HomeMy WebLinkAboutItem No.37CITY OF LAKE ELSINORE REPORT TO THE CITY COUNCIL - TO: MAYOR AND CITY COUNCIL FROM: RON MOLENDYK, CITY MANAGER DATE: JUNE 8, 1993 SUBJECT: AYRES DEVELOPMENT STORMDRAIN AGREEMENT BACKGROUND Ayres Properties and the City entered into an agreement for the construction of a major trunkline stormdrain in Lakeshore Drive, outleting into the San Jacinto River Channel. The agreement called for Ayres to administer all contracts and manage construction of the stormdrain in conjunction with their development; and for the City to pay 70% of the construction costs and Ayres Properties to pay 30 %. The stormdrain is now complete, except for the outlet structure which will be completed when..the. water in the San Jacinto River Channel recedes. ANALYSIS When the agreement was approved, Ayres Development estimated that construction, costs would be $210,000.00. However, construction costs actually totaled $322.,840.00 and,required one change order in the amount of $15,600.00 for a connection to an existing stormdrain not shown on the plans. In addition, the original estimate by Ayes Development did not include design, surveying, soil testing and contract administration which increased the project costs by another $67,584.00. Total project costs actually amount to $406,024.00. During construction of the stormdrain outlet structure, the California Department of Fish and Game stopped construction and required Ayres Development contractor to obtain a 1601 Permit. It took 3 months to acquire the 1601 Permit. While Ayres Development was waiting for the permit, Southern California Gas Company installed a gas line in Lakeshore Drive which necessitated the ultimate redesign of the stormdrain. The redesign moved the stormdrain alignment closer to the centerline of the street. As a result of the new alignment of the stormdrain to avoid conflict with the gas line, the City requirement to provide one lane of traffic in each direction could no longer be accommodated on Lakeshore Drive. The only way to construct the project was to do the construction work at night and open Lakeshore Drive during the day. The extra costs to the contractor for two weeks of night construction for flagman and traffic control was $13,200.00; removing and reinstalling the shoring shield everyday, $10.000.00; and night work per diem and lights, $8,600.00. Because construction was significantly higher than estimated, and the extra costs for redesign, contract administration and night work were not included in the original allocation, an additional allocation of $216,000.00 is necessary. This breaks down as follows: Under bid $112,840 Change Order 15,600 Design and Survey 67,584 Flagman and Traffic Control 13,200 Shoring 10,000 Per Diem and lights 8,600 AGENDA ITEM NO.3 PAGE. OF �— Report to the City Council JUNE 8, 1993 Page two FISCAL IMPACT Allocate an additional $216,000 from the stormdrain capital improvement account (211 -381). Adequate funds are available. RECOMMENDATION Appropriate an additional $216,000 for reimbursement to Ayres Development.
