EVANS, INTERIM CITY MANAGER DATE: JUNE 12, 2012 SUBJECT: PURCHASE AUTHORIZATION FOR SERVER VIRTUALIZATION HIGH AVAILABLITY SOLUTION Recommendation It is recommended that the City Council waive the informal- bidding process and authorize the Interim City Manager to sign and issue a purchase order for the amount of $17,249.33 to Nth Generation Computing, Inc., a VMware certified vendor, to acquire and install the necessary hardware and software required for a high availability server solution. Background Consider upgrading existing Server Virtualization Solution to include high availability and load balancing capabilities to eliminate server downtime, improve disaster recovery, and reduce maintenance cost. Discussion Server Virtualization is a widely accepted proven technology that allows multiple software generated virtual servers to be created on a single physical server machine. By sharing the physical resources amongst the virtual servers, the ROI and hardware efficiency on the physical server is greatly increased. Information Technology Division (IT) strategized a two phased virtualization solution to achieve high availability in which virtual servers have failover capabilities and provide load balancing of CPU demand. The City received a quote for Phase 2 which consisted of a Hewlett Packard (HP) secondary server, VMware software upgrade, installation, configuration, and migration of the City's Microsoft Exchange Email server to a virtual environment through Nth Generation Computing, Inc. With the Storage Area Network System (SANS) upgrade approved in April 2012 and implementation of High Availability Virtualization Solution Phase 2, the City is strategically positioned to acquire and implement newer enterprise technologies that would benefit the staff and community. Fiscal Impact The purchase price is $17,249.33, including tax and installation, as shown in the attached quote (Exhibit A). Sufficient funding is available in the IT Budget Fiscal Year 2011 -2012. Consistent with the City's practice of making information technology purchases under the California Municipal Awards Schedule (CMAS), Hewlett Packard (HP) hardware qualifies for purchase under the state and local government CMAS or WSCA pricing schedule. Both CMAS and Western States Contract Alliance (WSCA) pricing ensures competitive pricing at Government Services Administration (GSA) rates. HP's 5 year warranty service also helps keep the City's cost of repairs and maintenance down. This purchase is exempt from the City's purchasing policy requiring informal bids because it is in the best interest of the City to use CMAS or WSCA government pricing for information technology purchases.
