HomeMy WebLinkAboutItem No. SA4CITY OF LAKE ELSINORE REPORT TO THE REDEVELOPMENT AGENCY TO: Redevelopment Agency FROM: Ron Molendyk, Executive Director DATE: May 11, 1993 SUBJECT: San Jacinto River Channel and Lakeshore Drive Bridge BACKGROUND The Redevelopment Agency (RDA), in conjunction with the Federal Highway Administration, has funded the replacement of the Lakeshore Drive Bridge over the San Jacinto River. In order to complete the bridge, the RDA has also funded the construction of the San Jacinto River Channel between Lakeshore Drive and the Lake Inlet Channel. On March 10, 1992, a contract was awarded to Mohle, Grover & Associates (MGA) in the amount of $58,000 to design the roadway and cross - sections for Lakeshore Drive bridge. On November 10, 1992, after discovering that the RDA had to. design and construct the San Jacinto River Channel, a change order in the amount of $114,618 was awarded to MGA to manage the Bridge Project and the Channel Project, secure the Right -of -Way for both projects, and design a new Lakeshore Drive detour roadway. This work is substantially complete. DISCUSSION During January and February of 1993, heavy rains came to Lake Elsinore and the San Jacinto River watershed which produced enough water to raise Lake Elsinore from elevation 1228 to elevation 1258. When the rains and runoff subsided, and the lake level stabilized, water backed up into the channel all the way through both project sites to the Interstate 15 bridges. Six feet of water now lies above the finish elevation of the San Jacinto River channel. A wet channel, especially with 6 feet of still water, 'forces numerous design and construction changes in the project: -The reinforced concrete baffled spillway can be discarded. It is far too expensive to build down to elevation 1220 in a wet environment. Instead, steel sheet piles will be driven into the ground to create a spillway at elevation 1252 and they will be armored with large rock. The concrete spillway can be constructed in the future should the lake level fall below 1240. -An earthen dam must be built just below the spillway to keep the lake water from flowing into the channel during construction. - Pumping must be included in the project to remove the existing water from the channel and to remove the continuous flow that persists from the Railroad Canyon dam. All of these changes requires our project engineers to incorporate changes in the plans and specifications to show a new channel profile and to provide for construction in a wet channel. These include: -Re -survey and create new topographic contours $ 6,800 - Prepare new cross sections for the entire length 4,380 - Design temporary dike and dewatering program 7,620 -Re- design the spillway with sheet piles and rock 12,460 - Recalculate project quantities and cost estimates 5,600 - Revise bidding documents and specifications 5,360 - Prepare bid advertisement, addendum and meetings 81,340 AGENDA IT0., %'C.,: PAGE C. Report „to Redevelopment Agency May 11, 1993 Page 2 While preparing the design for the bridge foundations and the channel transitions it was discovered the bridge realignment places the bridge foundation pilings directly over the existing water and sewer lines in Lakeshore Drive. These must be relocated away from the bridge footings and below the level of possible channel scour. Cost for design is $ 9,640. Finally, EVMWD requires major modifications and upgrade to their Sewer Lift Station located immediately east of the site. These include perimeter block walls, site paving, lighting and an automatic sliding entry gate. Additional design cost is $ 9,640. FISCAL IMPACT Fiscal impact of these additional costs amount to $74,360. Sufficient funds remain in the project to cover these costs. Despite the design changes caused by high water levels, total costs for all design services are approximately 7 percent of the engineer's project estimate. Approve an amendment to the contract with Mohle, Grover & Associates to increase their fee by $74,360. Total contract amount will be $246,978.
