SUBJECT: CRIME FREE MULTI - HOUSING PUBLIC FORUM: Q & A
Background
This item is to formally involve multi - family housing property owners and managers in a
discussion of the proposed Crime Free Multi- Housing (CFMH) program. The CFMH
�— subcommittee will incorporate the input from this forum in its recommendations for
reestablishing the CFMH program, to be considered by the City Council in late spring.
Staff prepared an information mailer for the target group above, a sample of which is
shown in Attachment W. The 77 recipients in the target audience have a combined
responsibility for leasing, managing and maintaining a total of 1,251 units within the City
limits.
To illustrate the distribution of multi - family housing throughout the City, our Geographic
Information Systems Department mapped and inventoried the City's multi - family rental
housing stock, as shown in Attachments `B' and 'C'.
Discussion
To assist with tonight's information forum, staff has enlisted the support of professionals
in a variety of fields who share a common belief in the value of the Crime Free Multi -
Housing program. These individuals regularly volunteer their expertise and knowledge
as CFMH presenters. Our guests include:

Fiscal Impact
Estimating a program budget is part of the Crime Free Multi- Housing subcommittee's
work assignment. Budget expenses would primarily be for staffing and labor costs
associated with program administration, rental inspection and training. The
subcommittee has set a goal of offering the CFMH program at no cost to participants on
a voluntary basis, with the exception of a small materials fee for Level One training.

Subject: Invitation to discuss a proposed Crime Free Multi- Housing
program in the City of Lake Elsinore
The Public Safety Advisory Commission invites you to attend their next
meeting on Wednesday, March 10, 2010, to learn about a proposed Crime
Free Multi- Housing program. The meeting will be held at 6:00 p.m. in the
Cultural Center, 183 North Main Street, in Lake Elsinore.

The Public Safety Advisory Commission (PSAC) is currently working on a
proposal to restart a Crime Free Multi- Housing (CFMH) program in the
City. The PSAC is seeking public input to include in a final program
recommendation for the Lake Elsinore City Council this spring.
The PSAC goals for this meeting are to:
• Inform property owners and managers about the proposed Crime
Free Multi- Housing program;
• Identify the potential benefits to property owners and tenants;
• Describe what is needed to get the program started this year;
• Listen to feedback from property owners, property managers and
tenants about questions or issues regarding the CFMH program;
• Determine the level of interest in voluntarily participating in a Crime
Free Multi- Housing program.
