~ REPQRT TO CITY CQUNCiL TQ: H©NQRABLE MAYCIR AND COUNCiLMEMBERS FROM: PAT KIi.ROY, INTERIM CITY MANAGER DATE: APRIL 10, 2012 SUBJECT: RENAMING AND REBRANDING of LERA CAMPGROUND _B„a,ckground City Staff is preparing specifications for two entryway monuments at the Lake Elsinore Recreation .Area ~LERA) and Campground. The wording for the monuments will literally be written in stone. Given the eight-million dollar investment in the new Boat Launch Facility, now would be the appropriate time to consider rebranding the LERA Campground by renaming this facility to reflect the City's aspirations. City Council Policy 400-10 set forth certain parameters regarding the naming of public facilities: Parks and Public Facilities A. Suggestions for naming new or existing parks or public facilities shall be reviewed by the Community Services [Lake, Park, and Recreation] Department with a recommendation being transmitted to the City Council for approval. B. New or existing park or public facilities names can be chosen from, but not limited to, the following categories: 1. Streets or schools bordering park 2. Topography 3. Theme 4. Common names already in place for the area 5. Persons of distinction who have contributed to or positively influenced the City and who, in the Council's determination, are deserving of such recognition. AGENDA ITEM NO.11 Pale 1 of 4 Renaming LERA Campground April 10, ~0~2 Page 2 Discussion The City generally inherited the name of this facility from the State of California after the transfer of ownership in the early 199os. The State owned the facility for over 35 years and named it the "Lake Elsinore State Recreation Area {SRA}". Attached is a photo of the Seaport Boat Launch Facility's monument. The LERA Campground monument would be similar to Seaport and is based upon the City Identity Standards Guide Type I•B monument. Suggested new names for the facility include: 1. Northpoint Resort & Boat Launch 2. Northpoint Marina & Resort 3. Rancho Laguna Marina & Resort 4. Rancho Laguna Resort & Boat Launch The City Council may also wish to seek input from the community on the name. Potential avenues include utilizing the City's website to allow postings of suggested names or establishing a committee composed of the Chamber of Commerce, Historical Society, Community Development Director and Interim City Manager. Fiscal Impact The City would incur minor costs to alter existing signs around the Lake. Next year, City brochures would be changed to reflect the renaming, but this would not be an added expense. The expenditure for the monuments has already been budgeted. Recommendations Approve renaming of the LERA Campground and provide direction to City Staff on the selected name or, alternatively, direct City Staff on a name selection process.
