-~a REPORT To CITY COUNCIL To: HONORABLE MAYOR AND COUNCILMEMBERS FROM: PAT KILROY, INTERIM CITY MANAGER DATE: MARCH 27, 212 SUBJECT: CHANGE ORDER To REYES CONSTRUCTION CONTRACT To EXPAND WESTERN WADING BARRIER AT BOAT LAUNCH PROJECT Bacl~g,round The new Boat Launch Facility under construction at the LERA Campground was designed with safeguards for waders, which included a wading barrier composed of riprap rock along the western side of the boat launch. The design of the Boat. Launch Facility underwent a number of revisions over several years. During that period, the California Department of Boating & Waterways ~DBAW}requested the entire Boat Launch Facility be shifted landward, toward higher elevation, to reduce the volume of fill material required. This recommendation made sound economic sense and appeared not to change any other element of the design, so DBAW's recommendation was implemented. Recently, during discussions for the placement of the riprap rock wading barrier it became evident that the previous relocation of the entire Boat Launch Facility to higher ground resulted in reduced shoreline safety between the western wading beach and the deep boating channel. Discussion To increase public safety, City Staff recommends extending the western wading barrier by an additional four-hundred X400'} feet. This will require the purchase, shipping, and placement of approximately 400 tans of riprap rock. Fiscal Impact Approval of this item tonight will result in a Change order to Reyes Construction Contract in the amount of $154,824. Sufficient funding is available from the Contingency Fund of the Boat Launch Facility Project Budget for this Change order. The current construction contingency balance is $303,804. Change order-Wading Barrier March 2?, Zo12 Page 2 The urgency of this item is based on the deployment schedule of a leased floating barge and crane that are currently y being utilized by Reyes Construction for underwater demolition and placement of riprap rock. If the City waits until the regularly scheduled City Council meeting on April 10t", the Change order will increase to $199,224. These Conditions shall be incorporated into our contract. Should these Conditions be at variance with the Plans, Specifications or Conditions of the Project Documents far the noted project, these conditions shall take precedence. CQi~ENTS : 1. Twelve (12) additional work days is requested to be added to the contract. 2. This scope does not include the purchase and placement of filter cloth material under the rock wading barrier. 3. The purchase and placement of approximately 400 tons of stone has been included in this proposal. 4. No new mobilization or demobilization effort has been included (assumed to be concurrent with ongoing construction}. 5. No dive time or cost has been included in this proposal. 6, Actual Rock barrier may have a larger base and flatter slope than that portrayed on plan set- due to the construction environment (i.e. waterside/ barge placement using a clam bucket). The existing lake bottom may also affect the final shape of the wading barrier (i.e. due to being soft or muddy). 7 .
