MOTION was made by Commissioner O'Neal and seconded by Commissioner
Mendoza approving the October 20, 2009 Regular Planning Commission Minutes.

improvements info" °reach of the constructed residences. Living Smart would be
defined as being` "EnergySmart," "EarthSmart," "WaterSmart," and "HealthSmart,"
and are intended to promote health, and conserve energy, water, and other vital
resources.
City Planner Coury advised the Commission that the applicant and their team would
be providing a PowerPoint presentation to the Commission and would be available
to answer any questions.
Mike Taylor, representing Pardee Homes introduced his staff to the Commission.

Matt Sauls, Marketing Director for Pardee Homes stated he manages the Inland
Empire and San Diego offices and this is the first time Pardee Homes has offered
this type of home to the area. He pointed out some features included in the homes
such as recycled cabinets in the kitchen, carpet made of recycled materials, energy
smart appliances, water efficient features and offer front yard drought - tolerant
landscaping.
Vice -Chair Gonzales requested any speakers to speak either for or against the
project. There being no public speakers, Vice -Chair Gonzales closed the Public
Hearing at 6:14 p.m. and brought the discussion back to the % - ' for Commissioner's

Commissioner Mendoza asked if the model homes would have the solar panels and
when would the models be ready.
Ron Nugroho, replied by saying the single story model would have the solar panel
added and the models would be available in February 2010. I

Zanelli to adopt Resolution No. 2009 -52, adopting findings that the project is exempt
from the Multiple Species Habitat Conservation Plan (MSHCP).

• He advised the Commission that Walgreens has officially submitted their application
to construct a Walgreens Pharmacy at the corner of Mission Trail and Diamond
Drive.

• He stated staff processed a CEQA contract approving environmental review of a
commercial development to be located on the vacant parcel across from Chili's
Restaurant at Central and Cambern.
• He thanked Vice -Chair Gonzales for his participation in the Census Count
Committee, which had there kick off meeting last week at the City Hall.
• He advised the Commission that the Water Efficiency Ordinance would be coming
before the Planning Commission on November 17`
• He advised the Commission that the Community Development Block Grant Funding
(CDBG) would be presented before the City Council t recommend sidewalk
improvements near Elsinore Elementary School, upgrads" the Senior Center,
upgrades to the Lake Community Center and find g for the City's Code

drafted to be consistent with the State Ordinance. The City could make further

It was the consensus of the Commission to adjourn to the November 17, 2009,
Regular Planning Commission meeting at 6:00 p.m. located at 183 N. Main Street,
Lake Elsinore, CA. 92530.
