SUBJECT: CITY WEB SITE PRESENTATION
BackQround
The City's new Web site was officially rolled out on January 5, 2009. Staff will
demonstrate several Web site features, and in particular, Public Safety, lake Safety,
Citizen Corps and Emergency Preparedness content. The Web site is a powerful tool to
promote open and transparent government in keeping with the City's e-gov initiative.
Discussion
The new Web site allows staff to generate content using a powerful Content
Management System. As a result, new Web page content, event announcements,
public meeting notices, calendar content, forms and more can be created, posted and
maintained in-house.
The PSAChas a special interest in using the Web for public outreach and public safety
education. Since the new Web site capabilities far exceed previous City e-government
efforts, staff is eager to use this new Internet resource to full advantage.
This month, additional safety-related Web site pages and content will be added, but this
is the first opportunity for the PSAC to review and comment on the Web site direction
thus far.

Fiscal Impact
The Web site project was funded under the Capital Improvement (CIP) for 2008-09 and
is currently on budget. Two service agreements represent the bulk of project
development costs. Vision Internet, Inc. is the primary contractor for the Content
Management System, Web support and hosting costs. Granicus, Inc. provides a video
streaming and archive engine under a separate agreement.
The CIP project budget, including first 12 months of support and hosting costs, is
summarized below. Parts Band C, recurring costs, are annual operating expenses;
hence, are not a part of the Web site CIP budget.

REPORT TO PUBLIC SAFETY ADVISORY COMMISSION
TO:
HONORABLE CHAIRMAN
AND MEMBERS OF THE PUBLIC SAFETY ADVISORY COMMISSION
FROM:

SUBJECT: LAKE ELSINORE CITIZEN CORPS COUNCIL INAUGURAL MEETING
~ UPDATE
(\
Backaround
The inaugural meeting of the Lake Elsinore Citizen Corps Council (LECCe). will be held
at 3:30 p.m. Wednesday, January 14, 2009. This item serves as a placeholder to hear
and discuss the meeting outcomes as observed by the Citizen Corps subcommittee
participants and Public Works Manager, Bill Payne, who is now overseeing the LECCC.
Discussion
Formation of the Lake Elsinore Citizen Corps and Citizen Corps Council were among
the PSAC goals for 2008. Several meetings were held last year by the Citizen Corps
subcommittee and staff to develop the Citizen Corps Framework and to put the plan into
action following approval by the City Council.
This item is an opportunity to discuss the latest in a series of significant milestones-the
first meeting of the new Lake Elsinore Citizen Corps Council.
Fiscal Impact
None.

JANUARY 14, 2009
SUBJECT: MANDATORY ETHICS TRAINING COURSE NOW ONLINE
TO:
FROM:
DATE:
n
AS 1234 requires each of you to complete two hours of ethics training every two
years. There are several training options available and in the past the City hired a
law firm to conduct the training for the City Council, the Commission members
and staff. There is an on-line training program that will allow you to satisfy the
requirements of AS 1234 and you can complete it in the comfort of your home.
And the part I like best is it is free!
The training may be accessed by the links below and at the end of the training a
certification of completion must be printed. This certificate will need to be siqned
by yOU and submitted to the City Clerk.
Links: http://localethics.fPPc.ca.qov
http://www.localethics.fpPc.ca.qov
I took the training program a couple of weeks ago during the evening to see how
it worked. It is straight forward and easy to use. You will need to be logged into
the program for a minimum of two hours and if you finish early you will need to
complete supplementary work in order to meet the two hour requirement so there
is no advantage to rush through the program. With each click of the page, there
is a gauge that shows the percentage of the program completed. There are
several tests that will need to be completed as you progress through the
program. You must get at least 80% of the questions in each test correct in order
to proceed to the next step.
Once you complete the traininq, print the certificate of completion and submit to
the Citv Clerk. The certificate should be submitted by January 30, 2009.
Please contact me if you have any questions.

PSAC CHAIRMAN AND COMMISSION MEMBERS

MARK DENNIS, INFORMATION/COMMUNICATIONS MANAGER
JANUARY 14, 2009
DATE:
SUBJECT: PSAC ASSIGNMENTS STATUS REPORT FOR JANUARY '09
Several ongoing projects involving PSAC are moving into place during the first
quarter of 2009:
(1
February PSAC Town Hall outreach meeting in Canyon Hills
Staff is working to set up a date that can accommodate participating LEUSD
Traffic Committee officials and Canyon Hills HOA and Neighborhood Watch
representatives. The proposed venue is either the multipurpose room of Canyon
Lake Middle School or Cottonwood Canyon Elementary School, subject to a
preferred date and availability.
Graffiti Action Plan to City Council
The Graffiti Task Force will meet on January 14 to review the PSAC's comments
and changes to the Graffiti Action Plan. The plan will then be finalized and
presented for consideration by the City Council on Tuesday, January 27,2009.
The Californian newspaper awarded the City with a "rose" for having the foresight
to prepare an action plan based on measurable objectives, in an editorial on
December 15, 2009 (included in the new clippings section).
Memorial tree planting and "friends of the lake" monument
Last fall, Lake Operations staff planted a memorial tree at Elm Grove day use
beach area. An engraved "stake-mount" plaque has been made, but has not
been set into the planting bed for fear of vandalism. The tree is currently
dormant, so staff has recommended a dedication ceremony with LEMSAR in
warmer weather (February or March). Plans for a permanent monument are
pending the midyear budget, since no funds have been designated for the
proposed flag pole and marker to be located at Seaport Boat Launch.

