Recommendation: It is recommended that the Cit Council review the Fiscal
Year 2011-12 proposed adjustments and provide direction to staff accordin for

Director of Administrative Services Rile provided an overview of the proposed F
2011-2012 Mid-Year Bud ad I
Commissioner Elizabeth Dana, Public Safet Advisor Commission (PSAC), re
additional funds for the PSAC annual bud of $10,000 and the creation of a Citizen's
Patrol Pro She stated the additional funds would g o towards marketin and
advertisin for the g raffiti- awareness pro a phone application pro allowin
citizens to report issues, and lastl additional Q-Star cameras. She re the
Council's consideration to implement a Citizen's Patrol Pro which would assist the
Police Department with a variet of services.
Ma Pro Tern Hickman commented on the following
• He in how man liens have been placed on foreclosed homes. Fred Lopez,
Senior Code Enforcement Officer stated that the Cit does not record a lien on
foreclosed homes but rather records a notice of non-compliance a the
properties.
• He asked if an funds were set aside for the animal shelter. Cit Attorne Leibold
stated that there wasn't the need for an ad relatin to the Animal Shelter.
• He asked about business licenses and when did the Cit start char $6.50 per
emplo Director Rile stated that the Cit implemented a new s however
there hasn't been an chan to the Cit ordinance or code.
• He asked if the Council could consider settin aside funds for a Fourth of Jul
Fireworks event.
Council Member Melendez commented on the followin
• She asked wh the business license fee included a char of $6.50 per emplo
Director Rile stated that businesses are allowed up to five emplo and an
number over five would tri an increase to $6.50 per emplo He stated that
the fees are outlined in a Cit Council Resolution which was adopted in 1991.
• She discussed the PSAC idea of the Bount Pro and how it would be enforced.
Police Chief Fontneau stated that the tip would be rela to the Police Department
and the information would be delivered to the policin officers who would investi
the tip. If the tip results in an arrest and conviction, then the person providin the tip
would receive a $1,000 reward.
• She stated she spoke with representatives from Southern California Edison and the
advised her of a Communit Grant Pro where funds are issued for special
pro or events such as the Fourth of Jul Fireworks event. Interim Cit
Mana Kilro stated that he would draft a letter to Edison.
• She q uestioned the title and j ob description of Mana Anal Director
Morelion stated that the previous j ob title was RDA Anal however since the RDA
was abolished, the job title was chan He stated that the Mana Anal
position does not g et an increase in salar it's just a title chan Council Member

Cit and their effectiveness. Police Chief Fontneau indicated that one of the cameras
recentl took 90 pictures of activit at a Cit park however onl two of the pictures
were useable. He stated staff is currentl lookin at a new camera s which is
used in other cities, and is more advanced than the current Q-Star s

protection the carr and are the insured. Commissioner Dana stated that PSAC is
in the process of preparin a presentation for Council and the details of the pro
will be available shortl
• He re a report from staff re the 58% increase for the Animal Shelter
includin staff titles and salaries.
Council Member Ma commented on the followin
• He spoke of the Citizen's Patrol Pro and how it was discussed b PSAC on
Februar 28, 2012. He indicated that PSAC re the pro be reviewed b
Cit Council for consideration. He stated the idea has merits; however, police
staffin needs to be increased first before supportin the pro
• He stated PSAC has expressed ideas of workin with the School District to resolve
the g raffiti issues, which includes sendin home packets to the parents that
discloses the laws a g raffiti and the fines associated. He also spoke of the
bount pro and believes that these two pro should be approved
immediatel
• He spoke of the non-compliance fines placed on foreclosed homes, and althou
the Cit is receivin a substantial return from the fines, there needs to be a ceilin
limit. He su havin the Ordinance come back to Council for a re-
consideration.
• He in as to the cost of promotin the Buildin Inspector to Actin Buildin
Official. Actin Communit Development Director Morelion answered 5% increase
for workin out of class and explained that the g oal is to use some of the saved
funds to hire a contract Buildin Inspector which staff has bud $30,000.
• He noted of the re from Public Works to hire a Graffiti Technician, he
su approvin the re Director Seumalo stated the position would be
considered part time from now to Jul 1, 2012.
• He su further discussion for a phone application durin the Joint Stud
Session scheduled for April 10th.

• He noted the upcomin Joint Stud Session with PSAC and Cit Council on April
1 oth and the Citizen's Patrol Pro could be discussed at that time.
• He expressed his concerns with the g raffiti issues, and no plan to prevent it.
• He re consideration of purchasin a new Fire Truck in the 2012-2013
Bud and hirin two motorc police officers.
In Summar the Cit Council recommended the bud adjustments to include, hirin a
new Graffiti Technician and a part-time Office Specialist for the En
Department; promote the Cit Mechanic to Chief Mechanic; removin from the list the
purchase of two new Tablet Computers for Code Enforcement; and remove the re
for $25,000 to purchase the phone s for the EOC; directed staff to look into
purchasin a new microphone s for the Cultural Center; approve the LERA
improvements; and brin back for further discussion the purchase of iPads for Cit
Council; as well as the advertisin and communit promotions for PSAC.

