When the Director of Public Services or his designee delivers to the City Council a traffic report justifying a new stop sign location,_the Council may make a finding that the placement of Stop signs at intersections'so designated is necessary to facilitate the flow of . traffic and /or prevent traffic conflicts Guidelines to determine the need to install stop sign control have been published by CalTrans in the "TRAFFIC MANUAL ". These guidelines are in agreement with the federal uniform standards. TRAFFIC REPORT AND ANALYSIS Chestnut Street at Peck Street, Graham Avenue, and Prospect Street. These street intersections are located in the central downtown area generally east -.of City Hall. All. three. intersections have four intersection approaches with no existing Stop controls. All the streets are residential and are functionally similar. There were no reported traffic accidents for the year 1992 at. any of the intersections. All three have limited sight distance. The 'safe approach speed is less than 10 miles per hour which requires approaching traffic to' almost stop!' before entering any of the intersections. FINDINGS Installation of Stop signs at the intersections described above is necessary to facilitate the flow of traffic and prevent traffic accidents. Graham Avenue, and Prospect Street at Chestnut Street. PREPARED BY: / /( /✓ APPROVED BY: APPROVED FOR AGENDA LISTING; stpsgrk.rpt AGENDA ITEM N0. 33 PAGE OF_ti- RESOLUTION NO. 93 31_ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DESIGNATING THE LOCATION OF CERTAIN STOP INTERSECTIONS WHEREAS, Section 10.16.030 of the Lake Elsinore Municipal Code_ provides for the designation of stop intersections by resolution of the City Council upon the making of certain findings; and, WHEREAS, the City Council hereby finds and determines that the placement of stop signs at the intersections listed below is necessary to facilitate the flow of traffic and /or prevent traffic conflicts; and, WHEREAS, said findings are made subsequent to receipt of a traffic engineering report summarizing '',traffic survey data relative to said intersection; and, NOW, THEREFORE, BE IT RESOLVED,'by the City Council of the.. City of Lake Elsinore that the intersections set forth below are hereby designated as Stop intersections and the Director of Public Services is hereby directed to place and maintain Stop signs at one or more entrances to said intersection as herein specified, and that the Resolution shall take effect upon the placement of said signs.