The Press-Enterprise
Mary Winn knew she had minutes to flee her home when thick smoke from a fast-moving fire engulfed
her Corona neighborhood last month, ' ,
She grabbed her medicine, the oxygen tank she needs to breathe and a few other items':: her 'knitting bag,
embroidery, a book and a curling iron.
Looking back, Winn, 57, whose home was spared by the fire, said she probably didn't need all those
("\. things, especially the curling iron.
"That was totally worthless," she said. "It's funny the things you pick up,"
The Inland region is no stranger to natural disasters, including fires, earthquakes and floods, and
residents often have to evacuate their homes at a moment's notice. Authorities say it's crucial that
homeowners have. a ready-to-go disaster kit.
Jody Hagemann, a spokeswoman for Cal Fire/Riverside County Fire, said her family maintains a large
trash bin filled with sleeping bags, medication, a change of clothing, tennis shoes, canned food, water, a
solar-powered radio, a first-aid kit, batteries and important documents.
She also maintains a drawer that contains other important items, including spare eye glasses, an
accordion folder with bills, a disc with photos, an address book and plastic bags.
Cal Fire has a section on its Web site, www.fire.ca.gov.. with more tips on preparing an evacuation plan.
The American Red Cross Web site, ~_ww,redcfQs_s_.Qrg, also has evacuation tips, including a list of
important papers evacuees should have ready to take with them: driver's license, Social Security card,
proof of residence, insurance policies, birth and marriage certificates, stocks, bonds, wills and deeds.
Winn said her family had set aside a briefcase filled with some of those important documents. But that
stayed behind in the house.
("\.
Hagemann said that's why it's important for families to have practice evacuation drills and for
evacuation kits to be readily accessible.

The 'Lump of Coal' award ,,' ,
., A raspberry to the hooligans who have
been destroying the Christtnas lights in the
Old Town TemecuJa holiday display.
Vandals have been cutting and u, nplug-
, ging some of the strands of bulbs that are
, wrapped around Old Town Front Street's
light standards. Some of the individual bulbs have
been pulled out, which blacks out the entire strand. ,
The result is gaps in about a half-dozen of the
strands of lights that make the light display look like
the equivalent of a big smile with several teeth
knocked out. " " .
The lights - 30,000 environmentally friendly,
diode bulbs - are part of the city's push to make the
sidewalks of Old Town Front Street glow with holi-
day cheer - and shoppers.
It seems that some people will always be destruc'
tive, no matter what the season. Whoever, is behind
this mindless destruction, we hope they get a big
lump of coal in their stocking this Christmas.
, The 'Keep Lake Elsinore BeaUtiful' award '
A rose to the city of Lake Elsinore for
taking a coordinated approach ,to its graffi' '
ti problem.
In March, the City Council passed an up-
dated anti-graffiti ordinance. That ordi.
nance increased pwrishment for offenders,
provided a $1,000 reward for inforrriation
leading to a conviction, clamped down on access to
spray paint, and broadened the city's latitude in
helping private property owners remove graffiti,
among other measures.
It also created the Elsinore Graffiti Task Force to
, come up with a more comprehensive plan to fight
graffiti. The task force's draft plan recommendations
would standardize reporting of and response to mci-
dents; create a centralized "rapid response" system;
, , establish a central database and mapping system '
that tracks incidents; develop on!ineformats for re- '
'porting graffiti and requesting service; exp""d out.
,reach imd education to businesses and residents,
imdtest the use of surveillance cameras.
Graffiti invites furtheflawlessness. We wish more
cities would follow Lake, Elsinore's lead by taking an
aggressive, no-nonsense approach to this perennial '
problem." , ,-

LAKE ELSINORE: Awareness key to graffiti fight, commissioners say
By MICHAEL J. WILLIAMS - Staff Writer
LAKE ELSINORE ---- Getting the word out to residents and businesses on how they can help
fight graffiti and how the city can help them get rid of it ought to be the immediate priorities in
Lake Elsinore's plan of attack on the scourge, public safety commissioners agreed
Wednesday.
Community outreach and education as well.as informing and .monitoring businesses about
laws restricting the availability of materials used for graffiti are two of 10 recommendations in
a draft plan crafted by the city's Graffiti Task Force and presented to the Public Safety
Advisory Commission in its Wednesday meeting.
The plan also calls for the city to standardize reports and responses to incidents, centralize its
response system, establish a central data base and mapping system for tracking incidents,
develop online formats for reporting graffiti and requesting service, and establish a camera
surveillance program, among other strategies. .
, .
u
Much of the plan is geared toward organizing various anti-graffiti activities and measures
envisioned by the commission when the city adopted a strengthened anti-graffiti ordinance
earlier this year. .
While the ordinance increased punishment for offenders, clamped down on access to spray
paint, and broadened the city's ability to help property owners remove graffiti, the city had
difficulty putting some of the provisions into effect because of a lack of a central database and
coordination among departments, according tothe plan's summary
Several commissioners emphasized that the city could make strides without spending a lot of
money, given current budget constraints, by aggressively educating the public about the
ordinance, particularly the offer to help with graffiti removal and a $1,000 reward offered for
tips leading to the arrest and conviction of taggers.. . . .
City officials need to get out brochures, make public appearances and take other 'actions at
schools, businesses and elsewhere on the penalties for perpetrating graffiti, restrictions on
materials and measures available to residents in fighting it. .
"I think it's real important that residents know we're making opportunities available to them to
make us aware of graffiti incidents," said Commissioner Nicole Dailey following the meeting.
"My hope is that this will allow residents some sort of ability to feel involved." U
The c9mmissioners praised the plan and directed city administrators to develop a-schedule
