SUBJECT: Declaration of Emergency

As you are aware, the Director of Emergency Services (City Manager)
declared a local State of Emergency at 3:40 p.m. on Thursday,
February 18, 1993. The attached Resolution confirms that action.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LAKE ELSINORE, DECLARING AN
EMERGENCY PURSUANT TO CHAPTER 2.20
OF THE LAKE ELSINORE MUNICIPAL CODE
WHEREAS, the impact of anticipated rain and the associated run -off
within the San Jacinto Water Shed may cause Lake Elsinore to exceed elevation
1260; and
WHEREAS, in relevant part, an emergency is defined pursuant to Lake
Elsinore Municipal Code Section 2.20.020 as the actual or threatened
conditions of disaster or of extreme peril to the safety of persons and
property within the City caused by such conditions as storm and flood; and
WHEREAS, in anticipation of said potential emergency, the City Council
deems it appropriate to pro - actively declare said emergency pursuant to the
California Emergency Services Act and Lake Elsinore Municipal Code Chapter
2.20; and
WHEREAS, the declaration of emergency will allow the City to provide for
the preparation and carrying out of plans for the protection of persons and
property within the City in the event that said emergency conditions occur,
to provide further direction of the City disaster organization and to provide
for the coordination of disaster functions of the City with the County of
Riverside, State of California, and with all other public agencies,
organizations and affected private persons.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:

1. The above recitals are true and correct.
2. The City Council for the City of Lake Elsinore does hereby
a State of Emergency pursuant to the California Emergency Services
Lake Elsinore Municipal Code Chapter 2.20.
3. During said declared emergency, the City Council and /or City
Manager may promulgate orders and regulations necessary to provide for the
protection of life and property and to take such actions with regard to both
public and private property as may be deemed necessary related thereto.
