HomeMy WebLinkAboutItem No. 36CITY OF LAKE ELSINORE REPORT TO CITY COUNCIL TO: MAYOR AND CITY COUNCIL FROM: RON MOLENDYK, CITY MANAGER DATE: MAY 11, 1993 SUBJECT: REQUEST FOR COSPONSORSHIP & WAIVER OF FEES The Employee's Safety Committee of the Vons Grocery Store on Lakeshore Drive in Lake Elsinore, has planned its second annual free community -wide "Public Safety Fair" for Saturday, June 12, 1993, to be held in the Von's parking lot. The event will promote community awareness and provide information for disaster preparedness and emergency procedures. The Von's employees have been working with City and County emergency services staff in coordinating this event. ... DISCUSSION The Vons Employee's Safety Committee has submitted a letter to the City Council requesting a waiver of fees as it relates to the $150 fee for a Temporary Outdoor Activity Permit. The Committee would also like to have the City cosponsor the event as it did last year. The Vons grocery chain will provide the City of Lake Elsinore with a certificate of insurance listing the City as additionally insured for the amount of $1 million as the cosponsor. FISCAL IMPACT The Von's Safety'Committee is asking for the same support as last year which would include the waiver of the $150.Temporary Outdoor Activity Permit fee, as well. as to provide' one (1), Deputy to control traffic at $35.99 per hour for five hours totaling $179.95. RECOMMENDATION Based on last year's Council action,'it is staff's recommendation that the Mayor and the City Council approve the request to cosponsor the event, waive all processing fees ($150.00), and provide one traffic control officer at a total cost of $179.95. It is also recommended the Council request that the Vons grocery chain provide the City of Lake Elsinore a certificate of insurance listing the City of Lake Elsinore as additionally insured for the amount of $1,000,000. MOVED BY ALONGI, SECONDED BY DOMINGUEZ AND CARRIED BY UNANIMOUS VOTE TO AUTHORIZE STAFF TO MAKE THE NECESSARY IMPROVEMENTS TO BOTH BUILDINGS; CHANGE THE PER SQUARE FOOT RENTAL COST FROM 40 -CENTS TO 50 -CENTS PER SQUARE FOOT TO RECOVER FUNDS EXPENDED FOR IMPROVEMENTS AND AUTHORIZED THE MAYOR TO EXECUTE THE LEASE AGREEMENT. 37. (F:127.2) City Manager Molendyk detailed this request; and commegted that staff feels that the program has a lot of merit. He explained that1he :Gig's` Co- sponsorship would be the provision of an 6fficer with- - -a car "for one fair; and a Community Services Department representative discussing water safety. He also explained that Vons would still be required to provide a certificate of insurance. Councilman Alongi commented that this is the type of activity he would like to-see accommodated with waiver of fees, etc.; particularly when they involve public safety. Councilwoman Cherveny commented that the Public Safety Committee would have liked prior knowledge of this item. MOVED BY CHERVENY, SECONDED BY ALONGI AND CARRIED BY UNANIMOUS VOTE TO APPROVE THE REQUEST FOR CO- SPONSORSHIP, WAIVE ALL RELATED FEES AND REQUIRE THAT VONS PROVIDE A CERTIFICATE OF INSURANCE LISTING THE CITY AS ADDITIONALLY INSURED IN THE AMOUNT OF $1,000,000. 38. Extension of Time pZ for Tentative Tract MiaD 22904, Revision N6 = Canyon Bay Development Cor - Located Al the Northerly Terminus of Scenic Ridge Road (Tuscany Hill Specific Plan Area). (F:160.2) City Planner Christen detailed this item and the prior consideration. He further detailed the additional conditions which are proposed and advised that with this extension of time, the map'will expire on July 25, 1993. Mayor Washburn requested the addition of Condition #59 requiring that the developer shall insure that all promotional material will identify Lake Elsinore as the location of the project. He further suggested that all future maps include that verbiage. MOVED BY WASHBURN, SECONDED BY ALONGI AND CARRIED BY UNANIMOUS VOTE TO GRANT THE 12 MONTH EXTENSION OF TIME FOR TENTATIVE TRACT MAP NO. 22904, REVISION #6 BASED ON THE FOLLOWING FINDINGS AND SUBJECT TO THE FOLLOWING CONDITIONS OF APPROVAL WITH THE INCLUSION OF CONDITION #59 AS PROPOSED BY MAYOR. Findings 1. Substantial progress toward the development of this Tract Map has taken place. 2. Conditions have been added by the Engineering and Planning Departments to insure the development will not impact public health, safety and welfare. 3. The Project as proposed and conditioned is consistent with the Goals, Policies, and Objectives of the General Plan. Conditions -'Planning Div on 1. Extension of time for Tentative Tract Map No. 22904, Revision #6 will expire on July 25, 1993 unless an additional extension of time is granted by the City of Lake Elsinore City Council in accordance with CITY OF LAKE ELSINORE REPORT TO CITY COUNCIL TO: MAYOR AND CITY COUNCIL FROM: RON MOLENDYK, CITY MANAGER DATE: AUGUST il, 1992 SUBJECT: REQUEST FOR COSPONSORSHIP 6 WAIVER OF FEES The Employee's Safety Committee'of the Vans Grocery Store on Lakeshore Drive in Lake Elsinore, is currently planning to hold a free community -wide "Public Safety Fair" on Saturday, August 29th, from 9:00 a.m. to 2:00 p.m. to promote community awareness and preparation for disaster preparedness and emergency procedures. The group has been in contact with the Sheriff's Department, local hospitals, California Department of Forestry, and the American Red Cross among other emergency and public safety organizations to participate in this unique event. Many exciting demonstrations and displays are planned as well as a multitude of equipment and apparatus that will be on site for the community to view and receive a hands on opportunity to experience 'their capabilities and functions. The Vans Employee's Safety Committee has submitted a letter requesting the City to waive the fees associated with the permit fees ($150) to obtain a Temporary Outdoor Activity Permit. The event is free to the public and all agencies involved in the activity are donating their time. . The Vans Employee's Safety Committee has asked that a City Police vehicle and Deputy be present at the event to field questions pertinent to the City's police services. The Committee has also requested that the aquatics staff be present to answer questions on basic water:-safety as it relates to pools and lifesaving techniques. Although not mentioned in the request, an Extra Duty Traffic Control Officer will most likely be necessary for the five -hour period at $35.99 per hour, totaling $179.95. If City Council wishes to cosponsor the event, then no permit fees would be required. It is, recommended the Mayor and the City Council approve the request to cosponsor the event based on the Council's previous record of sponsoring community activities (i.e., parades, rodeo, pageants, and barbecues), and waive all related fees and costs associated with the event. It is also recommended' that Vans be required to'provide the City of Lake Elsinore a certificate of insurance listing the City of Lake Elsinore as additionally insured for the amount of $1,000,000.