Director Seumalo stated that the Public Hearin was scheduled to allow the public the
opportunit to object to the Cit Weed Abatement Pro No public comments were
received. There bein no objections, Ma Tisdale closed the Public Hearin at 7:59
p.m.
(6) Public Hearin Abandonment of Prope Acquired for Pu of a Public Park

Recommendation: It is recommended that the Cit Council:
A Conduct a public hearin as noticed and overrule an objections to the
abandonment of the 4.8 acre site, if there are an and order the transfer
of the site pursuant to the terms of the Park Implementation A
and
B Approve the form of the Park Implementation A and authorize
the Ma to execute such a subject to an minor modifications
as ma be approved b the Cit Attorne and

Ma Tisdale opened the Public Hearin at 8:00 p.m. Cit Attorne Leibold provided a
review of the item to Council.
Council Member Melendez asked when the first phase would be completed. Mr. Mitchell
of McMillin Summerl stated that he anticipates the first phase to be completed within
three y ears and the second phase within five y ears. Ma Tisdale closed the Public
Hearin at 8:03 p.m.
Ma Pro Tern Hickman pointed out that the Lake Elsinore Unified School District and
McMillin Summerl are evaluatin the possibilit of combinin the 4.8 acre site with the
ad parcel to provide an expanded school site.
Cit Attorne Leibold stated under the Cit Park Fee Ordinance there is a fee for each
buildin permit issued for ever residential unit that is released. She stated in exchan
for the fee the developer provides park improvements and that McMillin Summerl have
dedicated the park land and have been improvin the site. She indicated the developer
will receive an in-lieu park credit.

Council Member Melendez asked for clarification as to wh Conditional Use Permit
(CUP) was re for bars, pubs, cocktail loun and hookah bars. Director Morelion
stated that the Plannin Commission debated on allowin the uses at all, as the were
concerned with the compatibilit Council Member Melendez stated she wasn't sure as
to wh the Commission was concentratin so much on specific uses of the code and
that when she looked at the uses that are allowed, it seems that the uses in the
Residential — Mixed Use zone are limited. Plannin Consultant Donahoe explained that
when there are mixed uses, protection of the residents who live in the area is the
priorit
Ma Pro Tern Hickman asked if an is interested in buildin Commercial in that
area. Plannin Consultant Donahoe indicated that there is an interested part for the
Downtown area. She stated that it is staffs g oal to make Downtown vibrant, and support
the Cit Housin Element.

Ma Tisdale opened the Public Hearin at 8:19 p.m. Plannin Consultant MacHott
presented the Plannin Commission's recommendation to Council.
Mar Venerable and Gar Washburn spoke in favor of the ordinance. Mike Mathews
spoke of his concerns; he stated trust and honest are ke elements and re
staff to continue communications and provide an accurate accountin of both the g ood
and bad of the annexation. Joe Rhodes, resident within the proposed pro area
expressed his concerns with the zonin of R-1 and would rather see Medium Densit
Everett Manfredi asked to keep the findin of the General Plan which was adopted in
2011, for the 11.5 acres to be Medium Hi Residential. Ma Tisdale closed the
Public Hearin at 8:37 p.m.
Council Member Ma stated that this annexation is lon overdue. He stated that
Ms. Venerable's comments were correct and that the Cit should respect the propert
owner's ri to continue their rural life st He stated, with re to Cambern and
Third Street, he understands the concerns that were raised but feels there should be
some sort of transition; althou he can't support Hi Densit Residential. He stated
that he could support movin forward with the annexation with the one amendment to
Medium Densit Residential.
Council Member Melendez stated that she was surprised to see that the zonin
chan She stated she would have preferred that the zonin remained the wa it was
back in December 2011, and would concur with Council Member Ma su of
Medium Densit rather than R-1. She noted that the staff report refers to a conversation
with a propert owner Debbie Clark, and asked what the conversation was re
Plannin Consultant MacHott stated that Ms. Clark was concerned with the proposed
commercial area, which is across from her land. Ma Pro Tern Hickman concurred
with chan the R-1 alon Cambern to R-2.

Council Member Melendez asked what would happen if someone placed a container o
someone else's propert without a permit and there was no contact name or number o
the outside of the container. Director Morelion stated if the container was on cit

containers. Cit Attorne Leibold stated that staff could add a provision that states an

communit and would prefer not to see that permit fees be applied as lon as the
owners of the container can prove that the are a non-profit or

Recommendation: It is recommended that the Cit Council receive and file these

Director Rile provided an overview of the project to Council.
Council Member Melendez noted that this would be the seventh y ear that the Cit has
used White, Nelson, and Diehl Evans LLP and asked when their contract expires.
Director Rile stated that their contract expires after this audit; he offered that staff has
considered preparin a Re for Proposals { R1=P j or extendin the contract for
another y ear, but that would be a Cit Council decision. Council Member Melendez
su that Council select two areas each y ear for a separate audit.
Ma Tisdale noted that the item before Council is to receive and file.
(14) Mid-Year Status Report on the Fiscal Year 29011-12 Bud
Recommendation: It is recommended that the Cit Council approve the Fiscal
Year 2011-12 mid- bud adjustments.
