
BACKGROUND
At its regular meeting of 'May 5, 1993, the Planning Commission
recommended-approval of Commercial Project No. 92 -1 (Staff Report,
Minutes and-Exhibit "I" enclosed): The proposed project entails
the construction of a commercial shopping center, associated
infrastructure and landscaping improvements. The Center will
include a 54,698 square feet super market (Food for Less); 127,600
square feet of retail stores, 14,000.square feet of restaurants, a
gasoline /mini mart with a carwash; a 25,810 square feet theater;
and a total of 1,284 parking spaces. (Exhibit "I")
DISCUSSION
Items of discussion dealt with the project's proximity to the
Freeway, more specifically with fencing along the Cal -Trans right -
of -way, the project's roof mechanical equipment, and the loading
areas. The Planning Commission conditioned the project to
construct an eight (8') foot wall consistent. with- the project's
design. With respect to the roof mechanical equipment, the project
was conditioned to conceal all equipment from public view. The
rear portion of the main building will be densely landscaped to
screen the loading doors from public right -of -way.
Since the project main tenant has potential to employ 100 or more,
staff has deemed it necessary to add a condition of approval as
follows.
34. Any tenant within this development that can potentially employ
100 people or more shall be subject to the requirements of
Ordinance No. 941 adopted October 27, 1992.
This Ordinance requires all applicants that exceed the 100
threshold to develop trip reduction plans to reduce work related
trips generated from the development of the project to 12% based on
the Trip Generation Handbook published by the Institute of Traffic
engineers (ITE).(Ordinance No. 941 enclosed)
ANALYSIS
As proposed and conditioned, the project meets all applicable
commercial development requirements of the Zoning Ordinance. In
terms of aesthetics, the project exhibits a pleasing mission
architectural style with a well balance use of colors.
RECOMMENDATION
It is recommended that the City Council adopt Negative Declaration
No 93 -5, and approved Commercial Project No. 92 -1 based on Exhibits
I, the following Findings and subject to the attached Condition of
Approval.
FINDINGS
1. Subject to the attached Conditions of Approval and the
Mitigation Measures contained in the Mitigated Negative
Declaration, the proposed project is not anticipated to result
in any significant adverse environmental impacts.

2. The project, as approved complies with the Goals, Objectives
and Policies of the General Plan and.the Zoning District in
which it is located.

including guarantees and evidence of compliance with

PLANNING DIVISION
1. Design Review approval for Commercial Project No. 92 -1 will
lapse and. be void unless building permits are issued within
one (1) year of Planning Commission approval. An extension of
time," up to one (1) year per extension, may be granted by the
Community Development Manager prior to the
expiration of the_ initial Design Review approval upon
application by the developer one (1) month prior to
expiration.
2. These Conditions of Approval shall'be reproduced upon Page One
of Building Plans prior to their acceptance by the Division of
Building and Safety.
3. All site improvements shall be constructed as indicated -on the
approved plot plan and elevations. - Revisions to approved site
plans or building elevations shall be subject to the
discretion of the Community, Development Manager. All plans
submitted for Building Division Plan Check shall conform with
the submitted plans or as modified by Conditions of Approval,
or the.Planning Commission through subsequent action.
4. Materials and colors depicted on the materials board shall be
used unless modified by the Community Development Manager or
his designee.
5. Applicant shall meet all Conditions of Approval prior to the
issuance of a Certificate of Occupancy and release of
utilities.
6. Applicant'is to meet all applicable City Codes and Ordinances
including State handicap requirements.
7. Meet all Riverside County Health Department requirements.
8. Project must meet all requirements of Cal- Trans.'
9. No outdoor storage shall be allowed for any tenant.
10. Trash,enclosures.shall be constructed per City standards as
approved by the Community Development Manager or designee,
prior to issuance of building permit.
il. No roof ladders shall be permitted.
12. Applicant shall use roofing materials with Class "A" fire
rating.
13. All roof mounted or ground support air conditioning units or
other mechanical equipment incidental to development shall be
architecturally screened so that they are not visible from
neighboring property, public streets, and the I -15. Screening
plan shall be approved by the Community Development Manager or
designee, prior to issuance of building permit.
14. All exterior downs -pouts shall be constructed within the
interior of the building.
15. Bicycle racks shall be provided adjacent to major commercial
uses. Placement, design and quantity shall be indicated on
the final'landscaping plan, and subject to the approval of the
Community Development Manager 'or designee, prior to 7the
issuance of building permit.
16. The final landscaping /irrigation plan is to.be reviewed and
approved by the City's Landscape Architect Consultant and the
Community Development Manager or designee, prior to issuance
of building permit. A landscape Plan Check Fee will be

charged prior to final landscape approval based on the
Consultant's fee plus forty percent (408).
a) All planting areas shall have permanent and automatic
sprinkler system with 100% plant and grass coverage using
a combination of drip, and conventional irrigation
methods.
b) Applicant shall plant street trees, selected from the
City's Street Tree List, a maximum of thirty feet (301)
apart and at least twenty- four -inch (2411) box. On areas
where screening,. is necessary trees shall be at least.
thirty six -inch (36")-box size.
C) All planting areas shall be separated from paved areas
with a six inch (6111).high and six inch (611.) wide concrete -
curb.
d) Planting within fifteen. feet (15') of - ingress /egress
points shall be no higher than thirty -six inches,(3611).
e) Landscape planters shall be planted with an appropriate
parking lot shade tree to provide for 508 parking lot
shading in fifteen (15) years.
f) Any transformers and mechanical or electrical equipment
shall be indicated on landscape plan and screened'as part
of the landscaping plan.
g) The landscape plan shall provide for ground, cover,
shrubs, and trees and meet all requirements of the City's
,adopted Landscape Guidelines. Special attention to the
use of Xeriscape or drought resistant plantings with
combination drip irrigation system to be used to prevent
excessive watering.
h) All landscape improvements shall be bonded 1208 Faithful
Performance Bond, and released at completion of instal-
lation of landscape requirements approval /acceptance, and
bond 1008 for material and labor for one (1) year.
i) All landscaping and irrigation shall be installed within
affected portion of any phase at the time a Certificate
of Occupancy is requested for any building. All planting
areas shall include plantings in the Xeriscape concept,
drought tolerant grasses and plants.`
j) Final landscape plan must be consistent with approved "
site plan.
k)- Final landscape plans to include planting and irrigation
details.
17. All undeveloped building pads along Collier, and Central Avenue
shall be hydroseeded, irrigated and maintained by the
developer until such time they are ready to be developed.
18. If the theater building is to be forty five (45') in height,
the applicant shall seek Conditional Use Permit approval.
19. All exposed slopes in excess of -three feet (3') in height,
shall have a permanent irrigation system and erosion control
vegetation installed, approved by.the Planning Division. _
20. All exterior on -site lighting shall be shielded'and directed
on -site so as not to create glare onto neighboring property -
and streets or allow illumination above the horizontal plane
of the fixture. The light fixture proposed is to match the.,
architecture of the building. All lighting shall be low

