SUBJECT. Lakeshore Drive and Chaney Street
BACKGROUND
The 5 Year Capital Improvements Program includes a safety project
for the intersection of Lakeshore Drive and Chaney Street. The
project consists of widening Lakeshore Drive west of Chaney Street
to install a long left turn pocket.j',� This would separate left -

DISCUSSION

The intersection of Lakeshore Drive and Chaney Street will soon be
impacted by construction of the Outlet Channel by the Corps of
Engineers. When State Route 74 is closed at the channel to build
the Riverside Drive bridge, all traffic will be detoured east on
Collier Avenue, south on Chaney Street! and west on Lakeshore Drive,
back to SR 74. Northbound traffic will travel the reverse
direction, making a left turn from Lakeshore Drive onto Chaney
Street. This is expected to occur in'December of this year.
Last year, when SR 74 was closed due to the floods, traffic was
detoured over the same route. Massive delays were experienced at
the subject intersection which backed eastbound traffic all the way
to Riverside Drive. Constructing a l "eft turn pocket on Lakeshore
Drive will largely help to alleviate this problem. Through traffic
will be able to continue ahead while left turning traffic is
waiting for gaps in the opposing flow, in order to turn.
The intersection safety improvement at Lakeshore Drive and Chaney
Street must be constructed now, before the SR 74 detour is
installed. In order to obtain the funds, part of the $150,000
appropriated for the traffic signal at Lincoln Street and Machado
Street must be utilized. The signal will be constructed with State
Transportation Funds. Engineering will continue to seek reim-
bursement from RCTC for the approved ;intersection safety project.
FISCAL IMPACT
The appropriated funds in the 1993/94 Capital Improvement Budget
for the traffic signal at Lincoln Street and Machado Street
($150,000) will be reappropriated to Lakeshore Drive and Chaney
Street intersection ($100,000), and the Downtown Streets Paving
project ($50,000). There will be no impact to the budget.

RECOMMENDATION:
1. Authorize the deletion of the Lincoln Street and Machado
Street traffic signal from the 1993/94 CIP budget.
2. Authorize the expenditure of $100,000 on improvements to the
Lakeshore Drive and Chaney Street intersection.
