HomeMy WebLinkAboutItem No.35CITY OF LAKE ELSINORE REPORT TO THE CITY COUNCIL TO: Mayor and City Council FROM: Ron Molendyk, City Manager DATE: February 23, 1993 SUBJECT: Disaster Relief Funds Designation of Applicant Agent BACKGROUND The City of Lake Elsinore suffered substantial flooding as the result of heavy storms experienced during January and February of 1993. Staff response to the flooding was immediate and sustained. The City incurred costs totalling approximately: $ 107,000 for response labor; $ 103,000 for vehicles and materials; $ 750,000 in infrastructure damage and $ 90,000 in cleanup and debris removal. DISCUSSION On February 3, 1993, President Clinton declared Riverside County a disaster area which establishes the eligibility for Federal Disaster Relief funding. Consequently, the City of Lake Elsinore will be submitting the necessary documents to secure reimbursement for all expenses and damages resulting from the flooding. The application process requires that the City Council designate an "Applicant Agent" by Resolution. The agent must be authorized to sign and execute applications and documents for the purpose of obtaining necessary financial assistance under the federal Civil Defense Act of 1950 as amended (Public Law 920, 81st Congress, 50 USC App. 2251 - 2297). The Resolution designates Ron Molendyk, City Manager as the Applicant Agent and Frank C. Tecca, Director of Public Services, as his alternate. FISCAL IMPACT None Approve the Attached Resolution No. 43'5• Prepared By: Approved By: Approved For L,►/ 14/ Agenda Listing: Ron Molen yk, City Manager Manager P:CtIOF 3 RESOLUTION NO. 93 - 5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, DESIGNATING CERTAIN CITY OFFICIALS AS INDIVIDUALS AUTHORIZED TO EXECUTE APPLICATIONS AND DOCUMENTS FOR THE PURPOSE OF OBTAINING FINANCIAL ASSISTANCE UNDER FEDERAL CIVIL DEFENSE ACT OF 1950 AS AMENDED (PUBLIC LAW 920, 81ST CONGRESS, 50 USC APP. 2251 -2297) WHEREAS, a disaster such as earthquake, fire of flood could occur in the City of Lake Elsinore; and WHEREAS, damage from such disaster may result in significant losses and the need for financial assistance from State and Federal sources; and WHEREAS, designated officials must be authorized to sign and execute applications and documents for the purpose of obtaining necessary financial assistance under the Federal Civil Defense Act of 1950 as amended (Public Law 920, 81st Congress, 50 USC App. 2251- 2297); and NOW THEREFORE, the City Council of the City of Lake Elsinore does hereby RESOLVE that the following City Officials are authorized to execute applications and documents for the purpose of obtaining necessary financial assistance under the Federal Civil Defense Act of 1950 as amended (Public Law 920, 81st Congress, 50 USC App. 2251 - 2297).