pressure sodium lighting.
21. Applicant shall annex project into the City's Landscape and
Lighting District. ;
22. The applicant shall develop a Uniform Sign Program for the
center which specifies harmonious and consistent colors,,
materials and,specifications which will enhance the center's
design and'meet the provisions of 'Lake Elsinore Municipal
Code, Chapter 17.94. The Master Signage Program shall be
reviewed and approved by the Planning Commission. All signage
including freestanding signs shall be. by City Permit and in
conformance with the approved master Sigfiage "Program. The
Master Signage Program shall be approved prior to issuance of
Certificate of occupancy or release of utilities. Individual
sign permits are required prior to the erection of-each sign.
23. The project shall connect to sewer and meet all requirements
of the Elsinore Valley Municipal Water District (EVMWD).
Applicant shall submit water and sewer plans to the'EVMWD and
shall incorporate all district conditions and standards.
24. All loading zones shall be clearly marked with yellow striping
and shall meet City Standards for loading zones. This project
shall be designed so that every unit is provided with a 12! x
20' (twelve -foot by twenty -foot) loading space as required by
the City Municipal Code. -
25 Trailers utilized during construction shall be approved by the
Planning Division.
26. On -site surface drainage shall not cross sidewalks.
27. Parking stalls shall be double- striped with four -inch '(411)'
lines two -feet (21) apart.
28. Painted arrows on the asphalt shall be located at all internal
one -way drive aisles.
29. A six foot (61) high masonry block wall shall be constructed
along the side adjacent to the cemetery and shall conform to
Section 17.37.070 (Fences and Walls), subject to the approval
of the Community Development Manager, prior to issuance of
building permit.
30. An eight., foot (81) high decorative - masonry block wall (to
match the building design) shall be constructed along the side"
adjacent to the Freeway and shall conform to Section 17:37.070
(Fences and Walls), subject to the approval of the Community
Development"Manager, prior to issuance of building permit.
31. Prior to issuance of any`grading permit or building permits,
the applicant shall sign and complete an "Acknowledgment of
Conditions" and shall return the executed original to the
Community Development Department for inclusion in the case
records.
32. This project shall be subject to the mitigation measures of

4. Commercial Project 92 -1 Rancon Development (The Nadel
Partnership, Inc.), - Assistant Planner villa presented "a"
request for Design Review of a retail commercial shopping
center which includes a 54,698 square foot market; 127,600
square feet of retail stores; 14,000 square feet of
restaurants, and gasoline /mini -mart with a carwash; "a 25;810
square foot theater and associated improvements as proposed.
Ten separate structures will comprise the entire shopping
center. The project is called Lake Elsinore Plaza and located
on the northwest corner of Collier, and Central.
Chairwoman Brinley asked if there was anyone representing the
applicant and if there were any concerns.
Mrs. Martha Cannon, representing Rancon, questioned the block
wall fencing along the Freeway, condition number 30, stating,
they have no problem with the height the main concern is with
maintenance. Felt a better screen for the loading docks would
be:chainlink with heavy landscaping.
Chairwoman Brinley commented on visibility from the freeway
and this being an entry point into the City and feels it is
necessary to have the block wall. She then informed Ms.
Cannon that.the City has a graffiti program.
Commissioner Wilsey commented on condition number 17,.
regarding the three -foot wood fence and suggested the
condition be amended to read "all undeveloped building pads
along Collier and Central Avenue shall be hydroseeded,
irrigated and maintained by the developer until such time they
are ready to be developed ".
Commissioner Bullard referred to the conditions of approval
and need to correct the numbering. He then commented.on:
• Whether the theater concept could be altered for another
type of use; suggested a bowling alley in the event another
theater should be built prior to construction of this phase.
• Whether a major food chain was interested in any of the
buildings.
Ms. Cannon responded Dennys will be along Collier, Lot B. We
have a signed lease, and our lease has a contingency for
financing.

• Letter from Aero Pro Manufacturing, Daniel Downer, regarding
a storm drainage easement to cross his property. Inquired
whether the applicant was working with the property owner.
Ms. Cannon responded in the affirmative; explaining the parcel
map is conditioned for a storm drain, which goes along future
"B" Street, and that they are working with Mr. Downer and the
Engineering Department -to reach an agreement on an easement
until such time "B" Street is dedicated.
• Asked staff if there would be a problem with this running
against the sewer system instead of parallel, as referenced
in the letter:
Ms. Cannon asked to address this issue as it was brought up at
an engineering meeting, which the water district representa-
tive was present, and stated he didn't think there would be a
problem, but would have someone from his office check and if
so we would have to move it over a foot or so.
Chairwoman Brinley commented on:
• Condition number 1, extension of time, suggested this be
subject to Community Development Manager.
Whether the theater is a reality.
Ms. Cannon responded that the theater will not happen for a
while. We had a signed letter of intent with Cinemamark;
however, -there were financing problems and a concern with lack
of residential development. She further stated that if a
.theater comes in to the south there will not be theater at
this location.
Construction time line.
Ms. Cannon stated that they are having some problems and in
this financing market it is difficult to.say. _
• Parking lot lighting.

Design Review approval of a Commercial Shopping Center (Lake

SIZE AND LOCATION
The subject site is an undeveloped, rectangularly- shaped lot
approximately 22 acres in area located on the northern portion of
the City more specifically at the northwest corner of Collier and
Central Avenues.
ENVIRONMENTAL SETTING
PROJECT DESCRIPTION
The proposed project entails the construction of a commercial
shopping center, associated infrastructure and landscaping
improvements. Site access will be from two entries along Central
Avenue and three entries along Collier Avenue. Entries along
Central Avenue include a two -lane in and one -lane out and another
single lane right -turn in entry. Entries along Collier Avenue
include two -lane in and out entries and a one lane in and out
entry. The overall plan is to construct one (1) major building
situated approximately in the center of the site (Food for Less);
one building on the far north corner (theater) and nine (9) smaller
buildings along the two adjacent arterials. These buildings will
include a 54,698 square feet super market (Food for Less); 127,600

This Design Review request will entail the approval of the main
building (Food for Less) and the theater building as phase I. (see
exhibit I, page B). The..remainder of the buildings along Central
and Collier ,(subsequent phases) will be subject to the same
architectural style and features and subject to subsequent design
review approval by.the Planning Commission.

