This matter was continued from the April 10th re meetin The Cit Council has
previousl directed the Cit Attorne to re proposals from two executive recruitin
firms for the purpose of recruitin a permanent Cit Mana

The Cit has received two proposals.
Bob Murra & Associates has submitted a proposal which is attached. The Murra firm
estimates a 16 week recruitment process and calls for pa of $17,500 plus
expenses estimated at $6,800.
A second recruitin firm, Slavin Mana Consultants, has also submitted a
proposal which is attached. The Slavin firm estimates a 60 to 90 da recruitment
process and calls for pa of $15,330 plus expenses not to exceed $8,432.
Both firms appear to be well q ualified and the difference in the respective cost proposals
is not si ( $535 ) . Details concernin the proposed recruitment teams,
experience and recruitment approach can be found in the attached proposals.
Fiscal Im pact
The Murra firm proposal is $24,300; the Slavin firm proposal is $23,765.

Cit Mana Outlined below are the ke steps in out recruitment process.
STEP 1 DEVELOPING THE CANDIDATE PROFILE
Our understandin of the Cit of Lake Elsinore's needs will be ke to a successful search.
We will work with the Cit Council to learn as much as possible about the or
expectations for a new Ci Mana We want to learn the values and culture of the
Ity
or as well as understand the current issues, challen and opportunities that face
the Cit of Lake Elsinore. We also want to know the Cit Council's expectations re
the knowled skills and abilities sou in the ideal candidate and will work with the Cit to
identif expectations re education and experience. Additionall we want to discuss
expectations re compensation and other items necessar to complete the successful
appointment of the ideal candidate. The profile we develop to at this sta will drive
subse recruitment efforts.
STEP 2 ADVERTISING CAMPAIGN AND RECRUITMENT BROCHURE
After g ainin g an understandin of the Cit of Lake Elsinore's needs, we will desi an
effective advertisin campai appropriate for the Cit Mana recruitment. We will focus
on professional journals that are specificall suited to the Cit Mana search. We will also
develop a professional recruitment brochure on the Cit Council's behalf that will discuss
the co t or position and compensation in detail. Once completed, we will
mail the profile to an extensive audience, makin them aware of the excitin opportunit
with the Cit of Lake Elsinore.
STEP 3 RECRUITING CANDIDATES
After cross-referencin the profile of the ideal candidate with our database and contacts in
the field,, we will conduct an a outreach effort, includin makin personal cans to
prospective applicants, desi ned to identif and recruit outstandin candidates. We
reco that the best candidate is often not lookin for a new j ob and this is the person we
activel seek to convince to become a candidate. A marketin the Cit Mana
position to prospective candidates will be essential to the success of the search.
STEP 4 SCREENING CANDIDATES
Followin the closin date for the recruitment, we will screen the resumes we have received.
We will use the criteria established in our initial meetin as a basis upon which to narrow
the field of candidates.
STEP 5 PERSONAL INTERVIEWS
We will conduct personal interviews with the top 10 to 12 candidates with the g oal of
deter mi*nw* which candidates have the g reatest potential to succeed in y our or

STEP 6 PUBLIC RECORD SEARCH
Followin the interviews, we will conduct a review of published articles for each candidate.
Various sources will be consulted includin Lexis- NexisTM, a newspaper/ma search
en Gog and local papers for the communities in which the candidates have worked.

STEP 7 RECOMMENDATION

STEP 8 FINAL INTERVIEWS
Out y ears of experience will be invaluable as we help y ou develop an interview process that
ob assesses the q ualifications of each candidate. We will adopt an approach that fits
y our needs, whether it is a traditional interview, multiple interview panel or assessment
center process. We will provide y ou with su interview q uestions and ratin forms
and will be present at the interview/assessment center to facilitate the process. Our
expertise lies in facilitatin the discussion that can brin about a consensus re the
final candidates.
We twill work closel with y our staff to coordinate and schedule interviews and candidate
travel. Our g oal is to ensure that each candidate has a ver positive experience, as the

PROFESSIONAL FEE AND Ex DENSE S
The consultin fee for conductin the Ci Mana recrw*ttnent on behalf of the Cit of
Lake Elsinore is $17,500 plus expenses. Services provided for the fee consist of all steps
outlined in this proposal includin three ( 3) da of meetin on site. The Cit of Lake
Elsinore wiR be responsible for reimbursin expenses Bob Murra & Associates incurs on
y our behalf. We estimate expenses for this project to be $6,800. Reimbursable expenses
include such items as the cost of travel, clerical support, placement of ads, credit,

SMC'S RESULTS - ORIENTED PROCESS
SMC uses a "critical path" search process which allows its clients to focus their attention
on the selection process rather than on identif recruitin screenin and

opportunities to be mana b the next Cit Mana and the job re and
selection criteria.

SMC will submit a written pro report on the semi- finalists and meet With the client to
discuss this report. T 10- 15 semi-finalists are included in the pro report.
The pro report will summarize each semi- finalists' experience and education. The
report will also include a screenin of semi-finalists a the selection criteria and j ob
re contained in the recruitment profile. This screenin will be based on:
• a review of resumes and cover letters;
• SMC's phone interviews of semi-finalists;
• semi-finalists' responses to a supplemental q uestionnaire that provides additional
information about semi-finalists' mana st writin skills, and how
closel their experience relates to the selection criteria and job re in
the recruitment profile; and
• SMC's knowled of semi-finalists' work performance and the q ualit y of the
or and communities in which the have served.
The pro report will also include the semi-finalists' current salar At SMC's meetin
with the client, the client will select the finalists to interview usin SMC's candidate

4. Conduct back invesH Isite visits on finalists
SMC will conduct back investi and site visits on the finalists. In order to
better assess the finalists' mana st and interpersonal characteristics, SMC will
personall interview each in his or her present work environment while protectin the
finalists' confidentialit SMC will closel examine each finalist's experience.,
achievements, mana st and interpersonal skills in relation to the recruitment
profile's selection criteria.
SMC's back investi include detailed and extensive reference checks
which cover a minimum period of ten y ears. SMC will interview the references provided

6. Facilitate emplo of selected candidate

Consultant Travel: The client pa direct costs for all necessar consultant travel usin
lowest available air rates, corporate hotel rates at moderatel priced properties
(Holida Inn or e rental cars usin the corporate discount, and normal meals.
The client controls these costs in the followin wa 1) the client pre-approves all work
plans includin all consultant and candidate travel; and 2) when appropriate, the
consultant will work on more than one search when travelin and will therefore allocate
costs to multiple clients.
Office Costs: telephone ($350 flat fee, billed in two installments), fax, posta copier,
and deliver costs.
Advertisin t approximatel $2,500. The client controls these costs because the
advertisin pro will be approved b the client prior to implementation.
Expenses for the executive search project described in this proposal will not exceed 55
percent of the professional fee ($8,432). The cost for finalists to travel to the client's

Should the client's needs result in an increased project scope that si increases
consultant travel and/or advertisin costs, it ma be necessar to increase the expense
bud for the project. The client's liabilit to Slavin Mana Consultants for
services rendered under this a will not exceed the a upon price unless
an increase is authorized b the client in writin
SMC will submit monthl invoices for fees and expenses. It is SMC's practice to bill 30
percent at the start of the search, 30 percent at the end of thirt da 30 percent at
the end of sixt da and the remainin 10 percent shortl after the time that the
candidate accepts the position. Expenses will be billed in addition and shown as a
separate fi Each invoice will be pa upon receipt.
SMC will compl with all applicable laws, rules, and re of federal, state, and
