Public participation provides the Commission with valuable information regarding issues of the community. Regular meetings are held on the 2nd Wednesday of every month. If you are attending this Public Safety Advisory Commission Meeting, please park in the Parking Lot across the street from the Cultural Center. This will assist us in limiting the impact of meetings on the Downtown Business District. Thank you for your cooperation. The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at each meeting. The agenda and related reports are also available at the City Clerk's Office on the Friday prior to the Commission meeting and are available on the City's web site at www.lake-elsinore.orq. Any writings distributed within 72 hours ofthe meeting will be made available to the public at the time it is distributed to the Public Safety Advisory Commission. CALL TO ORDER - 6:00 P.M. Chairman Norkin called the Public Safety Advisory Commission meeting to order at 6:03 p.m. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by City Attorney David Mann. ROLL CALL PRESENT: CHAIRMAN NORKIN VICE-CHAIR BHUTTA . COMMISSIONER DAILEY COMMISSIONER STEWART ABSENT: COMMISSIONER LYONS Also present were: Informaiion/Communications Manager- Dennis; Assistant City Attorney Mann, Sergeant Chavez, Fire Chief Hendershot, Public Works Manager Payne, Traffic Engineer Basubas and Office Specialist Porche. PUBLIC COMMENTS None COMMISSION APPROVES CONSENT CALENDAR ITEM(S) 1. Minutes Minutes of regular PSAC meeting of October 8, 2008. Recommendation: Approve. . . It was motioned by Commissioner Stewart, and second. by Commissioner Dailey to approve the October 8, 2008 Public Safety Advisory Meetings Minutes. . 1 The following vote resulted: AYES: CHAIRMAN NORKIN VICE CHAIRMAN BHUTTA COMMISSIONER DAILEY COMMISSIONER STEWART u NOES: NONE ABSTAIN: NONE ABSENT: COMMISSIONER LYONS BUSINESS ITEMS 2. Proposed Town Hall meetinq reqardinq school traffic safety - Canyon Hills Chairman Norkin provided the Commission with an overview of his proposal to provide to the public, specifically in the Canyon Hills area a public outreach addressing the publics concerns on safety and traffic issues. Commissioner Dailey agreed with the idea and suggested having the meetings every other month. Chairman Norkin concurred and indicated he would like to have the first meeting in February 2009. . u , Vice-Chairman Bhutta agreed to the discussion and suggested posting the meeting on the City's Web site and having a sign up sheet to determine the amount of . . attendees. Commissioner Stewart indicated that he liked the idea and asked if it would be exclusive to the Canyon Hills area. Chairman Norkin stated it would be open to every area in the City. Commissioner Dailey asked if the meetings would be informal. Chairman Norkin stated that the meeting would be informal, providing a two to three minute presentation, allowing the. public to comment. He stated that it is the' Commissions goal is to solicit feedback from the community and gather more community response. ' Information/Communications Manager Dennis stated that in the past, meeting formats have options included having a neighborhood meeting at a community center, or outside area (driveway or park).' He stated that the Commission could U also hold the meeting at the local school multi-purpose room. 2 n Commissioner Dailey asked if the topics would be mostly focused on school traffic. Chairman Norkin indicated that the purpose of the meeting would address concerns that the community would have. . It was motioned by Chairman Norkin, and seconded by Commissioner Dailey to direct staff to coordinate with the Canyon Hills neighborhood representatives and the LEUSD Traffic Safety Committee a Town Hall meeting sometime early February 2009. Review of Draft Graffiti Action Plan Information/Communications Manager Dennis provided an overview of the Draft Graffiti Action Plan to the Commission and if approved would be submitted to the City Council for consideration. He stated that the Ordinance could not work unless there is an outreach component educating business owners, residences and utilities for what to do on their part. . Vice-Chairman Bhutta noted the increase graffiti and suggested educating the youth. He asked the City Attorney how long it would take to update the Ordinance. City Attorney Mann stated that the Graffiti Action Plan would to go before the City Council and would take effect 30 days after approval. Chairman Norkin asked how many graffiti occurrences were documented. Public Works Manager Payne stated that at the end of 2007/08 there were 6,071 sites that were visited which averaged to 117 per week. . He noted that the activity increases during spring. (', Chairman Norkin asked if the GIS department had the capability to keep track of the graffiti locations. 