SPECIAL PROJECT CONCERNS
Staff identified several areas of concern due to the project's
location and high visibility from the Freeway, therefore, special
considerations should be given to the following areas:
• The fencing separating the project site and the I -15 is_...
proposed to remain a six (61) high chain -link fence (Caltrans
property). It is in staff's opinion that fencing along that
section be a block wall to alleviated potential safety hazards
and to further screen the rear loading areas. Furthermore,
according to Section 17:38.060 of the Municipal Code, along
major arterial, the Planning Commission may 1require a
perimeter wall to be eight (81) feet in height or higher.
•
The rear portion of the Food for Less building where- the
loading docks are located face directly to the I -15 off ramp.
Section 17.38.100.F of the Municipal Code states that loading
.doors should be screened to prevent direct visibility from the
adjacent streets or in this case the I -15 Freeway. Staff
feels that an extensive landscaping buffer will .provided
proper screening and therefore eliminate the concern. A
,condition of approval shall be placed to alleviate this
concern.:
• The proposed plan includes a line of sight study that reveals
no mechanical equipment will be visible from the I -15. Section
17.38.100.D of the Municipal Code states that mechanical and
electrical equipment associated with the building shall not
disturb or detract from the architecture. Staff will
condition all electrical and mechanical equipment to be
concealed from public view, more specifically, the I -15.
• According to Section 17.48.070 of the Municipal Code, the
maximum building height allowed shall be forty (451) five
feet. The theater building is proposed to be fifty (52!) two
feet. If-this is the case, the-applicant would have to apply
for a Conditional Use Permit according to Section 17.48.030.H.
ANALYSIS
As proposed and conditioned, the project meets all applicable
commercial development requirements of the Zoning Ordinance. In
terms of aesthetics, the project exhibits a pleasing mission
architectural style with a well balance use of colors. The loading
areas and rear portion of the main building will be enhanced with
landscaping and will be treated with similar architectural
features.

ENVIRONMENTAL
Pursuant to the requirements of the California Environmental
Quality Act (CEQA), Mitigated Negative Declaration (MND) No. 93 -5
was prepared. The MND evaluates impacts resulting from the
development of the commercial shopping center. Although the project
could have effects on the environment, there will not be a
significant effects in this case because the mitigation measures
imposed will reduce the impacts to levels of insignificance.
It is recommended that the Planning Commission recommend to the
City Council approval of the following:
• Adoption of Mitigated Negative Declaration No. 93 -5, and;
• Approval of Design Review for Commercial Project No. 92 -1,
based on the Findings, Exhibit I, and subject to the attached
Conditions of Approval.

of Building Plans prior to their acceptance by the Division of
Building and Safety.
3. All site improvements shall be constructed as indicated on the
approved plot plan and elevations. Revisions to approved site
plans or building elevations shall be subject to the
discretion of the Community Development Manager. All plans
submitted for Building Division Plan Check shall conform with
the submitted plans or as modified by Conditions of Approval,
or the Planning Commission through subsequent action.
4. =Materials and, colors depicted on the materials board shall be
used unless- modified by the Community Development Manager or
his designee.
5. Applicant shall meet all Conditions of Approval prior to the
issuance -of a Certificate of occupancy and release of

a) All planting areas shall have permanent and automatic
sprinkler system with loot plant and grass coverage using
a combination of drip and conventional irrigation
methods.
b) Applicant shall plant street trees, selected from the
City's Street Tree List, a maximum of thirty feet (301)
apart and at least twenty- four -inch (2411) box. On areas
where screening, is necessary trees shall be at least
thirty six -inch (3611) box size.
C) All planting areas shall be separated from paved areas
with a six inch (611) high and six. inch (611) wide concrete
curb.
d) Planting within fifteen feet (151) of ingress /egress
points shall be no higher than thirty -six inches (3611).
e) Landscape planters shall be planted with an appropriate
parking lot shade tree to provide for 50% parking lot
shading in fifteen (15) years.
f) Any transformers and mechanical or electrical equipment
shall be indicated on landscape plan and screened as part
of the landscaping plan.
g) The landscape plan shall provide for ground cover,
shrubs, and trees and meet all requirements of the City's
adopted Landscape Guidelines. Special attention to the
use of Xeriscape or drought resistant plantings with
combination drip irrigation system to be used to prevent
excessive watering.
h) All landscape improvements shall be bonded 120% Faithful
Performance Bond, and released at completion of instal-
lation of landscape requirements approval /acceptance, and
bond 100% for material and labor for one (1) year.
i) All landscaping and irrigation shall be installed within
affected portion of any phase at the time a Certificate
of Occupancy is requested for any building. All planting
areas shall include plantings in the Xeriscape concept,
drought tolerant grasses and plants.
J) Final landscape plan must be consistent with approved
site plan.
k) Final landscape plans to include planting and irrigation
details.
17. All undeveloped lots along Collier and Central Avenues shall
be maintained in a neat and safe condition, with erosion and
weed control methods applied by the developer as necessary to
.meet the approval.of the Community Development Manager until
such time as these lots are built -out. In addition, these
lots shall be landscaped or screened from adjacent streets by
a thirty -six inch (3611) high solid, painted wood fence to meet
the approval of the Community Development Manager. If
building permits are not issued within 90 days all areas or
pads graded, during the grading operation, shall be landscaped
and irrigated.

18. If the theater building is to be forty five (451) in height,
the applicant shall seek Conditional Use Permit approval.
19. All exposed slopes in excess of three feet (3') in height
shall have a permanent irrigation system and erosion control
vegetation installed, approved by the Planning Division.
10. All exterior on -site lighting shall be shielded and directed
on -site so as not to create glare onto neighboring property
and streets or allow illumination above the horizontal plane
of the fixture. The light fixture proposed is to match the
architecture of the building. All lighting shall be low
pressure sodium lighting.
21. Applicant shall annex project into the City's Landscape and
Lighting District.
22. The applicant shall develop a Uniform Sign Program for the
center which specifies harmonious and consistent colors,
materials and specifications which will enhance the center's
design and meet the provisions of Lake Elsinore Municipal
Code, Chapter 17.94. The Master Signage Program shall be
reviewed and approved by the Planning Commission. All signage
including freestanding signs shall be by City Permit and in
conformance with the approved master Signage Program. The
Master Signage Program shall be approved prior to issuance of
Certificate of Occupancy or release of utilities. Individual
sign permits are required prior to the erection of each sign.
23. The project shall connect to sewer and meet all requirements
of the Elsinore Valley Municipal Water District ( EVMWD).
Applicant shall submit water and sewer plans to the EVMWD and
shall incorporate all district conditions and standards.
24. All loading zones shall be clearly marked with yellow striping
and shall meet City Standards for loading zones. This project
shall be designed so that every unit is provided with a 12' x
20' (twelve -foot by twenty -foot) loading space as required by
the City Municipal Code.
25 Trailers utilized during construction shall be approved by the
Planning Division.
26. On -site surface drainage shall not cross sidewalks.
27. Parking stalls shall be double- striped with four -inch (411)
lines two -feet (21) apart.
28. Painted arrows on the asphalt shall be located at all internal
one -way drive aisles.
29. A six foot (61) high masonry block wall shall be constructed
along the side adjacent to the cemetery and shall conform to
Section 17.37.070 (Fences and Walls), subject to the approval

