CITY OF LAKE ELSINORE
REPORT TO PUBLIC SAFETY ADVISORY COMMISSION
TO: CHAIRMAN AND MEMBERS OF THE PUBLIC SAFETY ADVISORY
COMMISSION
FROM: JUSTIN CARLSON,
MANAGEMENT ANALYST
DATE: JULY 11, 2012
SUBJECT: PEDESTRIAN BICYCLE LANES ALONG LAKESHORE DRIVE
Recommendation
It is recommended that the Public Safety Advisory Commission recommend staff act as
deemed appropriate.
Background
Lakeshore Drive is a main connection between the north side of Lake Elsinore and south
side of the City and although there are alternate routes, this is the primary link on the east
side of the Lake. The current configuration of the roadway is two -lanes with variable width
shoulders. There are physical challenges restricting road widening on each side with a up-
slope up to Country Club Heights to the east and a down -slope to the lake on the west. In
its current configuration, Lakeshore Drive provides for limited area(s) for pedestrian or
bicycle use.
Discussion
City staff consisting of the CIP Engineer, Traffic Engineer and City Engineer met with
Commissioner Dana on July 2 nd and reviewed the challenges facing the implementation of
a pedestrian /bicycle path. During the field visit several challenges and opportunities were
discussed including widening opportunities, reconfiguring drainage and striping. Staff was
encouraged with the opportunities we identified in the field and will be working towards the
implementation of a raised class III path. There are two important steps that will happen
concurrently, 1) Continue to work on a survey to map the areas needed to widen and 2)
Continue to look for funding opportunities.
