HomeMy WebLinkAboutItem No.32CITY OF LARK ELSINORE REPORT TO THE CITY COUNCIL TO: Mayor and City Council FROM: Ron Molendyk, City Manager DATE: November 9, 1993 SUBJECTS AWARD OF CONTRACT FOR LARESHORE DRIVE AND CHANEY STREET WIDENING BACRGROIIND The Army Corps of Engineers and the Riverside County Flood Control and Water Conservation District are currently constructing improvements to the Lake Elsinore Outlet Channel. As a part of these improvements, all of the bridges over the channel are being reconstructed. On December 17, 1993 the bridge at Riverside Drive (Highway 74) is scheduled to be closed for approximately four months. Although detour signs will be set up on I -15 at Lake Street and at Main Street, a large increase in traffic is expected on Lakeshore Drive and on Chaney Street. The Five Year Capital Improvement Plan includes a safety project at the intersection of Lakeshore Drive and Chaney Street. This project consists of widening Lakeshore Drive to install a long left turn pocket into Chaney Street and widening Chaney Street to provide left turn pockets, on- street parking and asphalt walkways. On October 26, 1993, Council appropriated $100,000.00 for the immediate widening of Lakeshore Drive and Chaney Street. A Notice Inviting Bids was prepared on October 27, 1993 and advertised in the local construction papers. The Notice was also submitted for advertising in the local newspaper. Plans and Specifications were quickly prepared for contractors to bid on. There were seven plan holders as of November 3, 1993. On Monday, November 8, 1993, sealed bids were received for the Lakeshore Drive and Chaney Street Widening project. Because of the time constraints on this project, the results of the bid could not be included during the preparation of this Agenda Item. However, the bid results will be presented to the Council by Staff. The bid results and the low bidder's qualifications were verified after the bid opening. The recommended low bidder is a licensed contractor and has satisfied all the bid requirements. The Engineer's estimate for this project was $75,000.00. FISCAL IMPACT On October 26, 1993, Council appropriated $100,000.00 for the Lakeshore Drive and Chaney'Street Widening. The improvements to be constructed by this project will be scaled to fit the budget. RECOMMENDATION 1. Accept the low bid presented by staff and award a contract to the lowest qualified bidder for the construction of the Lakeshore Drive and Chaney Street Widening project. 2.