Planning Division
1. Tentative Parcel Map 24571 will expire two (2) years from date
of approval unless an extension of time is granted by the City. ,
of Lake Elsinore City Council in accordance with -the
Subdivision Map Act.
2. Any alterations to the topography, ground surface or any other
site preparation- activity will require the appropriate City
Permits. A Geologic Soils Report with associated recommen-
dations will be required 'for grading permit approval,."and all
grading must meet the City's Grading Ordinance, subject.to the
approval of the Chief Building Official and Planning
Department. Interim and permanent erosion control measures
are required. The applicant shall bond 100% for material.and .
labor for one (1) year for erosion control landscaping at the
time the site is rough graded.
3. The City's Noise Ordinance must' be met during all site
preparation activity.
4. All- development associated with this map requires separate
Design Review approval, the Master Sign Program -to be
submitted at the' development of the first parcel,- in

Municipal. Water District (EVNWD).
7. Prior to the first Certificate of Occupancy for Lots 1 and 11 "
a minimum six -foot (6') high decorative block or masonry wall
with maximum four -foot (0) wide wrought iron sections to
allow for drainage.as necessary shall be provided along the
western property line from Collier Avenue to the Interstate 15
boundary, subject to the approval of the Community Development
Director.or his designee.
8. The side yard setback for the first-50 feet northerly from
Collier Avenue along the westerly boundary shall be 15 feet;
this shall be a 'fully landscaped setback with ground cover,
shrubs and trees in accordance with 'the City's Landscape
Guidelines and be permanently irrigated subject to the
approval of Community Development Director. The landscaped
setback shall be fully improved prior to Certificate 'of
Occupancy for any structure" for Lot 1. No structures may
encroach into this setback. The remaining side yard setback
shall be 5 feet along this property line to the Interstate 15
boundary and along the Interstate 15 boundary (northerly
property, line) to lettered Lot A. Specimen trees shall be
spaced at least 100 feet on center within the setback- areas.

the northeastern most section of the map (intersection_ of I -15

the future "B" Street location or main project entry on
Collier at such time as.758 of the total square footage
of occupancy of the project occurs; if warranted by the
revised study applicant shall install, the required
traffic signal at the - identified location as a portion of
the area system and shall be reimbursed for. expenses
above developer's share apportionments set forth in
benefit reimbursement district agreement.
c) Developer shall, absent previous. installation by Cal -
Trans or by City, install a signal at the I -15 Southbound
off -ramp at such time as 758 of the, total. square footage.

19. Applicant shall construct a raised median along frontage of
Collier and Central as permitted by Cal -Trans and the City.
The developer will be reimbursed for one -half the cost of the
median by property owners on the opposite side of the street
when they develop. If the grades of the existing street make
installation of the median infeasible, then the developer
shall pay for one -half the cost of design and construction of
the median subject to the approval of the City Engineer.
20. Minimum seven -foot (71) sidewalks will be required along the
frontage of Collier and Central. The developer may provide a
parallel pedestrian sidewalk on -site in an easement in lieu of .
sidewalk adjacent to the curb, subject to the approval of the
City Engineer.
21. The street improvements shall be constructed prior to the
first Certificate of Occupancy.
22. For driveways on Collier and Central which do not have a left -
turn movement, there shall be only one egress lane with a
maximum width of sufficient width to provide for truck turning
movements.
23. All improvements constructed on Collier and Central will
require an encroachment permit from Cal -Trans and subject to
design review requirements as stated in letters dated May 15,
1989 and October 31, 1989.
24. Street improvement plans and specifications shall be prepared
by it civil engineer. Improvements shall be designed and
constructed to Riverside County Road Standards, latest
edition, and City Codes (Lake Elsinore Municipal Code 12.04
and 16.34).
25. Provide fire protection facilities as required in writing by
Riverside County Fire protection.
26. Provide street lighting and show lighting improvements on
street improvement plans as required by the City Engineer.
27. On -site drainage shall be conveyed to a public facility or
accepted by adjacent owners by a letter of drainage acceptance
or conveyed to a drainage easement.
28. All natural drainage traversing site shall be conveyed through
the site, or shall be collected and conveyed by a method
approved by the City Engineer.
29. Pay all fees and meet requirements of encroachment permit
issued by the Engineering Department for construction of off -
site public works improvements (Municipal Code, Title 12,
Chapter 12.08 and Resolution No. 83 -78).
30. All compaction reports, grade certifications, monument

Class III bike trail within the proposed street section on
Collier. Said bike trail is _ subject to Cal -Trans and City

44. Developer shall comply with the Master Plan of Drainage and
enter into an agreement with the City for credit for drainage
fees for all Master Plans drainage facilities constructed.
45. All improvement plans and parcel maps shall be digitized. At
Certificate of occupancy, applicant shall submit tapes and /or
discs which are compatible with City's ARC Info /GIS or
developer to pay $1,000 per sheet for City digitizing.
46. Prior to issuance of grading or building permits, the owner
shall provide the city with proof of filing a Notice of Intent
with the Regional Water Quality Control Board for a Natural
Pollutant Discharge System Permit.
47. Developer shall work with the City and Cal -Trans and shall

