Code. When the Director of Public Services or his designee delivers to the City Council a traffic report justifying a new stop sign location, the Council may make a finding that the placement of Stop- signs at intersections so designated is necessary to facilitate the flow of traffic and /or prevent traffic conflicts Guidelines to determine the need to install stop sign control have been published by CalTrans in the . "TRAFFIC MANUAL ". These guidelines are in agreement with the federal uniform standards. Alleys are public rights -of -way under jurisdiction of the City. TRAFFIC REPORT AND ANALYSIS LOCATION: Alley Intersection Behind City Hall more precisely described as the intersection of the alley east of Main Street running between Graham Street and Prospect Street and the alley south of Graham Street running between Chestnut Street and the first alley noted above. In response to citizens concern regarding safety at the alley intersection, a traffic investigation has been completed. The alleys provide access to the rear of properties. Occasional traffic and pedestrian movements have been noted. The southeast corner of the intersection has shrubbery that is located on private property and obscures lines of sight for the east and south intersection approaches. A recent traffic accident has been reported at the intersection. We have been informed that there have been a number of close calls at the intersection due to the obscured sight distance. Based on the above discussion, a Stop Sign should be installed at the alley intersection stopping the east intersection approach. FINDINGS Installation of a Stop Sign at the intersection described above is necessary to facilitate the flow of traffic and prevent traffic accidents. AGENDA ITEM NO. PAGE °Z OF--, y RESOLUTION NO. 93 - 7_ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DESIGNATING THE LOCATION OF CERTAIN STOP INTERSECTIONS WHEREAS, Section 10.16.030 of the Lake Elsinore Municipal Code provides for the designation of stop intersections by resolution of the City Council upon the making of certain findings; and, WHEREAS, the City Council hereby 'finds and determines that the placement of stop signs at the intersections listed below is necessary to facilitate the flow of traffic and /or prevent traffic conflicts; and, WHEREAS, said findings are made subsequent to receipt of a traffic.engineering report summarizing traffic survey data relative to said intersection; and, NOW, THEREFORE, BE IT RESOLVED, by the City Council of the j City of Lake Elsinore that the intersections set forth below are i hereby designated as Stop intersections and the Director.of Public Services is hereby directed to place and maintain Stop signs at one or more entrances to said intersection as herein specified,-.and, that the Resolution shall take effect upon the placement of said signs. � LOCATION: Install a stop sign to stop traffic on the east intersection leg approach at the alley Intersection behind City Hall located at 130 South Main Street and more precisely described as the intersection of the alley east of Main Street running northerly between Graham Street and Prospect Street and the alley south of Graham Street running easterly between Chestnut Street and the first alley noted above.
