SUBJECT: OUTLET CHANNEL /RIVERSIDE COUNTY FLOOD CONTROL
DISTRICT (R.C.F.C.D.) - REQUEST
The Riverside County Flood Control District has been coordinating
the Outflow Channel project through the center of the City of Lake
Elsinore. The project.is scheduled to begin construction in mid -
August, 1993.
Mr. Steve Stump, RCFCD, has requested assistance from the City in
that Crowbar Wrecking owns property that is being taken with the
new outflow channel and the loss of their property impacts their
operation much greater than the offered purchase price of the land.
It appears that Crowbar Wrecking stores vehicles on the property
and sells parts from the vehicles. If the Outflow Channel takes
approximately one -half acre, they will lose storage space..for the
vehicles they sell parts from.
Mr. Stump has asked if the City would consider selling
approximately one -half acres of property the city owns. adjacent to
Crowbar Wrecking. This would allow Crowbar Wrecking to relocate
their vehicles from the channel property to the adjacent site and
continue to maintain their business.
In checking with the Planning Department, it appears the City's
Code 17.68.020 requires all auto wrecking yards, junk yards and
salvage yards, to cease operations by 1996.
Based on the elimination of the existing use, it would seem more
logical for the City to agree, to lease the city -owned property to
Crowbar Wrecking for a term equal to the expiration date
established by City Code.
It would also need to be properly fenced and screened.
FISCAL IMPACT
The Fiscal Impact to the City would be the new lease revenues and
the retention of the site for future use.
It is recommended the Mayor and City Council authorize staff to
negotiate a lease for the City owned parcel, adjacent to Crowbar
Wrecking, for a term to expire in 1996.
In addition, the parcel is to be screened, 'fenced and meet any
additional conditions currently placed on the business before the
site is to be used. ,,-

CHAPTER 17.68
"GENERAL REGULATIONS"

17.68.010 General Regulations
17.68.020 Junkyards
17.68.030 Mobilehomes
Section 17.68.010 General Regulations. The provisions of this
Chapter shall apply in all districts adopted by this Title.
Section 17.68.020 Junkyards. Junkyards and auto salvage yards
conducted outside a building do not conform to the provisions of
this Title and shall be removed or made to comply within ten (30)
years of the effective date of this Title. In the interim period
these uses shall be considered legally nonconforming and shall
comply with the provisions of Chapter 17.72, Nonconforming Uses.
During this interim period such nonconforming uses shall be
maintained in a good, clean, and safe manner. Such uses which
have been vacated for a period of 180 days shall be removed en-
tirely.
Section 17.68.030 Mobilehomes. Mobilehomes or manufactured
r houses shall not be located outside of. approved mobilehome or
recreational vehicle parks or in a Mobilehome Community District
subject to Chapter 17.32, unless placed on a permanent foundation
and in accordance with the other provisions of Section 17.14.020.