CITY OF LAKE ELSINORE
PROJECT LOCATION
The 22 -acre project site is located in the northern portion of the
City of Lake Elsinore. The rectangularly- shaped site is presently
undeveloped and is _located-at the northwest corner of Collier and
Central Avenues; the I -15 is to the north. A public cemetery abuts
the site to the west. The site previously operated as a-
swapmeet /outdoor sales business. The site is characterized by
generally uniform topography; onsite vegetation is comprised of
disturbed and common species.
PROJECT DESCRIPTION
This Mitigated Negative Declaration evaluates impacts resulting
from approval of the project's site plan and design, in accordance
with requirements and provisions of the City's Design Review
process.. A commercial parcel map and zone change (from CP /M -2 to
C -2) was approved in 1989. The proposed project is in conformance
with the parcel map and zone change.
The project is a retail commercial shopping center which includes
a 54,698 sf. market; 108,850 sf. of retail stores, restaurants, and .
gas sales; a 26,180 sf. theater; and associated improvements. As
proposed, 10 separate structures will comprise,the entire shopping
center. .1,416 parking spaces will be,provided._ .
Site access will be from two entries along;Central Avenue and three
entries along Collier Avenue. Entries along Central Avenue include,,
a two -lane in and one -lane out entry and another single lane right-
turn in entry. Entries along Collier Avenue include two two -lane
in and out entries and a one lane in -and. out entry. Two signals
will be provided at the intersection of Collier Avenue and B
Street, and Collier Avenue and Central Avenue.
PROPOSED ACTIONS
Project implementation requires the following discretionary'
approvals by the City of Lake Elsinore.
1. Certification of Compliance with the California Environmental
Quality Act (CEQA). Acceptance of environmental documentation
in accordance with CEQA, the State CEQA Guidelines, and City
of Lake Elsinore requirements. This. Mitigated Negative
Declaration is prepared for the proposed project and'requires ,
certification with final decision on the project.

DISCUSSION OF ENVIRONMENTAL IMPACTS-
1. EARTH
a. unstable Earth Conditions
According to the preliminary geotechnical report prepared by
Soil Tech Company, the site is composed of moderate to heavily
compacted alluvium.` No unstable conditions were found. The
report recommended measures to properly construct foundations
and slabs. Compliance with these ,.measures ensures that
impacts associated with earth conditions would not result. No
impacts are anticipated.
b. Disruptions and Compaction of Soil
The geotechnical report indicated that the site is composed of
moderate to heavily compacted alluvium. These soils are
slightly porous and are not expansive with moisture.
Shrinkage as a result'of recompactiom of fill and soils is,-
therefore; possible Disruption,- displacement,- and
overcrowding ,of soils are also possible. The .report
recommended measures to properly compact the soil and mitigate
impacts associated with disruption,' displacement and•
overcrowding.' Compliance with these measures would, reduce
impacts to a level of insignificance.
C. Chance in Topography or Relief Features
The site is relatively flat with no significant. ground surface
relief features and is characterized by generally uniform
topography. Therefore, development of the site would-not have
an opportunity to significantly alter' the topography or
surface relief features. No impacts are anticipated. .
d. Modification of Unique Features'
The site is relatively flat and vacant with no significant
unique geologic or physical features. Consequently,.
development would not have an opportunity to adversely affect
these types of features. No impacts are anticipated.
e. Increase in Soil Erosion -
As with any development, soil erosion may result during -the
construction phase(s), as grading and construction activities
may loosen surface soils and make soils susceptible to the
effects of wind and water movement across the surface.
Impacts, however, are not considered significant since
mitigation, measures are available to control onsite soil
erosion. Upon completion of any construction phase, onsite
soil erosion would be controlled since the developed area(s).

would be either paved or landscaped. There would not be any
open soils. No impacts are anticipated.
No beaches, rivers, streams, oceans, ,bays, or inlets are
located within the City of Lake Elsinore. Consequently, the
proposed project would not have any opportunity to affect
these bodies of water.
The site is located a great distance.away from the lake and
would not result in any significant impact to Lake Elsinore.
g. Exposure to Geologic Hazards
The General Plan indicated that the site is within a
liquefaction hazard area and is in proximity to a geological
fault. The geotechnical study indicated that liquefaction is
likely along the westerly side of the site and beneath lower
elevations. Mitigation was recommended to alleviate these
impacts. The study recommended excavating soil materials five
feet outside of proposed building areas and over excavation
two times the footing width below the bottom of proposed
footings. Compliance with mitigations would. reduce impacts to
insignificant levels.
Mitigation Measures
The contractor, throughout, construction operations, shall
comply with recommendations relating to foundations and slabs,
earthwork, floor slabs, and seismic hazards contained in the
geotechnical study entitled Preliminary Geotechnical Report,
dated March 1989, and prepared by Soil Tech Company.
The contractor, throughout construction operations, shall
comply with appropriate provisions of the Uniform Building
Code (Section 2312, Seismic Zone. 4) and City subdivision
regulations.
2. AIR
a. Deterioration of Air Quality
Changes in emission levels resulting from development.of the
site are related to short -term impacts associated with
construction activities and long -term impacts created by
increased motor vehicle emissions resulting from future
development:
Short -term construction. activities would 'result in the
generation of two types of pollutants: 'fugitive dust and

mobile source emissions from construction equipment. Since
the site is already flat, only .minimal grading and site
preparation are needed. Therefore, excessive fugitive dust
levels are not anticipated. Furthermore, given the small size.'
of, the site, it is assumed that only a few heavy equipment are
expected to. operate at any one time; consequently, equipment
emissions are expected to be minor and insignificant. Those
land uses and people found near the construction area would be
temporarily impacted. The level of impact, however, is
considered insignificant, given the short, temporary duration
of .construction and negligible levels of anticipated
construction- related dust and emissions to be generated.
Long -term emissions would result from stationary and mobile'
sources.. Stationary sources,include emissions produced from
onsite combustion, such as for .space and water heating;
Mobile emissions would result directly from.additional motor
vehicle traffic. Given the relatively limited level of
development, however, it is assumed that emission levels would
be insignificant and marginal. No adverse impacts are
anticipated.
b. Creation of Obiectionable Odors
The proposed commercial and retail development is not of a
type that would create objectionable odors.
C. Changes in Climate
Climatic, conditions. in Riverside County are the result of
large scale air circulation patterns involving the sinking and
warming of air within the semi - permanent high pressure center
found over the Pacific Ocean. The proposed development would
not be of a type or magnitude which could alter local or
regional air movements, moisture, temperature, or climate. .
Mitigation Measures
The contractor, throughout construction, shall comply with
Rule 404 of the Air Pollution Control District (APCD), which
requires periodic application of water.and dust superannuates
to graded areas of the site, covering of any hauling fill,
etc. Inactive portions of the site shall be treated with
chemical soil stabilizers, where appropriate..
The contractor, throughout construction, shall ensure that all
construction equipment shall be maintained in proper working
order.

