HomeMy WebLinkAboutItem No. SA7CITY OF LAKE ELSINORE REPORT TO THE REDEVELOPMENT AGENCY TO: Redevelopment Agency FROM: Ron Molendyk, Executive Director DATE: October 24, 1993 SUBJECT: Lakeshore Drive Bridge The City of Lake Elsinore is constructing the Lakeshore Drive bridge and the San Jacinto River Channel. Cost of both projects is anticipated at $4,845,000. Eighty percent of the cost of the bridge construction and all associated improvements is being reimbursed to the City by Caltrans from federal set -aside bridge construction funds. This is expected to approximate $2,432,000. Construction of the Lakeshore Drive bridge requires changes and modifications to all utilities, storm drains, roadway approaches and other contiguous facilities. The cost of those modifications which are necessary for bridge construction are also reimbursed by the federal government at 80 percent. A set of preliminary construction plans for the bridge was sent to EVMWD to review because a number of their facilities will be affected. The sewer lift station on the east side of the bridge must be relocated. EVMWD requested the project enlarge the site, construct a block wall around the perimeter, install a sliding gate and pave the entire site. Additional costs are estimated to approximate $48,000. We have designed these changes into our plans because EVMWD's requests meet City standards and would upgrade the appearance of the site. A 30 inch water line and a 16 inch sewer line run parallel to the bridge and are buried in the ground. These must also be relocated. They will be reconstructed 12 feet deeper to a position 16 feet below the bottem of the finish grade of the channel. Also, they will be protected by armor rock on both sides of the channel and a 1 foot thick concrete slab located below the armor rock and above the pipe. Our design engineers feel strongly that this is sufficient protection for both pipes. EVMWD has reviewed the plans. They have responded by requesting the pipes be installed in steel sleeving the full length of the channel, and that 2 additional 30 inch butterfly valves be installed in the water line. Additional cost of these changes is estimated at $83,000. The design engineers for the project feel the changes are unnecessary and have warned us that Caltrans may not approve reimbursement of these costs. In addition, they have not been successful in convincing EVMWD to withdraw their requests. FISCAL IMPACT Cost of these changes is estimated to approximate $83,000. Without federal reimbursement of $66,400, the RDA will have to fund the entire amount. AGENDA ITEM NO.
