HomeMy WebLinkAboutCity Council Agenda Item No. 7CI'I'Y LA 1- �O ICE REPORT TO CITY COUNCIL FROM: TOM EVANS, INTERIM CITY MANAGER DATE: MAY 22, 2012 SUBJECT: PROPOSED FENCING, LIGHTING AND LANDSCAPING IMPROVEMENTS TO THE FRONTAGE AND ENTRYWAY OF LA LAGUNA RESORT & BOAT LAUNCH Recommendations 1) Award Job Task #1 for the Purchase & Installation of Vinyl Fencing for Shoreline Safety to the lowest responsive bidder and authorize the City Manager to execute a purchase requisition. 2) Approve expending funds from the General Fund unallocated revenue for the installation of frontage and entryway fencing, as well as lighting and landscape improvements in an amount not to exceed of $105,000. 3) Award Job Task #2 for the Purchase & Installation of Vinyl Fencing to the lowest responsive bidder and authorize the City Manger to execute a purchase requisition. Background Staff assessed the existing condition of the post & rail fencing at the City's La Laguna Resort that runs along Highway -74 /Riverside Drive and down the entry roadway to the new Boat Launch facility. Staff recommends this fencing be replaced to improve aesthetics and pedestrian safety. There's only one chance to make a good first impression upon visitors to the City's new La Laguna Boat Launch. The first impression to the City's new Boat Launch begins with a drive along Highway -74 and continues down the entry roadway to the new Boat Launch facility. Staff believes an investment in new fencing for the La Laguna Resort would make a remarkable difference in the overall impression of the new Boat Launch. A good local example is the Lake Elsinore Motocross Park, in which visitors are impressed by the facility as a whole, but especially the thousands of feet of shiny vinyl fencing that outlines the park setting. AGENDA ITEM NO. -, Page 1 Improvements Laguna Resort May 22, 2012 Page 2 The opening of the Boat Launch will greatly increase the number of overnight stays at the Resort. City Staff believes a safe pedestrian path needs to be created from the interior of the Resort to the entry roadway to the crosswalk located at Highway -74 and Lincoln Street. At the same time, the Resort must be secured to prevent illegal trespassing. Trespassing can lead to unsafe and unauthorized use of campsites by large groups. Creating a safe pedestrian path can be accomplished by improving the existing pedestrian route between the interior chain link fence and new vinyl fencing. Two new entryway monuments have been ordered with the inscription "City of Lake Elsinore - La Laguna Resort & Boat Launch" cast in stone. Staff proposes installing lights to illuminate the monuments at night and to install a large half - moon planter full of flowers directly in front of the monuments. Discussion Part of the Shoreline Safety Plan for the La Laguna Resort calls for the installation of 1,072 feet of fencing along the entry to the shoreline area for the purpose of channeling visitors past important safety information signs. It is imperative that this safety fencing is installed prior to the opening of the Boat Launch facility. Staff has specified the CertainTeed Bufftech vinyl post & rail fencing, with its unique wood grain textured finish, in order to maintain the theme of a Craftsman style resort and to provide for a low maintenance fencing system. City Staff has requested quotes from five authorized dealers /installers of the manufacturer that hold a valid Class C13 license from the Contractors State License Board. The quotes are due on May 17 at 2:00 pm. The preparation of this Staff Report is prior to the due date for the quotes; therefore, the quotes will be presented to the City Council at the meeting on May 22. Fiscal Impact Approval of this item will result in expenditures in the not to exceed amounts listed below. • Shoreline Safety (1,072 LF) Fencing = $ 25,000 • Staff Demolition of old Fencing = $ 15,000 • Frontage & Entryway (3,796 LF) Fencing = $ 80,000 • Lighting of Monuments = $ 5,000 • Landscape Improvements = $ 5,000 Total = $130,000 The Shoreline Safety fencing, in the amount of $25,000, was previously budgeted during the first fiscal year budget report on November 8, 2011.
