SUBJECT: CENTURY HOMES PROJECT FENCING,. LOCATED' IN THE
SUMMERHILL DEVELOPMENT AT THE NORTHEAST CORNER OF
SUMMERHILL DRIVE AND CANYON ESTATES DRIVE
BACKGROUND
This matter was continued from the October 26, 1993, City Council
meeting to allow City Council members an opportunity to tour the
project site with representatives of Century Homes.- A tour of the
site was held on November 3rd and was attended by Mayor Gary
Washburn, Councilman Jim Winkler, City 'Planner'Chip Leslie and
representatives of Century Homes.
DISCUSSION
After touring existing and future fence conditions on site'it was
.agreed to by all parties present that Century Homes should prepare
-cost comparisons between the wood fencing they have previously
proposed and erected in some areas and block walls or wrought iron
fencing and present these to City Council at their November 9th
meeting._
RECOMMENDATION
It is, recommended that .City Council, consider information and
testimony presented at the "meeting and determine what modifications
'if any should be required for fencing on the subject project.

SUBJECT: STATUS ON CENTURY HOMES FENCING
On August 19, 1992, Century Homes Communities received Planning
Commission Design Review approval for Residential Project No. 92 -3
and for the construction of phase 1 (20 lots) on Tract 20704. The
development proposal was to develop 114 lots in six phases. The
residential project approval stipulated that the development of
phases 2 thru 6 would be approved administratively by the Community
Development Manager -or designee in conformance with the Phase 1
approval. At this.point, phase 1 has been completed. Phase 2
received administrative approval and is under construction. Phases
3 thru 6 have not yet been submitted for administrative approval.
DISCUSSION
Condition of Approval No. 28 for Residential Project No 92 -3 as
.approved by the Planning Commission states the following:
A six foot '(61) high masonry wall or decorative block wall
shall be constructed along the side and rear property lines
and shall conform to Section 17.14.080 (Fences and Walls) and
Section 17.14.130. Side and rear fencing, where not.visible
from the right -of -way, may be wood, subject to the approval of
the Community Development Director or designee, prior to
issuance of building permit.
In the past and prior to the amendment of Section 17.14.130.D.5 of
the Lake Elsinore Municipal Code- (Ordinance 962), the Planning
Commission was able to waivefencing requirements or approve
alternative materials such as wood. The Planning Commission
allowed Century Homes to use wood fencing in lieu of decorative
block walls in areas where not visible nor adjacent to the right -
of -way. (Exhibit "A")
Since phase 1 of the project received approvals to use wood fencing
in lieu of block walls, Century Homes requested and received
approval on February 2, 1993 for wood fencing to be allowed in
their phase 2.
Approved residential project for Centex Homes, 888 Development,
Citation Development, Ayres Homes, and Premier Homes have received
similar fencing approvals.,
