HomeMy WebLinkAboutPSAC Agenda Item No. 5 CITY OF LADE LS I I`IOI�E Cog DREAM EXTREME - CITY OF LAKE ELSINORE REPORT TO PUBLIC SAFETY ADVISORY COMMISSION TO: CHAIRMAN AND MEMBERS OF THE PUBLIC SAFETY ADVISORY COMMISSION FROM: JUSTIN CARLSON, MANAGEMENT ANALYST DATE: JULY 11, 2012 SUBJECT: SMART PHONE GRAFFITI APPLICATION Recommendation It is recommended that the Public Safety Advisory Commission recommend that the City Manager approve and funding of the Smart Phone Graffiti Application as proposed. Background At the regularly scheduled PSAC meeting of February 8, 2012, the Commission discussed avenues of reducing graffiti throughout the City. Commissioner Dana and Fairchild relayed to the Commission that other jurisdictions throughout the Inland Empire were utilizing smart phone applications to assist in combating graffiti. These applications would allow users to document the occurrence and notify the appropriate authorities for mitigation. She requested that staff research the topic and bring the item back at the special PSAC meeting. City staff presented to PSAC on April 11, 2012 their research findings and proposed a trial period with the staff selected graffiti smart phone application firm (SeeClickFix.com). Discussion Smartphone citizen engagement applications are services for citizens, local governments, media, and community groups to collaborate and resolve non - emergency issues. Municipalities can communicate with their residents and respond to their concerns on a user - friendly multi - channel platform. These applications assist municipalities in conserving Agenda Item No. S Smart Phone Graffiti Application July 11, 2012 Page 2 ` Now resources, increasing efficiency and accountability, promote civic engagement, and cost effectively expand and modernize citizen services. Smartphone citizen engagement applications are packaged as a hosted solution model that provides multiple data input options. Citizens can enter an incident either through the application on the smart phone or through a form on the City's website. City staff immediately receives the request and the appropriate staff resolves the incident and posts updates from the field; which community residents can verify. Per PSAC's direction, City staff initiated a trial period with SeeClickFix.com. The vendor was very responsive and accommodating to the City's needs. After an hour of online training, setup of the application was completed and "rolled -out" to the City's Public Works, Code Enforcement, and Parks Departments. Administrative staff and field personnel were trained on the new notification workflow process established by the smartphone application. Testing has gone smoothly and City staff is comfortable with the application and its reporting capabilities. Fiscal Impact SeeClickFix smartphone application cost $5000 per year and the initial start-up fee of $250 V has been waived by the firm.
