HomeMy WebLinkAboutItem No. 38CITY OF LAKE ELSINORE REPORT TO THE CITY COUNCIL TO: Mayor and City Council FROM: Ron Molendyk, City Manager DATE: October 26, 1993 SUBJECT: CHANEY STREET IMPROVEMENTS (INTERIM WIDENING AND ULTIMATE REALIGNMENT AND WIDENING) BACKGROUND The alignment of Chaney Street at the intesection with Sumner Avenue was studied in December of 1989 as the result of a "run off road" type accident. Several roadway improvements and various traffic controls were installed as a result of these studies. In July, 1990, a consultant prepared a realignment study for Chaney Street from Lakeshore Drive to Pottery Street. The realignment study proposed two alternatives, (1) widen the existing alignment and by cutting through the top of the hill, and (2) construct a new alignment north of the existing alignment, approximately along Frederick Avenue. Both alignments would be improved to current roadway standards for major highways and would require large property acquisitions and the removal of existing residences. The City has no intention to construct Chaney Street at this time, nor any, funds to begin the process. However, the unadopted alignment studies have generated a fear on behalf of the property owners on the curve that discourages both development of their property and /or the sale. The property owners have asked the City Council to resolve their dilemma. DISCUSSION The Traffic Circulation Element of the Lake Elsinore General Plan provides for the widening and realignment of Chaney Street, and for extending it north of Interstate 15 via a bridge over the freeway. Chaney Street is the only north -south roadway between Main Street and Riverside Drive, a distance of approximately 2 miles. It is often used as a detour alternate when Riverside Drive (State Route 74) is closed. The existing Chaney Street alignment at the Sumner Avenue location has been identified as a serious roadway deficiency and potential safety hazard. Street realignment improvements are needed to bring Chaney Street into compliance with currently adopted standards. Staff presented the alternatives for the ultimate realignment and the interim improvements proposed for Chaney Street to the City Council at a workshop on Thursday, October 21, 1993. FISCAL IMPACT No funding has been allocated for improvements, nor have any preliminary plans been prepared. RECOMMENDATION Approve Staff's recommendation for the interim improvements and the ultimate realignment improvements for Chaney Street as presented at the Workshop on Thursday, October 21, 1993.