WATER
Changes in Water Movement
Water courses are not found on or near the proposed site. The
project is not of a.use or scale to impact any water course.
changes in Drainage Patterns.
The site is currently undeveloped and vacant. Since the site
contains no urban .development. -or. impervious surfaces,
stormwater runoff on the site is exceedingly slow; much of
the stormwater is absorbed .into the open soils. As
development occurs, impermeable surfaces will replace
permeable surfaces. Consequently, drainage patterns will
change, surface runoff will incrementally increase, absorption
rates will decline, and the rate of'surface water runoff will
increase. However, anticipated changes to drainage patterns
would be typical of any similar type of commercial development
and should not result in any significant impact. Ultimate
development of the project would not uniquely change drainage
patterns. It is anticipated that the project will divert
onsite drainage away from all structure foundations. and. off"
the site. No water would be allowed to pond adjacent to
foundations. Runoff will,be collected onsite and conveyed
through existing drains.
Alteration of Flood Waters
The site is not within any floodplain. 'Therefore, the
opportunity for affecting ,flood waters is negligible. No
significant impacts are anticipated.
Chance in surface Water Amount
Onsite runoff will be ultimately discharged into Lake
Elsinore. As a result, the amount of surface water found in
the lake may be increased. However,, impacts resulting from
increased amounts of water are not considered significant,
given the limited size of the site and the amount of
impervious surfaces to be created. No significant impacts are
anticipated..
Alteration of Surface Water Quality
onsite runoff will be discharged into Lake Elsinore: The
runoff will absorb residues from paved streets and driveways
which potentially could result in changes to temperature,
dissolved oxygen concentration, and turbidity levels in the
lake. Impacts, however, are not considered significant. Lake
Elsinore receives runoff from most land uses found in the
City. As a result, project runoff will mix with the runoff

from other areas, thus neutralizing any residue. It is
anticipated that lake water quality would not be significantly
altered. No significant impacts are anticipated.
t. Alteration of Groundwater Direction
The proposed project would not require footings or foundations
at excessive depths. Therefore, subsurface construction would
not result in any impact to groundwater.
g. Chance in Groundwat
The commercial development will not require any direct
additions or reductions to the groundwater table. There would
be no direct change in groundwater quantity resulting from
development.
h. Reduction in Public Water
Due to the intensification of onsite land use, the project
would result in increased public consumption of water.
However, as indicated in the City's General Plan EIR, existing
water supplies have adequate capacity to serve the project..
The project would not substantially reduce public water supply
any more than any other commercial development.
i. EXROsure to Water - Related Hazards
Project implementation will not expose people or property to
water - related hazards, such as flooding. The FEMA maps
indicates that the site is designated Zone C, Areas of minimal
flooding. Additionally, the site is not located within a
coastal region and will not be affected .by tidal waves.
Significant impacts are not anticipated.
Mitigation Measures
Prior to issuance of building permit, the applicant shall
submit required engineering plans, subject to review and
approval of the City Engineering Department.
4. PLANT LIFE
a. Change in Plant Species
The site is, predominantly vacant, except for common urban
plant species. The project would not change the diversity or
number of any significant plant species.

b. Reduction of Uniaue Plant Species
No unique, rare, or endangered plant species are found onsite.
No unique plant species will be affected or reduced.
C. Introduction of New Plant Species
Landscaping provided by future development would be common to
most commercial developments and would be consistent with the
City's approved landscaping guidelines, water conservation
ordinance, and street tree list. New unique plant species
will not be introduced. The site would not form a barrier to
the normal replenishment of existing species.
d. Reduction of Acricultural Crop
The site is vacant and undeveloped; no agricultural crops
exist onsite. Agricultural crops would not be reduced with
project implementation.
Mitigation Measures
All landscaping shall, be consistent with the City's
landscaping guidelines, water conservation ordinance, and
street tree list.
S. ANIMAL LIFE
a. Change in Animal species
Given that the site is primarily vacant and undeveloped, no
animal species live onsite. The project will not change
animal species diversity or numbers.
b. Reduction of Unique Animal species
Only common urban animals traverse the site. No unique, rare
or.endangered animals are known to'exist onsite. No impacts
are anticipated.
C. Introduction of New Animal species
The project would construct commercial structures. The
project is not of a type that would introduce new animal
species. Additionally, the site is not known to be part of a
migration corridor for animals. As such, the project does not
represent a potential barrier to the migration or movement of
animals.

6. NOISE _
a. Increases in Noise
The primary source of noise in the project vicinity is traffic
on 'neighboring. streets.
Existing noise levels would be increased due to short-term
construction activities and long -term operations associated
with development. Noise generated by construction equipment;
including trucks, graders, bulldozers,'and concrete mixers can
reach high levels.1 Grading activities typically represent one
of the highest potential for noise impacts. However, given
that mitigation measures are available to reduce construction -
related noise and construction activities would only be
temporary, no significant impacts are anticipated.
In the long -term, development will increase traffic levels.
Traffic noise would increase accordingly. Since there are no
populations or other sensitive receptors neighboring the site,
it is anticipated that increased noise levels would not be
considered a significant noise disturbance. Mitigation
measures are recommended to further reduce impacts associated
with increased noise to a level of insignificance.
b. Exposure to Sever Noise
As mentioned preiously, - there are no populations or other
sensitive receptors neighboring the ..site. Therefore,
sensitive receptors will not be exposed to severe noise
levels.

Short -Term Measures
The contractor shall ensure that construction operations shall
be limited to Monday through Saturday (except holidays)
between the hours lof 7:00 a.m. to 5:00 p.m. in accordance with
the City of Lake Elsinore noise standards..

The contractor, throughout construction, shall ensure that
equipment is properly tuned and maintained to keep associated
noise at the lowest possible level.
Long -Term Measures
Prior to issuance of building permit, the applicant shall
demonstrate on all appropriate plans that project design shall
include glazing,. roof, floor, and wall insulation in
accordance with Title 25 of the California Administrative Code
and City standards.
7. LIGHT AND GLARE
The site is presently undeveloped, with no onsite sources of
light and glare. Off site light is generated by neighboring,
street lights and vehicle headlights.
The primary concern relating to light and glare is the effect
of the site's development on adjacent sensitive receptors such
as residences. The major creators of light and glare are the
commercial structures, parking lot lights, and headlights from
vehicles ingressing and egressing the site due to the proposedr-
project'. As mentioned previously; there are no' residences
neighboring the site. Therefore, there are no sensitive
receptors in the vicinity to be impacted. Mitigation measures
are recommended to further alleviate impacts to insignificant
levels.
Mitigation Measures
Prior to issuance of building permit, the proposed height of,
parking lot lighting shall be approved by the City Engineer.
a. LAND USE
The site is presently vacant and undeveloped. Only weeds and
common urban vegetation can be found onsite. The site is
designated on the City's General Plan as General Commercial
and zoned C -2, General Commercial. The proposed project .is
permitted within and consistent with these designations.
Development of the site would convert the presently
undeveloped site into a commercial retail center. Since the
proposed development is consistent with the intended use of
site, impacts are not considered significant or adverse.
Mitigation Measures
Prior to construction,. the applicant shall acquire all
necessary entitlements, including design review, building and
grading permits, etc.

