HomeMy WebLinkAboutPSAC 04-14-2010 Agenda Item No. 5 C ITY OF LADE I r LSII`IORE DREAM EXTREME REPORT TO PUBLIC SAFETY ADVISORY COMMISSION TO: HONORABLE CHAIRMAN AND MEMBERS OF THE PUBLIC SAFETY ADVISORY COMMISSION FROM: MARK DENNIS INFORMATION /COMMUNICATIONS MANAGER DATE: APRIL 14, 2010 SUBJECT: JOINT MEETING REQUEST: CITIZENS PATROL SUBCOMMITTEE, CRIME FREE MULTI - HOUSING SUBCOMMITTEE, CITY COUNCIL BUDGET COMMITTEE, INCLUDING POLICE CHIEF, FINANCE DIRECTOR AND CITY MANAGER Background This item is requested by the Citizens Patrol subcommittee in order to establish the affordability of police staffing and oversight for several new and existing Community Oriented Policing programs including, Crime Free Multi- Housing (CFMH), Neighborhood Watch and Citizen's Patrol. Discussion The Public Safety Advisory Commission has been tasked by the City Council to investigate the feasibility, cost and recommendations for implementing proposed Community Oriented Policing (COPS) programs to help deter crime in our City. Two PSAC subcommittees are working concurrently to develop Crime Free Multi- Housing and Citizens Patrol recommendations. The crux of any forthcoming recommendations depends on adequate police staffing and oversight, including program administration, training coordination and supervision of citizen volunteers associated with the programs. In interviews with committee members and police staff, the proposed Community Oriented Policing Programs, in addition to existing programs such as Neighborhood Watch and Youth Explorers, could feasibly be managed under a dedicated position, Agenda Item No. 5 Page 1 of 2 City of Lake Elsinore Public Safety Advisory Commission ' April 14, 2010 Page 2 such as a Community Services Officer (CSO), which represents a fully burdened cost of `l at least $91,000, and over $200,000 for an administrative officer (deputy). Before program recommendations can be finalized and brought forward to the PSAC and subsequently to the City Council, the Citizens Patrol subcommittee believes meeting with the CFMH subcommittee and City Council budget committee, in conjunction with the City's Finance Director, Police Chief and City Manager, is an appropriate way to establish the affordability of a proposed Community Oriented Policing position, in relation to anticipated FY 2010 -11 budget priorities. With a City Council budget study session set for April 22 " the Citizens Patrol subcommittee proposes this joint meeting occur as soon as can be accommodated by all parties. Fiscal Impact N /A.
