SUBJECT: PUBLIC HEARING ON THE PROPOSED STREET NAME CHANGE
OF RAILROAD CANYON ROAD TO DIAMOND DRIVE
The Lake Elsinore Diamond and the multi -use Stadium is under
construction on the Lake Elsinore flood plain located at the
extreme west end of Railroad Canyon Road. The schedule calls for
completing construction and opening the stadium in April of 1994.

DISCUSSION
On September 14, 1993 Council directed staff to proceed with the
subject name change by requesting comments from all property owners
along Railroad.Canyon Road. Staff mailed thirty -eight letters on
September 21, 1993 and received four responses in favor of the name
change, and`. zero negative responses'. Because of the minimal
response, staff mailed a second letter on .October 21, 1993 and
again received a- minimal response. We received only one approval,-.
two disapprovals, and three letters of suggestion.
The suggestions were received from Pardee Construction, the City of
Canyon 'Lake and the County of Riverside. .: Pardee Construction
suggested that Railroad Canyon Road be changed to Diamond View
Drive, Diamond Parkway, or-Diamond Vista Drive. The City of, Canyon
Lake, while not objecting to the street name change, would prefer
Railroad. Canyon Road be changed from the 'I -15 Freeway to the
stadium only, and the County suggested we coordinate with Canyon
Lake. These letters are attached..for your-Information.
FISCAL IMPACT
Cost of notifying all the businesses and public /private agencies,
as well as.changing all freeway and street name signs may approach
$20,000. Funds must be provided from the RDA Stadium account.
1. Adopt the attached Resolution ordering the name'change.of
Railroad Canyon Road to Diamond Drive.
2. Direct the Director of Public Services to proceed immediately
by contacting Caltrans for new signs, changing signs in City
jurisdiction, and notifying all.parties affected.

A RESOLUTION OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, CHANGING THE NAME OF RAILROAD CANYON ROAD
WHEREAS, the street known as Railroad Canyon Road exists in
the City of Lake Elsinore, California, and extends easterly from
the new Lake Elsinore Diamond to the east city limits, and
WHEREAS, the change of the name of said street is desirable to
guide motorists travelling to the Lake Elsinore Diamond of Lake
Elsinore,
NOW, THEREFORE, THE MAYOR AND CITY COUNCIL OF THE CITY OF LAKE
ELSINORE* CALIFORNIA, DO RESOLVE AS FOLLOWS:
SECTION 1: The street known as Railroad Canyon Road is
hereby changed and will hereafter be referred to as ,Diamond Drive.
SECTION 2: The City Clerk is hereby ordered and directed
to forward a copy of this Resolution to the County Board of
Supervisors.
SECTION 3: The Director of Public Services is hereby
ordered and directed to notify the postal. service and. other
appropriate parties of said change and to contact Caltrans for new
signs and changing signs in City jurisdiction.,..