9. NATURAL RESOURCES
a. Increase of Natural Resources
As with any development, ultimate development of the site
would require water, natural gas, and electricity which are
all considered natural resources., The. General Plan EIR
indicates that any commercial proposal, including the proposed
project would be adequately served and would not increase the
rate of use of any of these resources any more than any other
commercial development. No significant impacts are
anticipated.
b. Depletion of Natural Resources
The commercial project is not of a use or density that could
substantially deplete any non - renewable natural resource. No
significant impacts are anticipated.

13. TRANSPORTATION /CIRCULATION
a. generation of vehicular Movement
Caltrans, in its letter of January 4, 1993, recommended that
a traffic study be prepared. Wes Pringle and Associates
prepared a traffic study in 1989 for a shopping center
providing 168,656 sf. of market, drug store, and retail shops;
12,550 sf. of restaurants; 11,600 sf. of offices; and a 1;000
sf. service station on the project site. The City Traffic
Engineer determined that though the traffic study was prepared
for a slightly different project, the findings and conclusions
made in the traffic study are valid for the proposed
commercial project currently under consideration because the
traffic study evaluated a higher.density proposal and because
both proposals are similar in land use. Both are
commercial /retail shopping centers. Caltrans was given a copy
of the traffic study for review and had no additional
comments.
According to the traffic study, the proposed project will
generate approximately 18,600 daily trips, with 1,395 trips
occurring during the evening peak hour. Without the proposed
entries and signals, unacceptable levels of service would
result. However, with the proposed entries and signals, the
traffic study concludes that intersection operations will be
improved to acceptable levels and acceptable ingress and
egress will be provided. No impacts are anticipated with the
proposed project and improvements.
b. Effects on Parking
Based on the City's parking requirements, the proposed project
requires 1,284 parking stalls. The project is providing 1,416
stalls. Therefore, sufficient parking will be provided with
the project. No impacts are anticipated.

C. impact on Transportation Systems
Since the proposed project will be providing improvements to_
mitigate traffic impacts, it is anticipated that impacts on
transportation systems would be reduced to a level of
insignificance.
d. Alterations to Circulation or Movement

or movement of people and /or goods are anticipated since there
would be no significant impacts to transportation systems.
Caltrans indicated in its letter, that the I -15 is proposed as
a 10 -lane facility. The proposed commercial project is not
known to encroach into any future Caltrans road widening. No
impacts are expected.
e. Alterations to Waterborne Rail or Air Traffic
The project is a commercial development and is not of a
density or use which could alter air traffic. Additionally,
no waterborne or rail traffic is located nearby the site. No
impacts are anticipated.
f. Hazards to Motorists Bicyclists or Pedestrians
Increased traffic hazards to motorists; bicyclists, and
pedestrians would not occur since there would not be
significant impacts on transportation systems and alterations
to circulation and traffic movements. No impacts are
anticipated.

a. Fire Protection
Fire protection is currently provided by the Riverside County
Fire Department. The General Plan EIR indicated that any

Domestic water service would be provided by the Elsinore
Valley Municipal Water District. The General Plan EIR
indicated that any commercial development on the site would be
served with adequate water services. The district, in its
January 18, 1993 response, indicated that recently, the
applicant has submitted improvement plans, which were
previously approved, for re- evaluation. Appropriate utility
easements have been obtained and the applicant is processing
a Caltrans Encroachment Permit. Upon approval of the
improvement plans for water and sewer, the applicant shall
deposit required inspection work order fees with the district.
The applicant shall then negotiate contracts with pipeline
contractors for improvements construction. Compliance with
this process further ensures that adequate water improvements
will be provided.
b. sewer
Elsinore valley Municipal Water District also provides sewer
service. The General Plan EIR indicated that any commercial
development on the site would be served with adequate sewer
services and would not burden sewer facilities. The applicant
shall also follow the aforementioned process to further ensure
that sewer improvements are adequately provided.
e. storm Water Drainage
Drainage shall be collected and conveyed via Riverside County
Flood Control District facilities. The Master Drainage Plan
for the West Elsinore Area prepared by the Riverside County
Flood Control and Water Conservation District indicated that
any drainage generated by commercial development on the
proposed site would be served with adequate drainage services.

The site is located within the E1 Sobrante Landfill Service
Area operated by the County of Riverside Solid Waste

LAKE ELSINORE PLAZA
Effective January 1, 1989, the California Environmental Quality Act
was amended to add Section 21081.6, implementing Assembly Bill (AB)
3180. As part of CEQA environmental review procedures, AB 3180
requires a public agency to adopt a monitoring and reporting
program for assessing and ensuring efficiency of any required
mitigation measures applied to proposed developments. As stated in
Section 21081.6 of the Public Resources Code:
"...the public agency shall adopt a reporting or monitoring
program for the changes to the project which it has adopted,
or made a condition or project approval, in order to mitigate
or avoid significant affects on the environment."
AB 3180 provides general guidelines for implementing monitoring and
reporting programs. Specific reporting and /or monitoring
requirements, to be enforced during project implementation, shall
be defined prior to final approval of the project proposal by the
responsible decision maker's). In response to established CEQA
requirements and those of AB 3180 (Public Resources Code Section
21000 et seq.) , the proposed mitigation monitoring program shall be
submitted for consideration prior to completion of the
environmental review process to enable the decision maker's
appropriate response to proposals. The mitigation monitoring
program must be provided as part of this Mitigated Negative
Declaration.

road improvements. The cost for relocation will be born by the

AN ORDINANCE OF THE CITY OF LAKE ELSINORE RELATING TO MOBILE
SOURCE AIR POLLUTION REDUCTION THROUGH REDUCING EMPLOYMENT
RELATED MOTOR VEHICLE TRIPS AND EMPLOYMENT RELATED MOTOR
VEHICLE MILES TRAVELED
The City Council does hereby ordain as follows:
WHEREAS, the City is committed to protecting the health,
welfare and safety of our residents.
WHEREAS, poor air quality and congestion management is
detrimental to the public health, welfare and safety.
WHEREAS, mobile sources contribute significantly to the
poor air quality in the City.
WHEREAS, the South Coast Air Quality Management Plan
calls for cities to reduce vehicle miles traveled and vehicle
trips.
WHEREAS, the County and every City in the County is
required by state law to adopt and implement a Transportation
Demand Management (TDM) Ordinance which complies with standards and
requirements established within the County's Congestion Management
Program (CMP).
WHEREAS, Riverside County Transportation Commission, as
Congestion Management Agency for Riverside County, has established
requirements for new developments which could employ 100 or more
persons.
THEREFORE, this Ordinance is adopted in order to protect
the public health, welfare and safety by reducing air pollution and
congestion caused by vehicle trips and vehicle miles traveled.
SECTION 10,1A of the LEMC is hereby adopted as
follows:
SECTION 1 DEFINITIONS:
(a) "Alternate Work Schedules" means a variation
from the traditional 5 day /40 hour workweek to either a 4 day /40
hour or 9 day /80 hour work schedule.
(b) "Applicable Development') means any new or
existing development that meets or exceeds the employment threshold
identified in Section 2.