3 Information/Communications Manager Dennis stated that many cities are using a solution called Graffiti Tracker, which is an on-line solution. U Vice-Chairman Bhutta suggested having the school district get involved, particularly the middle school level. Commissioner Dailey suggested having the school. district get involved, such as providing flyers for students. She asked about a timeline and how to get the program implemented. Chairman Norkin concurred with Commissioner Dailey's ideas. with having the school district get involved. He spoke of a program called "GRIP" which stood for Gang Reduction and Intervention Program which. has been in Lake Elsinore in the past by the school district and Rotary. Commissioner Stewart asked City Attorney Mann. what the surrounding cities are doing. He also spoke of his concerns with stores selling spray paint outside of the cities limits. City Attorney Mann indicated that staff reviewed several graffiti ordinances from other cities, however did not research on how stores outside of the city limits controlled the selling of spray paint. Vice-Chairman Bhutta expressed his concerns with offering a reward as most of the U time graffiti is gang related. The following recommendations were proposed by Commissioner Dailey: . · Adding a brief timeline, starting with public education in order to launch to program in spring, followed by grants and funding, and lastly technology . Adding which department was primarily responsible . Adding a budget estimate . Chairman Norkin asked who would oversee the graffiti program. Information/Communications Manager Dennis stated that the monitoring of the program would be overseen by all departments coordinated through the Graffiti Task Force. Commissioner Stewart pointed out to the Commission that City Council approved and adopted the Graffiti Ordinance back in 2007. Information/Communications Manager Dennis stated that the Commission would present to the Council how the program would work and how the allocated money set aside for the program would be used. U 4 () (\ (\ A motion was made by Chairman Norkin, and seconded by Commissioner Dailey to direct staff to finalize the Graffiti Action Plan including the modifications as set forth by the Public Safety Advisory Commission and forward to City Council for final approval. She further stated that there is a tentative study session scheduled for January 29th to review the bylaws established. CITY STAFF COMMENTS Traffic Enqineer Basubas commented on the followinq: . He spoke of the graffiti that has been spotted around town and indicated that the Public Works Department has been removing the tagged signs and would continue as necessary. Information/Communications Manaqer Dennis commented on the followinq: . He wished the Commission happy holidays. . He spoke of the Cops for Kids fund raiser to be held on December 1 ih at Ravioli Restaurant. . He spoke of the Lone Star Steak House ribbon cutting ceremony to be held on December 11 th at 4:00 p.m. PUBLIC SAFETY ADVISORY COMMISSIONERS'S COMMENTS Vice Chairman Bhutta commented on the followinq: . He thanked staff for the Winterfest and stated it was very successful. 5 .. He inquired about the status of the memorial tree for Donna Staples and permanent monument for "Friends of the Lake." . u Commissioner Stewart commented on the followinq: · He thanked the audience for attending the meeting and indicated that he hopes that the Public Works Manger Payne would attend the next meeting. . He spoke of the City's new Web site and hopes that the Web site would include information regarding PSAC and the. Citizen Corps. · He requested a demonstration of the new Web site. FROM: MARK DENNIS INFORMA TION/COMMUNICA TIONSMANAGER DATE: JANUARY 14, 2009 SUBJECT: CITY WEB SITE PRESENTATION BackQround The City's new Web site was officially rolled out on January 5, 2009. Staff will demonstrate several Web site features, and in particular, Public Safety, lake Safety, Citizen Corps and Emergency Preparedness content. The Web site is a powerful tool to promote open and transparent government in keeping with the City's e-gov initiative. Discussion The new Web site allows staff to generate content using a powerful Content Management System. As a result, new Web page content, event announcements, public meeting notices, calendar content, forms and more can be created, posted and maintained in-house. The PSAChas a special interest in using the Web for public outreach and public safety education. Since the new Web site capabilities far exceed previous City e-government efforts, staff is eager to use this new Internet resource to full advantage. This month, additional safety-related Web site pages and content will be added, but this is the first opportunity for the PSAC to review and comment on the Web site direction thus far. Two service agreements represent the bulk of project development costs. Vision Internet, Inc. is the primary contractor for the Content Management System, Web support and hosting costs. Granicus, Inc. provides a video streaming and archive engine under a separate agreement. The CIP project budget, including first 12 months of support and hosting costs, is summarized below. Discussion Ordinance 1116 (LEMC Section 2.46.060 e.) requires the PSAC to report to the City Council on a regular basis.' This requirement has been met by periodic oral presentations to the City Council and distribution of an annual report., The 2008 annual report will incorporate any PSAC suggestions for revision