SUBJECT: SEWER BY-PASS, PHASE II SEWER IMPROVEMENTS, CFD 88x3
BACKOROIIND
The West End Community Facilities District 88 -3 was formed to
finance construction of public improvements in support of area
developments. Some of the improvements include storm drains, water
and sewer lines, street improvements, fire station, parks, water
reservoirs and sewer and water pump stations.
Funds for the CFD are provided by the sale of bonds based upon the
value of the property to be improved. These bonds are paid off
over a number of years by the property owners within the boundary
of this CFD 88 -3.
The contract for the Country Club Heights Trunk Sewer By -Pass,
Phase II Sewer Improvements being constructed by the CFD was
awarded to Riverside Pipeline, Inc. on July 14, 1992 by the City
Council. Construction of the improvements began in July, 1992.
Change Order No. 1 was approved by the City Council for $43,556.39.
ANALYSIS
This Change Order No. 2 provides for additional facilities and
changes to the Scope of Work that were made after the Bids had been
received by the City of Lake Elsinore.
ITEM "A": RCP Pipe Culvert. The RCP pipe culvert was installed to
replace an existing corrugated metal pipe (CMP) culvert that was
discovered during construction. The CMP culvert was in poor
condition and required replacement. Item "A" increases the
contract amount by $9,900.00.
ITEM "B ": Relocate Fire Hydrant. The relocation of an existing
fire hydrant was not included as an item of work by the Engineer on
the original, unapproved plans used for bidding purposes. The
Engineer added the relocation of the existing fire hydrant to the
plans after the start of construction and prior to final plan
approval. Item "B" increases the contract amount by $3,840.00.
ITEM "C ": Additional Traffic Control Signs. The additional
traffic control signs were added to the plans and specifications
after the start of construction and prior to final plan approval.
The additional signs were required by Caltrans and the Engineer to
provide for additional safety measures relative to the traffic
control for the construction detour at Riverside Drive and
Gunnerson Street. Item "C" increases the contract amount by
$4,800.00.
ITEM "D ": Raised Manhole No. 10. This change was required because
of a revision to the grading for Strickland Avenue. A section of
Strickland Avenue was raised 2 to 3 feet to improve drainage and
Manhole No. 10 was raised accordingly. Item "D" increases the
contract amount by $1,267.20.

ITEM °EII: Cal Trans Permit. The cost for this permit is not known
until the contractor actually applies for it. It has been the
Policy of the CFD to reimburse the contractors on a cost plus
basis. The permit cost is $1,690.00 plus $338.00 (administrative
processing costs) . Item nBn increases the contract amount by
$2,028.00.
ITEM 'IF": Grading Revision Strickland Avenue. The revised grading
of Strickland Avenue was required because it was discovered that
the original planned grading would create possible drainage
problems. It was decided at a meeting with the City Inspector, the
Contractor and the Engineer to raise this section of Strickland
Avenue an additional 2 to 3 feet to allow for the drainage of storm
runoff from adjacent properties without the shestflow across
Strickland Avenue that would have existed per the original planned
grading. Item 11811 increases the contract amount by $8,250.00.
ITEM IIGII: Treatment Plant Paving. This additional paving was
required due to the very high water table encountered during
construction. The high water table required that the sewer trench
be deepened and widened which resulted in additional existing
paving having to be removed and replaced. Item nGn increases the
contract amount by $9,995.60.
ITEM NO. 201: Bonds. This item is an increase of 2% for
Performance and Labor and Materials Bonds. This increase is per
the Contract Conditions. Item No. 201 increases the contract
amount by $801.61.
FIBCAL IMPACT
This Change Order will increase the contract amount by $40,882.41.
Below is a breakdown of the current project costs for this
contract.

RECOMMENDATION
1. Authorize the amendments to the contract for $40,882.41 for the
additional facilities on Country Club Heights Trunk Sewer By-
Pass, Phase II Sewer Improvements, CFD 88 -3.
2. Authorize the City Engineer to process and execute the
appropriate onge�®erdgcuments.
