HomeMy WebLinkAbout10-12-2011 PSACCITY OF LAKE ELSINORE PUBLIC SAFETY ADVISORY COMMISSION REGULAR MEETING MINUTES OF OCTOBER 12, 2011 CALL TO ORDER Chairman Norkin called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE Mr. Rick Morsch led the Pledge of Allegiance. ROLL CALL Present: Chairman Norkin Vice - Chairman Stewart Commissioner Cummings Commissioner Dana Commissioner Fairchild Absent: None Also present: Public Works Director Ken Seumalo and Redevelopment Agency Analyst Justin Carlson. PRESENTATIONS None PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES None CONSENT CALENDAR ITEMS 1) Minutes of the September 14, 2011 Regular Public Safety Advisory Commission Meeting. Vice - Chairman Stewart made a motion to approve the minutes. Commissioner Fairchild seconded the motion. Motion was approved 5 -0. 2) Financial Report Staff presented the report. Vice -Chair Stewart wanted to know what the advertising costs were for as indicated. Staff responded that they were for the publishing of the meeting notices. Commissioner Cummings made a motion to receive and file the financial report. Vice - Chairman Stewart seconded the motion. Motion was approved 5 -0. Lake Elsinore Public Safety Advisory Commission Meeting Regular Meeting Minutes of October 12, 2011 Page 2 of 4 3) 2011 Lake Elsinore Police Lake Patrol Operations Summa Chairman Norkin made a motion to receive and file the 2011 Lake Elsinore Police Lake Patrol Operations summary. Commissioner Fairchild seconded the motion. Motion was approved 5 -0. BUSINESS ITEMS 4) Recommendation to the City Council that December 2011 Staff presented the report. Upon discussion by the Commission, Chairman Norkin made a motion to recommend that the City Council designate December 2011 "Impaired Driver /Driving Awareness Month." Commissioner Fairchild seconded the motion. Motion was approved 5 -0. 5) Public Safety Advisory Commission 2011 -2012 Goals and Objectives Staff presented the report. Upon discussion by the Commission, Chairman Norkin made a motion to include Shoreline Safety Plan and Implementation, Neighborhood Meetings, Graffiti Education, Alberhill Ranch and Pacific Aggregates Outreach, Crime -Free Multi- Housing, Public Nuisances and Code Enforcement, Citizen's Patrol, Citizen's Corp, C.E.R.T Training, and School Traffic Circulation for the 2011 -2012 PSAC goals and objectives. Commissioner Fairchild seconded the motion. Motion was approved 5 -0. 6) Quarterly Public Safety Advisory Commission Outreach Meeting Staff presented the report. Upon discussion by the Commission, Chairman Norkin made a motion to hold the quarterly outreach meeting on December 14, 2011 at 6:00 p.m. at the Ortega High School Conference Center. Commissioner Fairchild seconded the motion. Motion was approved 5 -0. PUBLIC SAFETY SUB - COMMITTEE REPORTS Commissioner Stewart notified the Commission that the Citizen Corp is having monthly meetings. Commissioner Stewart asked John Larson, who is involved with Citizen Corps, to please speak to the Commission concerning the Citizen Corp. Mr. Larson notified the Commission that the Citizen Corp has met and adopted an organizational plan that has been reviewed by City staff. The plan reorganizes how Citizen Corp functions as an organization. Chairman Norkin notified the Commission that the Boat Dock Sub - committee has had two (2) meetings in the last month and they are expecting a rough draft available for review in the next month. The Sub - committee is expecting to have the draft before the City Council either in November or December. Lake Elsinore Public Safety Advisory Commission Meeting Regular Meeting Minutes of October 12, 2011 Page 3 of 4 CITY STAFF COMMENTS Public Works Director Seumalo distributed to the Commission a copy of a Riverside County sign that prohibits vending sales. He indicated that the City's sign will reflect this sign, but that staff is currently researching the Municipal Code for compliance and when the proper ordinance number is identified, the Public Works Department will order the signs that prohibit vendors. Public Works Director Seumalo also notified the Commission regarding the dust and noise coming from the Pacific Aggregates mine. He indicated that he has received complaints regarding noise coming from the site. He indicated that he has contacted the operator and is working on mitigation measures. Public Works Director Seumalo notified the Commission that the City's Traffic Engineer is looking to conduct a study for traffic mitigation at Franklin and the Main Street intersection. Public Works Director Seumalo will be looking to begin to work with the School District on traffic circulation measures around Lake Elsinore schools. Redevelopment Agency Analyst Carlson notified the Commission that there is Lake Tour on Friday, October 21, 2011 at 9:00 a.m. COMMISSIONER'S COMMENTS Commissioner Cummings thanked Public Director Seumalo for his reports and asked the future status of the Pacific Clay mine operation. Commissioner Cummings also notified Mr. Seumalo that future homebuyers in the area will be dealing with mining noise coming from the site. Mr. Seumalo notified Commissioner Cummings that the mining operation is in disclosure forms when houses are being purchased. She then thanked Mr. Seumalo. Commissioner Dana notified the Commission that she did not have anything to comment on and thanked everyone for attending the meeting. Vice -Chair Stewart thanked Chairman Norkin for his outreach to the Sheriff's Department regarding the outreach meetings. He also asked Mr. Carlson the costs to have the Fire Department at the outreach meetings. Mr. Carlson notified the Commission that the Fire Department will be present at the meeting. He then thanked everyone for attending. Commissioner Fairchild thanked the members of the public for attending as well as Mr. Seumalo for his updates. Commissioner Fairchild notified Mr. Seumalo that there is graffiti visible off of Lake Street. She also notified Mr. Seumalo that she supports some traffic mitigation at Franklin and Main Street. Mr. Seumalo notified Commissioner Fairchild that staff would contact the school safety officer regarding traffic circulation. Lake Elsinore Public Safety Advisory Commission Meeting Regular Meeting Minutes of October 12, 2011 Page 4 of 4 Commissioner Fairchild then asked John Larson if there was a minimum age for Citizen Corp and C.E.R.T. Mr. Larson notified the Commission that the minimum age is eighteen (18). Mr. Larson also notified the Commission that the Citizen Corp is hosting a "Shake -Out Expo" at Lake Point Park from 12:00 -to -5:00 p.m. The "Shake -Out Expo" prepares citizens for earthquakes. Chairman Norkin thanked everyone and notified them that the meeting would adjourn at 7:15 p.m. ADJOURNMENT There being no further business to come before the Public Safety Advisory Commission, Chairman Norkin adjourned the meeting at 7:15 p.m. to the next regular meeting of the Public Safety Advisory Commission of the City of Lake Elsinore to be held on Wednesday, November 9, 2011, at 6:00 p.m. at the Cultural Center located at 183 N.