before being finalized and submitted to the City Council.' There are several training options available and in the past the City hired a law firm to conduct the training for the City Council, the Commission members and staff. There is an on-line training program that will allow you to satisfy the requirements of AS 1234 and you can complete it in the comfort of your home. And the part I like best is it is free! The training may be accessed by the links below and at the end of the training a certification of completion must be printed. This certificate will need to be siqned by yOU and submitted to the City Clerk. Links: http://localethics.fPPc.ca.qov http://www.localethics.fpPc.ca.qov I took the training program a couple of weeks ago during the evening to see how it worked. It is straight forward and easy to use. You will need to be logged into the program for a minimum of two hours and if you finish early you will need to complete supplementary work in order to meet the two hour requirement so there is no advantage to rush through the program. With each click of the page, there is a gauge that shows the percentage of the program completed. There are several tests that will need to be completed as you progress through the program. You must get at least 80% of the questions in each test correct in order to proceed to the next step. Once you complete the traininq, print the certificate of completion and submit to the Citv Clerk. The certificate should be submitted by January 30, 2009. The proposed venue is either the multipurpose room of Canyon Lake Middle School or Cottonwood Canyon Elementary School, subject to a preferred date and availability. Graffiti Action Plan to City Council The Graffiti Task Force will meet on January 14 to review the PSAC's comments and changes to the Graffiti Action Plan. The plan will then be finalized and presented for consideration by the City Council on Tuesday, January 27,2009. The Californian newspaper awarded the City with a "rose" for having the foresight to prepare an action plan based on measurable objectives, in an editorial on December 15, 2009 (included in the new clippings section). Memorial tree planting and "friends of the lake" monument Last fall, Lake Operations staff planted a memorial tree at Elm Grove day use beach area. An engraved "stake-mount" plaque has been made, but has not been set into the planting bed for fear of vandalism. The tree is currently dormant, so staff has recommended a dedication ceremony with LEMSAR in warmer weather (February or March). Looking back, Winn, 57, whose home was spared by the fire, said she probably didn't need all those ("\. things, especially the curling iron. "That was totally worthless," she said. "It's funny the things you pick up," The Inland region is no stranger to natural disasters, including fires, earthquakes and floods, and residents often have to evacuate their homes at a moment's notice. Authorities say it's crucial that homeowners have. a ready-to-go disaster kit. Jody Hagemann, a spokeswoman for Cal Fire/Riverside County Fire, said her family maintains a large trash bin filled with sleeping bags, medication, a change of clothing, tennis shoes, canned food, water, a solar-powered radio, a first-aid kit, batteries and important documents. She also maintains a drawer that contains other important items, including spare eye glasses, an accordion folder with bills, a disc with photos, an address book and plastic bags. Cal Fire has a section on its Web site, www.fire.ca.gov.. with more tips on preparing an evacuation plan. The American Red Cross Web site, ~_ww,redcfQs_s_.Qrg, also has evacuation tips, including a list of important papers evacuees should have ready to take with them: driver's license, Social Security card, proof of residence, insurance policies, birth and marriage certificates, stocks, bonds, wills and deeds. Winn said her family had set aside a briefcase filled with some of those important documents. But that stayed behind in the house. ("\. WILLIAMS - Staff Writer LAKE ELSINORE ---- Getting the word out to residents and businesses on how they can help fight graffiti and how the city can help them get rid of it ought to be the immediate priorities in Lake Elsinore's plan of attack on the scourge, public safety commissioners agreed Wednesday. Community outreach and education as well.as informing and .monitoring businesses about laws restricting the availability of materials used for graffiti are two of 10 recommendations in a draft plan crafted by the city's Graffiti Task Force and presented to the Public Safety Advisory Commission in its Wednesday meeting. The plan also calls for the city to standardize reports and responses to incidents, centralize its response system, establish a central data base and mapping system for tracking incidents, develop online formats for reporting graffiti and requesting service, and establish a camera surveillance program, among other strategies. . , . u Much of the plan is geared toward organizing various anti-graffiti activities and measures envisioned by the commission when the city adopted a strengthened anti-graffiti ordinance earlier this year. .
