SUBJECT: CRIME FREE MULTI - HOUSING SUBCOMMITTEE UPDATE
Background
The Crime Free Multi- Housing subcommittee has been working since last October to
develop recommendations for reestablishing a Crime Free Multi- Housing program
(CFMH) in Lake Elsinore.
Staff and the subcommittee have prepared a PowerPoint presentation to introduce the
CFMH program model, as well as progress to date and issues requiring further study.
Discussion
Crime Free Multi Housing is an internationally known crime prevention program that can
increase public safety in rental housing communities and surrounding areas. The goals
of the Crime Free Multi- Housing Program subcommittee and status (in italics) are
indicated below:
1. Examine CFMH program needs
The subcommittee has held five meetings; staff attended Phase -1 CFMH
training, LEPD staff completed a training- the - trainer Certificate program.
2. Quantify how many multi- housing properties /units we have in the City
The city's Geographic Information Systems Department has developed a
database and map showing contact information and locations for multi-
family rental properties representing a combined total of 1,951 units.

3. Review the established and proven CFMH program model:
a) PHASE I— Management Training presented by police
b) PHASE II —Crime Prevention Through Environmental Design
Survey conducted by police (assisted by Building & Safety and
Code Enforcement)
c) PHASE III — Community Awareness Training annual Crime
Prevention event taught by property management and police
City staff attended a Phase 1 training session and LEPD staff has
attended a training -the- trainer seminar to become familiar with the
existing network of training presenters and local affiliations that can help
support the City in its effort, should a CFMH program be approved.
4. Review CFMH Program staffing and administrative requirements:
a) Program Administrator

b) CFMH trainers
c) Certification and Business License tracking
d) Public outreach
e) Clerical and administrative support
The subcommittee has had preliminary discussions with law enforcement
to determine the cost associated with hiring a Community Service Officer
(CSO) to oversee the program; the City formerly relied on a CSO for the
original CFMH program until that officer transferred from the LEPD and
subsequent budget constraints precluded hiring a replacement to maintain
the CFMH program. The program has been dormant for about four years.
Staff also discussed the role of consulting with a charter member of the
Crime Free Partners' Association of Riverside, CA. In addition, the City of
Riverside has extended an invitation to Lake Elsinore to piggyback on its
CFMH training events, which increases efficiencies in training by enlarging
the participant pool while making the best use of trainers' time (trainers
usually donate their time and services to several CFMH organizations).

5. Evaluate CFMH Ordinances from other cities and prepare a Draft
Ordinance
A survey of cities in our region that offer CFMH programs is shown in
Attachment `A : The subcommittee and Assistant City Attorney have
presented a draft CFMH ordinance to the PSAC and will finalize the
ordinance as part of their final recommendations.
6. Evaluate Rental Housing Licensing Requirements
The subcommittee is reviewing the City's Occupational License software
to determine whether or not CFMH Certification and participation can be
tracked and linked to the business license process. if this is feasible, as an
incentive, it may be desirable for the City to offer a discount on business
license renewal fees for rental properties, once they become certified in
the CFMH program and each year they remain active in the program.
7. Identify CFMH program costs and funding sources
The greatest expense is dedicating police resources for program oversight
(formerly, one CSO performed program administration, inspection and
training). Grant opportunities would be needed to offset the cost of hiring a
Community Service Officer to work on the Crime Free Multi- Housing
Program, in addition to other duties, such as Neighborhood Watch, though
grant funding alone isn't a guaranteed source to sustain the program.
8. Develop program and budget recommendations for PSAC and City
Council consideration
The subcommittee will continue to refine its recommendations with the
goal of completing this work by late spring.
Fiscal Impact
The cost of implementing a new CFMH program has not yet been established. Costs
and potential revenue sources, including grants, are still being studied.
