Discussion All full-time Cit of Lake Elsinore emplo except executives, mana and other non-union emplo are represented b the United Public Emplo of California, LIUNA Local 777 ( An a between the Cit Council and the emplo represented b the Union has been documented in a Memorandum of Understandin (MOU) for the period of Jul 1, 2011 to June 30, 2013. Non-union emplo are covered b various resolutions, memorandums or side a The Cit Mana and Cit Clerk are non-union positions. However, the are chosen b the Cit Council and the compensation and benefits of their positions are detailed in their emplo contract. The positions which are considered "non-union" for this discussion are as follows: Executives (Directors Director of Administrative Services Director of Communit Development (Actin Director of Lake, Parks and Recreation Director of Public Works A6LA DA.AEM-140- 12 Pa 1 of 16 Review of Specific Benefits for Non-Union Emplo April 24, 2012 Pa 2 Manaaement Buildin and Safet Mana (Vacant) Finance Mana (Vacant) Lake, Parks and Recreation Mana (Actin Plannin Mana (Vacant) Public Works Mana (Vacant) Other Non-Union Positions Human Resources Administrator Public Works Superintendent The vacation, sick leave and administrative leave benefits for these non-union positions are as follows: Directors Resolution No. 88-1, states that for Executive emplo (Directors) "there shall be no maximum vacation accrual." This resolution was adopted in Januar 1988. The current maximum vacation accrual for Union emplo is three y ears, which ran between 288 hours to 528 hours based on y ears of service. The attached memorandum dated Au 20, 2009 discusses the maximum vacation accrual and the vacation da earned based on y ears of service for Union emplo Mana-gersl Other Non-Union Positions Mana and all other non-union positions fall under the same maximum vacation accrual as Union Emplo All unused vacation accrual is paid out upon separation from the Cit for both non-union and union emplo Sick Leave Directors, Managers & Other Non-Union Positions Directors, mana and all other non-union positions have the same sick leave benefits as union emplo Emplo who end their emplo with the Cit for an reason shall be compensated in cash for unused sick leave at final rate of pa based on the followin 0 to 2 y ears None 2 to 10 y ears 50% 11 to 17 y ears 75% 17 or more y ears 100% Pa 2 of 16 Review of Specific Benefits for Ron-Union Emplo '® 24, 2012 Pa 3 Administrative Leave Directors Directors receive 90 hours of administrative leave per y ear. Mana Other Non-Union Positions Mana and all other non-union positions receive 63 hours of administrative leave per y ear. Administrative leave is to be used before the end of each fiscal y ear. There is no carr accrual for unused leave time. However, directors, mana and non-union emplo are allowed to cash out an unused administrative leave before fiscal y ear end. Administrative leave is normall provided to exempt emplo in lieu of overtime pa a a Comparison wieth Nearby C ies Staff contacted the cities of Perris, Murrieta and Temecula to compare their vacation, sick leave and administrative leave policies. The results were as follows: Vacation/ Annual Leave: The cities of Murrieta and Temecula combine their vacation and sick leave and call it annual leave. The cit of Perris has separate vacation leave. All the cities had a maximum accrual for their vacation or annual leave time. The maximum leave accrual for all executive and mana positions was between 336 hours and 644 hours based on y ears of service. All unused vacation or annual leave is paid out upon separation from the cit Sick Leave: The polic for sick leave for the cit of Perris follows the same pattern as the cit of Lake Elsinore, with cash pa at separation based upon y ears of service. Administrative Leave All the cities listed above offer administrative leave to their executive and mana positions. The amount of leave time varied between 40 hours and 120 hours annuall One cit allows the unused administrative leave to be cashed out at the end of the fiscal y ear. Another cit allows the unused leave to be carried over with a maximum administrative leave accrual between 340 and 420, based on position. In a third cit the unused leave is forfeited at the end of the fiscal y ear. Fiscal Impact There is no direct fiscal impact from the recommendations in this report.
