EVANS, INTERIM CITY MANAGER DATE: JULY 10, 2012 SUBJECT: LAKE ELSINORE VETERANS MEMORIAL Recommendations It is recommended that the City Council direct staff to proceed with the development of a veteran's memorial located in the City Hall courtyard and return to the City Council with a final design and cost in September 2012. Furthermore, staff will include input to the design from veteran's groups in Lake Elsinore. Background At the April 24, 2012 City Council meeting there was a brief discussion about the creation of a veteran's memorial for Lake Elsinore residents that have served in the armed forces. On May 7, 2012, staff notified the City Council that research of potential design and locations for the veteran's memorial was being conducted and that we will return to the City Council meeting of July 10, 2012 with a recommendation for potential City locations and material cost estimates. Discussion In researching potential memorials, staff discovered that many veteran's memorials are constructed to be either inclusive of all U.S. conflicts or conflict specific and include only members of that specific community. Also, a majority of these civic veteran's memorials include representation of all five (5) branches of the military (i.e. U.S Army, Navy, Air Force, Marine Corps, and Coast Guard). Although a majority of these monuments did not include individual names, a common recognition avenue is "memorial bricks" paid for by the veteran's family. These typically include the service member's name, rank, and military branch and are placed around and within the vicinity of the monument. AGENDA ITEM NO. 12 Page 1 of 8 Lake Elsinore Veterans Memorial July 10, 2012 Page 2 Location In researching possible locations for the memorial, staff wanted to recommend to the City Council locations that were in close proximity to City Hall and would ensure adequate visibility. The following list represents possible locations that could serve as the location of a veteran's memorial. City Hall Courtyard- (Recommended) This area is approximately six - hundred (600) square -feet and is located directly in front of the entrances to City Hall. This area currently includes the United States, California, and POW /MIA flags and could be re- configured to accommodate a memorial. The City's Planning Division researched this area to verify that the newly adopted Downtown Master Plan (DMP) would not conflict with locating the memorial at this location. It was determined that the location would not conflict with the future design of Downtown Main Street as identified in the DMP. This location is recommended because it already has the three (3) flags and has the highest potential of being seen by residents and visitors. City Park City Park is approximately four (4) acres and is located at 243 S. Main Street and is approximately .09 miles south on Main Street from City Hall. City Park includes a central gazebo, shade structures, and expansive grass areas. Lakepoint Park Lakepoint Park is approximately twelve and a half (12.5) acres and is located at 420 E. Lakeshore Drive and is approximately .50 miles south from City Hall. Lakepoint Park includes expansive grass areas, shaded picnic areas, restrooms, and a concession stand. Design Granite memorials can be ordered in an array of different colors and cut and polished into any design that the City Council selects. Furthermore, any design and /or insignia can also be engraved on the surface. For example, numerous researched memorials also include a design (i.e. American flag, bald eagle, etc.) engraved on the surface. Memorial granite is quarried both domestically and abroad, depending upon the color. For example, the jet black granite used on many memorials (i.e. Vietnam Veterans Memorial) is only quarried in India, blue granite is quarried in Sweden, and charcoal granite is quarried in the United States and Canada. It should be noted that there are many other colors that the City Council may select and their origin(s) will change geographically depending upon where they are quarried. Page 2 of 8 Lake Elsinore Veterans Memorial July 10, 2012 Page 3 Once the size and shape is determined and the order placed, it takes anywhere from one (1) to six (6) months for the materials to arrive. The surface design does not have to be determined at time of order, as all engraving is completed domestically prior to final delivery to the memorial location. The cost of granite memorials vary and are associated typically to the size and type. For purposes of providing the City Council with a starting reference point, staff contacted two (2) different Southern California companies (Sun City Granite and Honor Life Inc.) that have extensive experience in veteran memorials. These companies provided us three (3) examples and associated costs. They are identified below: Example One (1) Example one (1) includes a rectangular slab that is seventy -two inches (72 ") high by forty -eight inches (48 ") wide and has a thickness of eight inches (8 "). The proposal sits on a matching granite base that is sixty inches (60 ") wide by fourteen inches (14 ") in depth. The proposed design includes the City's crest as well as a notation to all men and women who have served in our armed forces. It also contains the insignias of all five (5) branches of the military. The total estimate for the granite and design is $4,917.00 for the jet black granite (quarried in India) and $6,332.00 for the charcoal (quarried in the United States). These quotes do not include installation, as this cost cannot be determined at this point and varies depending on the area or structures that the City constructs to hold the monument (see attachment one). Example Two (2) Example two (2) includes a pentagon shaped slab that is seventy -two inches (72 ") high by forty -eight inches (48 ") wide and has a thickness of eight inches (8 "). The proposal sits on a matching granite base that is sixty inches (60 ") wide by fourteen inches (14 ") in depth. The proposed design includes the City's crest at the peak of the pentagon as well as a notation to all men and women who have served in our armed forces. It also contains the insignias of all five (5) branches of the military. The total estimate for the granite and design is $4,917.00 for the jet black granite (quarried in India) and $6,332.00 for the light charcoal black (quarried in the United States). Again, these quotes do not include installation, as this cost varies depending the area or structures that the City constructs to hold the monument (see attachment one). Example Three (3) Example three (3) includes an obelisk shaped slab that is sixty -six inches (66 ") high by twenty -four inches (24 ") wide and has a thickness of twenty -four inches (24 "). Any design and /or insignia that the City chooses can be included on the structure. The total estimate for the granite obelisk is $6,568 for the jet black granite (quarried in India) Page 3 of 8 Lake Elsinore Veterans Memorial July 10, 2012 Page 4 and $11,725.00 for the charcoal black (quarried in the United States). Again, these quotes do not include installation, as this cost varies depending the area or structures that the City constructs to hold the monument (see attachment one). Fiscal Impact Fifty- thousand dollars ($50,000) have been budgeted for a Lake Elsinore veteran's memorial for fiscal year 2012 -2013.
