SUBJECT: CHANGE ORDER NO. 1 FOR GRAEAM AVENUE LANDSCAPE

The contract for the Graham Avenue Landscape project was awarded to
Gali Landscape and Maintenance Company on March 23, 1993 by the
City Council for $51,352:00. Construction of the improvements
began in April of 1993. The project was designed such that the
City would install the improvements and the individual property
owners would provide irrigation and maintenance. Only those
properties that were occupied at the time that the plans were
prepared were included in the scope of the project.
In order to construct the improvements and connect to private water
services, staff obtained signed Right of Entry forms from all
property owners. After construction started, staff was.directed to
include all parcels in the scope of the project in order to have
the landscaping and irrigation be continuous from Langstaff Street
to Mohr Street. This requires the addition of ten vacant parcels
that were originally excluded.
ANALYSIS
Staff was successful in obtaining permission to connect to adjacent
private water meters for five parcels. There are four parcels that
the adjacent property owners refused to provide water for their
neighbor's frontage.
Two parcels at the northeast and southeast corners of Graham Avenue
and Scrivener Street are vacant and do not have existing water
meters. They are owned by separate parties. In order to include
these two parcels in the project, the City will have to purchase
new water meters from Elsinore Valley Municipal Water District.
The cost of 3/4" meters is approximately $5,600.00 each.
Two more vacant parcels located at the northeast corner of Graham
Avenue and Lindsay Street are owned by the same party. There was
an existing water meter at this site with number 124266 stamped on
the cover. The property owner gave the City permission to use this
meter for irrigation of the parkways in front of both lots. When
City staff contacted Elsinore Valley Municipal Water District to
unlock the meter and restore service, Water District personnel
arbitrarily removed the meter. They claim that there is no record
of that meter so someone will have to purchase a new meter. The
cost of this meter is approximately $5,600.00.
The extra landscaping and irrigation to be constructed by the
contractor will be added at the contract unit prices. This work
includes irrigation for 27 tree wells in front of Elsinore Middle
School, and 5,280 square feet of additional irrigation and
groundcover in the parkways.

Since the water meters are a facility that will directly benefit
the property owners, the City can put a condition on future
development that the owner reimburse the City for the cost of the
water meter and that the owner take over the cost of watering and
maintaining the landscaping in the parkway.
1. Authorize the amendment to the contract with Gali Landscaping
and Maintenance Co. for $11,951.00 for the extra irrigation
and landscaping.
2 Authorize the purchase of three water meters from Elsinore
Valley Municipal Water District at a cost of $16,800.00.
3. Authorize the Mayor to process the appropriate Change Order
documents.
