In order to pest rme new bridge from washout which would result from a 100 year the San Jacinto River Channel and spillway must be constructed. At a special meeting of the Redevelopment Agency on June 15, 1993, bids for construction of the San Jacinto River Channel were rejected due to unbalanced bid amou W William Frost & June 15! the RDA awarded a contract to Robert Bein, association with Ninyo & Moore, in the amount of $ 108,160 to manage the construction of the San Jacinto River Channel. On July 27, 1993, after re- bidding the project, the Redevelopment Agency amount of awarded $988,999 50 to construct l the San tJac nto�River Channel• DISCUSSION After the contract for construction management was awarded, changes were made in the bid documents to define the responsibility of the contractor for building the earthen dams. These changes clarified of the the bidding criteria, but increased the tresponsibil the two dams geotechnical consultants (Niny o pumped down. would not fail during and after the water was pump The added work consists of additional geologist's time, additional soil tests for the dams, drilling 5 observation wells in the large dam, monitoring the wells during water draw -down, and performing stability analysis to insure against failure of the large dam. The total extra geotechnical work amounts to $36,570.00. In addition, the extra work on the dam; unexpected coordination with Walmart contractors who supplied the material for the dam; the need to calculate new cross sections for the dam before the water was pumped down to determine the side slopes and quantities; and the difficulty in dealing with American Contracting, Inc., is by increase the time hours. Main Street Lake Elsinore, CA 92530 Subject: Additional Geotechnical Services for Temporary Dikes - San Jacinto River Channel Improvements Dear Mr. Tecca: In a status teleconference with Mr. Dick Roberts of Ninyo & Moore, the subject of additional observations and testing is anticipated and is being performed beyond our original scope of services. Since the City had entered into an agreement with Ninyo & Moore, we suggested that they forward incidental services relative to the dikes directly to the City. However, if the City desired RBF to administer the Ninyo & Moore's contract, I asked Dick Roberts to let me know. Subsequently, Mr. Roberts called me to express your reques that RBF include the observations, testing and boring and monitor wells within our Construction Management Services contract. RBF is forwarding this Addendum to cover Ninyo & Moore's scope of services. The Contract Addendum amount of $36,570.00 includes 15% for administration, consultation and insurance.
