HomeMy WebLinkAboutItem No.34CITY OF LAKE ELSINORE REPORT TO THE CITY COUNCIL TO: MAYOR AND CITY COUNCIL FROM: RON MOLENDYK, CITY MANAGER DATE: JUNE So 1993 SUBJECT: PARKING PROHIBITION ON LAKESHORE DRIVE AND CORYDON STREET Several traffic investigations were conducted in response to citizens' complaints regarding vision being obscured by parked vehicles. One area of concern is located on Lakeshore Drive along the commercial `property between Riverside 'Drive and Wise Street, especially in "front of the Stater Brothers Shopping Center. Trucks and large vehicles are parking on the street along the curb, sometimes through an entire weekend. These large vehicles obscure . vision sight lines for motorists exiting driveways and for motorists travelling on Lakeshore Drive approaching the driveways. The other -area of concern is located on .Corydon Street where, it has " been widened by a residential subdivision between Palomar Street and a point 450 feet south of Lakeside Drive. Trucks and large vehicles are parking on the street along, the curb, frequently over night. These large vehicles lobscure vision sight lines for motorists exiting the intersections of Lakeside Drive and Corydon . Street - and Palomar Street and . Corydon Street. The drivers of these parked trucks appear to be sleeping in their vehicles causing the nearby residents to feel that their privacy is being invaded from truck drivers peering into their yards. ANALYSIS /DISCUSSION The large vehicles that have been parking in the subject areas interfere with the sight lines of motorists entering and exiting the driveways and the intersecting cross streets. Obstruction of driver sight lines should be eliminated in order to increase safety. Both areas of concern provide adequate parking for their intended land uses and street parking is not necessary. RECOMMENDATION Approve attached Resolution Number 3Q 3a prohibiting parking at specified locations on Lakeshore Drive and on Corydon Street. APPROVED FOR AGENDA LISTING: Ron MolencAyk, City Manager NOPARKF.RPT AGENDA ITEM N0. 3 L PAGE RESOLIITION L A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE ESTABLISHING NO PARKING ZONES ON CERTAIN STREETS WHEREAS, Section 10.40.010, of the Lake Elsinore Municipal City provides for the establishment of "No Parking Zones" on certain by resolution of the City Council; and, WHEREAS, it has been determined that the designation of such zones on certain streets or portions thereof, is necessary to promote public safety, bicycle lanes, and /or highway aesthetics; NOW, THEREFORE, HE IT RESOLVED that the City Council of the City of Lake Elsinore, hereby establishes certain "No Parking Zones" as follows: NAME OF STREET SIDE OF STREET LOCATION OF NO PARKING ZONE Corydon Street Westerly Palomar Street -to 450 feet south of Lakeside Drive Lakeshore Drive Northerly Riverside Drive to 1300 feet west BE IT FURTHER RESOLVED, that the Director of Public Services is hereby directed to post and maintain signs and /or painted markings, as required by the Vehicle Code, at said locations.
