EVANS INTERIM CITY MANAGER IATE: MAY 8 2012 SUBJECT: LANDSCAPE PLAN CHECK AND INSPECTION SERVICES SELECTION OF CONSULTANT FOR FISCAL YEAR 2012-2013 UMMOS, 0 • • The Cit of Lake Elsinore has been utilizin consultant firms to assist with landscape plan check and inspection services for the Communit Development Department for a number of y ears. Currentl Sustainable Civil En Solutions, Inc. (SCEs) performs landscape plan check and on-site landscape and irri inspection services for all project submittals. On occasion, the consultant also attends Development Review Committee (DRC) meetin Ii k-fsi I 1 As established in the previous fiscal y ear (FY) 2011-2012, the a for landscape contract services coincide with the Cit bud c The contract, if approved, would extend SCES services throu FY 2012-2013, and would be open for renewal in June 2013. The proposed draft contract calls for a rate not to exceed 75% of the plan check and inspection amount collected for each project. An plan check exceedin three reviews would be billed on a time and material basis. For those applicants that want their project "fast tracked," the project will be billed up to 1.5 times the normal rate. Pa 13 of the attached Proposal for Professional Consultin Services contract provides a breakdown of SCES's fee rates. The total amount billed b the consultant so far this FY is approximatel $35,000. Consultant possesses the skill, experience, abilit back certification and knowled to provide the services described in this A on the terms and conditions described herein. C. Cit desires to retain Consultant to render professional consultin services and related work as set forth in this A AGREEMENT 1. Scope of Services. Consultant shall perform the services described in the "Scope of Services" attached as Exhibit "A" and incorporated herein b reference. Consultant shall provide said services at the time, place, and in the manner as specified in Exhibit "A", subject to the direction of the Cit throu its staff. 2. Time of Performance. The services of Consultant shall commence upon execution of this A and shall continue for a term of three (3) y ears unless earlier terminated pursuant to Section 6 of this A Cit ma evaluate Consultant's performance annuall 3.