(c) "Fleztimen means allowing employees to
determine their own starting and quitting times by either extending
the work day in the morning or evening or both.
(d) "parking Managements, means an action taken to.
alter the supply, operation and /or demand of parking facilities to
force shift from the single - occupant vehicle to carpool, van pool
or other transportation mode.
(e) nRideshare" means a transportation node with
multiple occupants per vehicle.
(f) nTelecommutingn means the employee forgoes a
trip to the normal worksite and instead works from home or from a
satellite office near home.
(a) applicability: This ordinance is applicable to
new employment generating developments that could employ 100 or
more persons based upon the following methodology:

based upon the proportion of the development devoted to each land
use.

(b) Standards: All applicable developments shall
incorporate facilities and /or programs in their development plans
sufficient to attain a 12 percent work related trip reduction from
the expected number of trips related to the project as indicated in
the Trip Generation Handbook published by the Institute of Traffic
Engineers (ITE). Trip reductions shall be calculated in accordance
with standards established by Southern California Association of
Governments (SLAG) and /or the South Coast Air Quality Management
District (AQMD).
(c) Facilities: Facilities provided in accordance with
the provisions of this section may include but are not limited to:
1. Preferential Parking for Carpool Vehicles
2. Bicycle Parking and Shower Facilities
3. Information Center for Transportation Alternatives
4. Rideshare Vehicle Loading Areas
5. Vanpool Vehicle Accessibility
6. Bus Stop Improvements
7. On -Site Child Care Facilities
8. Local TSM and Road Improvements
9. Facilities to Encourage Telecommuting
lo. Contributions to Support Regional Facilities Designed to
Reduce Vehicle Trips and Miles Traveled.
il. on -Site Amenities such as Cafeterias and Restaurants,
Automated Teller Machines, and other Services that would
Eliminate the Need for Additional Trips.
(d) Trip Reduction Plan Option: Proponents for new development
proposals may submit Trip Reduction Plans and /or design features
specified in Section 3 of this Ordinance to achieve trip reduction
requirements of this Section. Said Plan shall be approved by the
City Traffic Engineer prior to the issue of occupancy permits.
Agreements to secure implementation of such plans shall become a
condition of development and shall be recorded with the Deed of
Trust for the property.

(a) Applicability: This ordinance is applicable to all employers
that employ 100 or more persons. -
(b) Trip Reduction Plans: All applicable developments or
businesses shall submit a Trip Reduction Plan to reduce work
related vehicle trips by 12.percent. Said Plan shall be submitted
and approved by the City Traffic Engineer within 120 days from the
issuance and /or renewal of the business license.
(c) Trip Reduction Metbods: Any combination of the following
methods may be utilized to achieve the required vehicle trip
reduction:
1. Alternative work Schedules /Flex -Time
(a) of Industrial, Kanufacturing,
Warehouse
1. Incorporate alternate work schedules and flex -time
programs (Adoption of 9/80 work schedule for all
employees would account for a 10 percent reduction
in vehicle trips)-
(b) Hospital ; .
1. Incorporate alternate work schedules and flex-
time programs for employees that normally
work between the hours of 8 a.m. and 5 P.M.
2. Telecommuting
(a) office /Professional
1. office facilities 25,000 square feet or larger may
preserve 5 percent of the gross floor area for
telecommuting purposes to allow tenants with multiple
facilities to establish.satellite work centers.
2. Establish telecommuting or work at home programs to ,
allow employees to work at a home or a satellite work
center either one day per week or one day every two
weeks.
3. Through the telecommuting or work at home program
provide incentives or, offset employee costs in
acquiring the needed equipment and supplies for
a

telecommuting.
(b) All Other Uses
1. Establish telecommuting or work at home programs
for selected employees (i.e. certain
clerical or administrative employees)
2. Through the telecommuting or work at home
program provide incentives or offset employee costs
in acquiring the needed equipment and supplies for
telecommuting.
3. Bicycle Facilities
a. All Uses
1. Provide bicycle parking facilities equivalent to
five percent of the total required automobile parking
spaces.
2. Preserve 2 percent of the gross floor area for
employee locker and shower facilities.
4. Parking Management
a. All Uses
1. Designate with signs, in lieu of painted
pavement, to percent of employee parking for
carpools and vanpools as an incentive.
2. Offer financial or other incentives to
employees who participate in ridesharing or an
alternative mode of transportation other than the
single occupant vehicle.
5. Mass Transit Facility Usage
a. All Uses
1. provide incentives to employees to use Mass
Transit Facilities. Incentives could include '
provision of a bus pass, additional pay „flextime
or any other incentive which encourages employees
to use mass transit in -lieu of the single
occupant vehicle.
(d) other Measures: Any other method or measure which can
exhibit a reduction in vehicle trips shall be credited

toward attaining the requirements of this Ordinance.
(e) Enforcement: Upon approval of the applicable Trip
Reduction Plan, if there is

this ordinance for new employers shall constitute
compliance with Regulation XV provided such programs
have been determined sufficient to meet AVR targets of
1.5. Monitoring and annual reporting requirements
shall continue to be the responsibility of AQMD and
individual employers in accordance with rules.and^
procedures established by the South Coast Air Quality
Management District.
SECTION 4. VOLMaA R Y PLANS AND PROGRAMS
(a) Employers which employ fewer than 100 people will be
encouraged by the City to submit Trip Reduction Plans on a
voluntary basis to achieve an overall trip reduction within
the City of 12%.
(b) The City Traffic Engineer shall be responsible for
developing effective incentive programs which promote
voluntary programs to reduce vehicle trips and miles traveled.
This Ordinance shall take effect 30 Gays from the Gate of adoption.
