EVANS INTERIM CITY MANAGEA DATE: AUGUST 14, 2012 SUBJECT: PROFESSIONAL SERVICES CONTRACT AWARD PAVEMENT MANAGEMENT PROGRAM Recommendation City Council approves the professional services agreement with Buckman & Associates and authorizes the Interim City Manager to execute the agreement in an amount not to exceed $80,000 from Measure A moneys. There is no rate increase associated with the extension of this contract. I &P I il The Public Works Department must annually update the Pavement Management Program (PMP) data in order to comply with General Accounting Standards Board Statement No. 34 reporting requirements. In order to maintain an accurate assessment of pavement conditions in the City, the City has traditionally contracted with engineering firms that have experience in pavement management inspections and GASB34 asset reporting. In 2010 the City Council entered into an agreement with Buckman & Associates to provide this work. The term of the original agreement was for one year, and may be renewable in one year increments up to 3-years through the City Manager. This request for renewal represents the last year for potential renewal. Discussion Buckman & Associates has provided valuable pavement information which staff uses to program paving projects. Pavement data is presented in report form including the rITC]AL'T, I Page 1 of 59 Pavement Management Contract Renewal August 14, 2012 Page 2 Pavement Condition Index (PCI) information. The PCI data helps staff to rate the streets and program maintenance or reconstruction. Fiscal Impact On June 26, 2012 City Council adopted the Capital Improvement Program for Fiscal Years 2012-2017 which included the annual Pavement Management assessment and report. Evans Interim City Manag Attachments: Contract Agreement Page 2 of 59 FINAL AMENDMENT TO SERVICES CONTRACT This Second Amendment to Services Contract (this Amendment) is made and entered into as of the 14th day of August, 2012, by and between the City of Lake Elsinore, a municipal corporation (the "City") and Buckman & Associates, Inc. ("Contractor"). RECITALS A. City and Consultant have previously entered into that certain Services Contractor, dated as of May 3, 2010 (the "Contract"). NOW, THEREFORE, the parties amend the Contract as follows: 1. Section 2. Time of Performance. The services of Contractor shall be extended to July 1, 2013. Each individual signing below represents and warrants that he/she has the authority to execute this Amendment on behalf of and bind the party he/she purports to represent.
