SUBJECT: RESOLUTION APPROVING THE APPLICATION FOR GRANT FUNDS FROM
THE USED OIL RECYCLING FUND UNDER THE USED OIL RECYCLING
ENHANCEMENT ACT FOR THE WESTERN RIVERSIDE COUNCIL OF
GOVERNMENTS REGIONAL USED OIL COLLECTION PROGRAM
BACKGROUND
The California Recycling Act of 1991' (Statutes of 1991, Chapter
817) includes both grant and loan programs to increase
opportunities for collection and recycling of used oil. The
California Integrated Waste Management Board (Board) has developed
the used oil grant and loan programs mandated by law. This block
grant has supplemental provisions that would allow the WRCOG region
to apply for this grant and utilize the funds to support regional
public education programs and the certification of three used oil
collection centers.
DISCUSSION
The Used Oil Grant Program is a Block Grant Program which has
allocated maximum grant amounts for all jurisdictions in the State
that wish to apply for the funds. Unfortunately, the amounts
allocated to most cities do not justify the work involved to secure
the funds and would not support a meaningful program. The maximum
grant amounts available through the allocation for all
participating jurisdictions in WRCOG are as follows:

Since the program allows for a regional application, WRCOG staff
has requested that each of the 10 WRCOG Cities recognize WRCOG as
the jurisdiction to apply for and administer a regional grant. The
regional grant would entitle WRCOG to the total grant amounts
allocated for the ten participating cities, and would centralize
all administrative costs and functions associated with carrying out
the grant programs. The funds can only be used in relation to the
proper disposal of used oil, and the total grant amount would allow
WRCOG to carry out a significant public education campaign on this
topic. The work being proposed for this program is consistent with
the overall work plan for the WRCOG Solid Waste AB 939 Program.

RECOMMENDATION
Adopt Resolution No. 93 -�1— approving the application for grant
funds from the used oil recycling fund under the used oil recycling
enhancement act for the Western Riverside Council of Governments
regional used oil collection program.

CALIFORNIA USED -OIL RECYCLING BLACK GRANTS
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE,
CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE USED
OIL RECYCLING FUND UNDER THE USED OIL RECYCLING ENHANCEMENT ACT FOR
THE FOLLOWING PROJECT.:

Regional Used Oil Collection Program
WHEREAS, the people of the State of California have enacted
the California oil Recycling Enhancement Act that provides funds to
cities and counties for establishing and maintaining local used oil
collection programs that encourage recycling or appropriate
disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board
(Board) has been delegated the responsibility for the
administration of the program within the state, setting up
necessary procedures governing application by cities and counties
under the program; and
WHEREAS, said procedures established by the California
Integrated Waste Management Board require the applicant to certify
by resolution the approval of application before submission of said
application to the state; and
WHEREAS, the applicant will enter into an agreement with the
State of California for development of the project;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OF LAKE ELSINORE,
HEREBY;
1) Approves the filing of an application for the California
Used Oil Recycling Block Grant Program under the
California Oil Recycling Enhancement Act for state grant
assistance for the project specified above; and

2) Appoints the Executive Director of WRCOG as agent of the City
Lake Elsinore to conduct all negotiations, execute and submit
all documents including, but not limited to applications,
agreements, amendments, payment requests and so on, which may
be necessary for the completion of the aforementioned project.
