It is recommended that City Council receive and file this report Background The International Council of Shopping Centers (ICSC) is the global trade association of the shopping center industry. ICSC's Recon, Trade Exposition and Leasing Mall brings together more than 30,000 developers, owners, retailers and site selectors. Staff partnered with the Riverside County EDA and the Elsinore Valley Chamber of Commerce to attend the May conference and take advantage of a unique opportunity to meet face to face with the decision makers of retail companies we desire to locate in Lake Elsinore. In preparation for the conference staff purchased branded flash drives as a new marketing tool. Staff researched, compiled and loaded the following information on the flash drives: • Map of all available retail sites for lease or sale • Spreadsheet of all available retail sites for lease or sale o Square footage available o Lease /sale status o Lease /sale price • Broker brochures of all available retail sites • Buxton Retail Site Assessment o Drive -time trade area defined ICSC Recon Conference 2010 June 8, 2010 Page 2 o Trade area demographics o Trade area psychographics o Leakage analysis of trade area • Market Profile - Diamond Center 3- 5- 9/15 -25 -50 Analysis • Market Profile - 1 -15, Hwy74 3 -5 -9 Market /15 -25 -50 Analysis • Lake Elsinore Citywide Demographic Report • Map of projected residential build -out • 1 -15 Traffic Counts • Lake Elsinore Visitor Stats 2011 • Regional Attractions Map • Sales Report 2011 -12 • Storm/ Skydive Elsinore Promo Video • State of the City /Living the Dream 24 video In addition, Staff compiled four hardbound books for use at the conference booth Discussion Staff met with twenty -one company site selectors, two real estate developers and left packets with an additional fifteen companies we were unable to set meetings with. Through conversations with retailers and other attendees, staff concluded that companies are becoming more optimistic about the rebound of building and retail sales. Meeting recap is as follows: • 1 National brand department store o Interested in 115 /Central location • 1 Telecommunications retail store o Interested in 115 /Central location o Wants display sign information • 1 Restaurant supply store o Interested in 115 /Central location o Staff is pulling together additional traffic count and display sign information • 2 Site developers o 1 interested in possible rehab of existing center o 1 interested in future development plans • 1 Pharmacy o Has previously approved a Lake Elsinore site • 11 Casual food restaurants o 1 felt California expansion is 2 — 3 years out o 1 felt our demographics were not a good match o 3 are very interested in Lake Elsinore • 1 will work with known franchisee to expand into City • 1 will be touring Lake Elsinore this month with possible franchisee ICSC Recon Conference 2010 June 8, 2010 Page 3 o 3 felt Lake Elsinore is a good location • Need franchisees o 3 showed possible interest • 1 Auto service concept o Interested in Lake Elsinore o Staff providing additional information • 1 Child care center o Staff providing additional information • 1 Franchised small department store concept o Will work with City & Chamber to find franchisee • 1 Hardware store o Needs franchisee • 1 Children's store o Felt our demographics were not a good match • 1 Specialty grocer o Staff providing additional information Staff /Chamber are following up with all the companies met and are providing additional company specific information. • 12 follow -up packets /letters sent • 6 responses received back Staff also recognized the need to find qualified franchisees and in partnership with the Chamber will be conducting a "Franchise Workshop" to be held August 22, 2012.
