AWARD OF CONTRACT FOR DOWNTOWN WEST STREET AND
STORM DRAIN IMPROVEMENTS - PHASE I
The Council appropriated funds for the design and construction of
street and drainage improvements during Fiscal Year 1992 -93. A
portion of those funds were used to prepare Plans and
Specifications for the construction of storm drain pipe, curb
inlets, street paving and other appurtenant work.
The following streets were designed under this project:
1. Scrivener St. - Sumner Ave. to Flint St.
2. Lewis St. - Sumner Ave. to Pottery St.
3. Silver St. - Sumner Ave. to Pottery St.
4. Campus Way - Heald Ave. to Pottery St.
5. Mohr St. - Heald Ave. to Pottery St.
Although the streets will only be paved to a width of 32 feet, the
future full -width improvements, which include curb, gutter,
sidewalk and pedestrian ramps, were designed and shown on the
plans. The plans can now be used by future property owners for
constructing the improvements along their property frontage.
In addition, a new storm drain will collect runoff water in the low
area on Silver Street, Campus Way and Mohr Street, between Sumner
Avenue and Pottery Street, and carry it to a temporary discharge
point on Pottery Street near Davis Street. This storm drain is
planned for future extension down Chaney Street to the Outlet
Channel.
On Monday, October 18, 1993, sealed bids were received for this
project. J.E.G. Construction Company, Inc. of Pomona, California
was the low bidder with a submittal of $292,134.17 for the street
improvements and $84,876.00 for the storm drain. J.E.G.
Construction Company, Inc. is a licensed contractor and has
satisfied all the bid requirements.
The bid results for the Storm Drain and all eight blocks of Street
Improvements are as follows:
J.E.G. Construction Co., Inc. $377,010.17
Kruger- McGrew Construction Co. 446,824.96
A.L. Chavez Enterprises, Inc. 521,000.00
Los Angeles Engineering, Inc. 542,643.57
Boral Resources, Inc. 552,246.30
The Engineer's estimate was $494,822.00.

FISCAL IMPACT
Council appropriated $300,000.00 for Downtown West Street
Improvements and $100,000.00 for Miscellaneous Drainage
Improvements during Fiscal Year 1993 -94, for a total of
$400,000.00. In order to construct the project within the budget
constraints, several of the streets must be deleted.
Staff is recommending that $25,000.00 be transferred from the
Drainage Fee Fund and that $50,000.00 of the $150,000.00 that was
appropriated for the Lincoln Street and Machado Street traffic
signal in the 1993/94 Capital Improvement Budget, also be
transferred to the project. All eight blocks of the downtown
streets can then be constructed at one time.
1. Accept the bid of $377,010.17 and award a contract to J.E.G.
Construction Company, Inc. for the construction of the Storm
Drain and all eight blocks of Street Improvements.
2. Authorize the Administrative Services Director to transfer
$25,000.00 from the Drainage Fee fund and $50,000.00 from the
1993/94 CIP budget for the traffic signal at Lincoln Street
and Machado Street to this project.
