SUBJECT: NOTICE OF COMPLETION FOR:, THE RICE CANYON
WATER RESERVOIR STORAGE TANK, CFD 88 -3
BACKGROUND - - - The West End Community Facilities District 88 -3 was formed to
finance construction of public improvements in support of area
developments. Some of the improvements include storm drains, water
and sewer lines, street improvements, fire station, parks, water
reservoirs and sewer and water pump stations.
Funds for the CFD are provided by the sale of bonds based upon the
value of the property to be improved. These bonds are paid off
over a number of years by the property owners within the boundary
of this CFD 88 -3. The contract for the 1.5 MG Rice Canyon
Reservoir Storage Tank was awarded to Advanced Tank and
Construction Company on March 26, 1991 and the project was
completed in July, 1993.
ANALYSIS
During the course of construction, 7 change orders were required.
These change orders totaled $48,920.08.
CHANGE ORDER DESCRIPTION
No. 1 Change to Specifications Regarding Painted line miles.
No. 2 Additional Rough Grading and Earthquake Fault
Investigation.
No. 3 Additional Slope Drainage to Protect Tank Site.
No. 4 Backcharge to Advanced Tank for Repairs to Water Line.
No. 5 Change to Irrigation Pump Specifications.
No. 6 Gate Installed at Entrance to Rice Canyon to Close Road.
No. 7 Change to Electrical, Install Gate and Winter Storm
Damage Clean Up.
This project is now complete and has been accepted by the City of
Lake Elsinore Inspector and the Elsinore Valley Municipal Water
District (EVMWD).
FISCAL IMPACT
The original, contract was awarded to Advanced Tank and Construction
Company for $662,154.55. There were 7 change orders which
increased the total contract by $711,074.63. The budget for the
Rice Canyon Water Tank was revised on June 1, 1993, to $715,000.00.
The CFD 88 -3- contingency fund was available to fund this project.
1. Accept the project as complete.
2. Request the Mayor to sign the Notice of Completion.
3. Authorize the City clerk to file the Notice of Completion.
