REGULAR MEETING MINUTES OF NOVEMBER 9, 2011
CALL TO ORDER
Chairman Norkin called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
Mr. Brian Tisdale led the Pledge of Allegiance.
ROLL CALL

Also present: Public Works Director Ken Seumalo, Redevelopment Agency
Analyst Justin Carlson, Parks and Recreation /Lakes and Aquatic Resources
Director Pat Kilroy, and Building and Safety /Code Enforcement Division Manager
Robin Chipman.
PRESENTATIONS
Parks and Recreation /Lakes and Aquatic Resources Director Pat Kilroy gave a
presentation to the Public Safety Advisory Commission on Lake Safety measures
and the current water quality of the Lake.
Building and Safety /Code Enforcement Division Manager Robin Chipman gave a
presentation to the Public Safety Advisory Commission on Code Enforcement in
the City of Lake Elsinore.
PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES
Mr. Wynn Mock notified the Commission that he believes that his neighbor is
operating a dog kennel and would like to see if there is anything that the Code
Enforcement Division can do to mitigate the problems at his property. Mr. Mock
notified the Commission that there is intense smell, flies, noise, etc. emanating
from the neighboring property.

CONSENT CALENDAR ITEMS
1) Minutes of the October 12, 2011 Regular Public Safety Advisory
Commission Meeting.
Vice - Chairman Stewart made a motion to approve the minutes. Commissioner
Cummings seconded the motion. Motion was approved 5 -0.
2) Financial Report
Staff presented the report. Chairman Norkin noted that he watched the previous
night's City Council meeting and is aware of the budget surplus identified at that
meeting. Vice - Chairman Stewart made the motion to receive and file the financial
report. Chairman Norkin seconded the motion. Motion was approved 5 -0.
BUSINESS ITEMS
3) Recommendation by the Citizens Patrol Sub - Committee to the Public
Safety Advisory Commission that the PSAC recommend to the Citv
Council the creation of a Lake Elsinore Volunteer Citizen Patrol.
Staff presented the report. Mr. Tim Fleming, voiced his support to the
'~ Commission for the creation of a Volunteer Citizen Patrol for the City of Lake
Elsinore.
Mr. John Larson, who identified himself as a Citizen Corp Volunteer, also voiced
his support for the creation of a Volunteer Citizen Patrol in the City of Lake
Elsinore
Upon further discussion by the Commission, Chairman Norkin made a motion to
reconvene this discussion to a study session on Monday, December 5 at 6:00
pm, at which time this Commission will commence a study session to discuss the
Citizens Patrol concept and we will like to invite Captain Fontneau from the Lake
Elsinore Sherriff station to present to us his experience and starting other
programs but would defer to any designated to lead in that discussion if he is not
available"
Chairman Norkin also offered an addendum to the original motion, which
included:
To include Crime -Free Multi- Housing as well on December 5, 2011 Study
Session."
Commissioner Dana seconded the motion. Motion was approved 5 -0.

PUBLIC SAFETY SUB - COMMITTEE REPORTS
Vice - Chairman Stewart asked Redevelopment Agency Analyst Carlson for an
update on accessing Mark Dennis's old files containing past Crime -Free Multi -
Housing research.
Mr. Carlson notified the Commission that he would prepare the necessary
documents prior to the Sub - Committee meeting on Friday, November 18, 2011.
Vice - Chairman Stewart also notified the Commission that he would be willing to
have the Sherriff present a Crime -Free Housing Program report to the
Commission on Monday, December 5, 2011.
Chairman Norkin notified the Commission that the Boat Docks Sub - Committee
has met and has produced a final draft and it is going to Public Comment on
November 30, 2011 at 6:00 pm in the Cultural Center. This will be an opportunity
for the public to provide input on the draft ordinance.
CITY STAFF COMMENTS
Public Works Director Seumalo apologized to the Chairman for not attending that
days Citizen Corp meeting. He also notified the Commission that the Public
Works Department that vendor signs have been approved and ordered.
Public Works Director Seumalo notified the Commission that he has met with
representatives of Pacific Aggregates about reducing the amount of noise that
emanates from the site.
Public Works Director Seumalo notified the Commission that a stop sign at Main
Street and Franklin Street will not be installed. He also notified the Commission
that the City Traffic Engineer met with representatives of Withrow Elementary
School and is working with them to see if school staff can park across the street.
This will alleviate traffic circulation at the school.
Public Works Director Seumalo notified the Commission that he will bring up the
current condition of the trails at Mcvicker with the Parks and Recreation Division
Director at the City's staff meeting.
Public Works Director Seumalo notified the Commission that they are working
with CALTRANS and looking to secure funding for a stop light at Gunnerson and
Lakeshore Drive. He also notified the Commission that a stop sign is not
warranted at that location.
Redevelopment Agency Analyst Carlson notified the Commission that the City
Council conducted the proclamation for the "impaired driving /driver awareness
month." He also notified the Commission about the Public Outreach Meeting on
December 14, 2011 at the Ortega High School Conference Room.

Vice - Chairman Stewart asked if it was possible for the City's IT Department to
notify the meetings on the City's home page. Vice -Chair Stewart also notified the
Commission about when the homeless sweeps are conducted by the Lake
Elsinore Police Department.
Commissioner Cummings thanked everyone for coming. Commissioner
Cummings noted that she did not agree with Mr. Chipmans explanation of a
"Kennel."
Commissioner Dana thanked everyone for coming to the meeting. She also
noted that the City focus its immediate concerns on Lake shoreline blight. She
also wished everyone a happy Thanksgiving.
Chairman Norkin asked staff to relay to Mr. Chipman that tonight's conversation
was not meant as an attack and that he is concerned with property(s) values
dropping. Chairman Norkin noted that part of the problem Mr. Chipman took was
the defensive nature that he took. He indicated that he would like someone to
acknowledge a problem an address it. He also told everyone to have a happy
Thanksgiving.
ADJOURNMENT
There being no further business to come before the Public Safety Advisory
Commission, Chairman Norkin adjourned the meeting at 9:15 p.m. to the next
regular meeting of the Public Safety Advisory Commission of the City of Lake
Elsinore to be held on Wednesday, December 14, 2011, at 6:00 p.m. at the
Ortega High School Conference Center located at 520 Chaney Street, Lake
Elsinore, California, 92562
